I. Welcome & Introduction
Mayor Santellana, the TPC chairperson, called the meeting to order at 8:33 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non -Agenda Items
Mayor Santellana asked for any public comments on agenda and non -agenda items. There
were no public comments.
III. Review and Approve the Transportation Policy Committee's July 24, 2019 Meeting
Minutes
Mayor Santellana asked for any comments or corrections to the July 24, 2019 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr.
Beaver made the motion to approve. Judge Gossom seconded the motion, which passed
unanimously.
IV. Review and Comment Regarding the Technical Advisory Committee's October 10,
2019 Meeting Minutes - No Action Required

Mayor Santellana asked for any comments or questions regarding the October 10, 2019
Technical Advisory Committee meeting minutes. None were received. The committee
moved on to the next agenda item.
V. Review and Approve for Use by WFMPO Staff, and for the 2020-2045 MTP Update,
the 2019-2020 Annual Prioritized Project List
Mayor Santellana directed the committee's attention to page 12 of the meeting packet.
Mr. Barnett stated TAC met on September 41h to conduct the annual project vetting
workshop and WFMPO presented TAC with a final draft of the Prioritized Project List on
October 10, 2019. Mr. Barnett stated the current list is the result of the TAC committee's
hard work and dedication to produce a viable and useful list of high -priority projects for
the Policy Board to refer to as federal and state funds become available for letting and
construction of projects on the list. He informed the Policy Board that WFMPO staff had
applied all of the TAC committee's recommended changes to the list and the final draft
was ready for approval.
Mayor Santellana asked for any questions or comments regarding the Prioritized Project
List. Receiving none, Mayor Santellana asked for a motion to approve the WFMPO 2019-
2020 Prioritized Project List. Ms. Chenault made the motion to approve. Judge Gossom
seconded the motion, which passed unanimously.
TxDOTa. Discussion & Overview of Progress on Local Transportation Projects - City and
! Review)
City; Mr. Boswell reported 2018 Kemp -Monroe Drainage Project phase 2 is 75%
complete, 2019 asphalt street rehabilitation project is 46% complete. Scheduled
projects include rehabilitation of Armstrong drive; construction of new road for
Maplewood extension from McNiel to Lawrence. He reported three Hike and Bike trail
constructions from Loop 11 to Lucy Park, from Barnett Road to Seymour Highway
and from Lake Wichita to Larry's Marina. Lastly, he reported the Taft Blvd. project to
widen of existing street.
TxDOT: Mr. Rohmer reported on two IH 44 mill & overlay projects, 7Lh street to 6Lh
street will be complete by end of year. He reported two current construction projects,
US 287 and US 281 median cable barrier installation and two milled rumble strip
projects on BU 287J and FM 369, widening of FM 890 to IH 44 has been let and will
begin January 2020
b. MPO Quarterly Financial Report (3rd Quarter FY 2019 - April, May, June)
Mr. Barnett reported on the 3rd quarter expenses for the MPO. He stated that the MPO
had spent approximately 37.14% of its total allocation for FY 2019. Mr. Barnett asked
for any comments or questions on the third quarter financial report. He received none
c. Grouped TxDOT CSJ Projects Report
Ms. Lee reported on the 3rd quarter grouped CSJ projects report. Ms. Lee discussed
minor changes to the projects over the quarter.

Mr. Barnett stated there will be a renewal of Performance Measures at the January
2020 TPC meeting; ATG will present the MTP Update in January 2020; WFMPO is
looking into hiring a consultant to conduct a freight study in 2020; and WFMPO will
have a planning review in March 2020.
