Min 01/07/2020 City of Wichita Falls City Council Meeting Minutes January 7, 2020 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above with the following members present. Stephen L. Santellana - Mayor DeAndra Chenault - Mayor Pro Tem Tim Brewer - Councilors Jeff Browning - Steve Jackson - Michael Smith - Darron Leiker - City Manager Kinley Hegglund - City Attorney Marie Balthrop - City Clerk Absent: Bobby Whiteley - Councilor At-Large - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a Invocation Pastor Ron Barnard, Heritage Assembly of God, gave the invocation. - - - - - - - - Item 2b Pledge of Allegiance Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3a Employee of the Month John Laughlin, Police Department 8:33 a.m. Manuel Borrego, Chief of Police, recognized Detective John Laughlin as the Employee of the Month for January 2020. Mayor Santellana congratulated Mr. Laughlin and presented him with a plaque, letter of appreciation, restaurant voucher, and check, and thanked him for his service. - - - - - - - - Item 4-6 Consent Items 8:39 a.m. City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Browning to approve items on the consent agenda. Motion seconded by Councilor Brewer and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, and Smith Nays: None Item 4 Approval of minutes of the December 17, 2019 Regular Meeting of the Mayor and City Council Item 5 Resolution 01-2020 Resolution authorizing award of bid to Retail Motorcycle Ventures, Inc. dba BMW Motorcycles of North Dallas for the purchase of three (3) BMW Police Motorcycles in the amount of $81,533.31. Item 6 Receive Minutes (a) 4B Sales Tax Corporation, October 30, 2019 (b) 4A Wichita Falls Economic Development Corporation, November 21, 2019 - - - - - - - Item 7a Ordinance 01-2020 8:40 a.m. CITY COUNCIL MINUTES January 7, 2020 Page 2 Ordinance making an appropriation to the Special Revenue Fund for the Disability Inclusion Grant in the amount of $10,000 Received from the National Association of County and City Health Officials and authorizing the City Manager to execute contract accepting same. Moved by Councilor Chenault to approve Ordinance 01-2020. Motion seconded by Councilor Smith and carried with the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, and Smith Nays: None - - - - - - - Item 7b Ordinance 02-2020 8:42 a.m. Ordinance making an appropriation to the Special Revenue Fund for the Texas Comprehensive Cancer Control Program (TCCCP) in the amount of $12,400 received from the Department of State Health Services (DSHS). Moved by Councilor Brewer to approve Ordinance 02-2020. Motion seconded by Councilor Chenault and carried with the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, and Smith Nays: None - - - - - - - Item 8a Resolution 02-2020 8:44 a.m. depository services for a period of five years at the estimated amount of $286,596. Moved by Councilor Chenault to approve Resolution 02-2020. Motion seconded by Councilor Browning and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, and Smith Nays: None CITY COUNCIL MINUTES January 7, 2020 Page 3 - - - - - - - Item 8b Resolution 03-2020 8:46 a.m. Resolution approving the programs and expenditures of the Wichita Falls Economic Development Corporation (WFEDC) and amending the budget to include up to $1,334,000 for DuPlooy Trucking related to their expansion and planned relocation to Wichita Falls. Moved by Councilor Chenault to approve Resolution 03-2020. Motion seconded by Councilor Browning. Matthew Wood, DuPlooy Trucking, discussed the plan to move their operations to Wichita Falls, offer jobs to displaced workers and exiting military, and to offer a CDL licensing class that will be open to the public. There was discussion about recruiting efforts, the types of trucks and fuel that would be used, and how individuals can apply. There was discussion about the 4A budget process and why the budget is amended as projects come before the 4A board, and how no funds are paid until the terms of the incentive agreement are met. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson and Smith Nays: None - - - - - - - Item 8c Resolution 04-2020 9:06 a.m. Resolution approving the programs and expenditures of the Wichita Falls Economic Development Corporation (WFEDC) and amending the budget to include up to $796,442.25 for an annual third-party economic development contract with the Wichita Falls Chamber of Commerce and Industry. Moved by Councilor Chenault to approve Ordinance 04-2020. Motion seconded by Councilor Browning. There was discussion concerning the change to a calendar year budget versus a fiscal year budget. Due to this change, the city will be funding 75% of the Chamber budget in CITY COUNCIL MINUTES January 7, 2020 Page 4 this fiscal year, and the other 25% next fiscal year. Mr. Florsheim presented an overview of each Chamber position and discussed the proposed budget and changes in line items from the previous year. There was discussion concerning how city funds are protected by an annual audit, and how any unused funds are returned to the city. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson and Smith Nays: None - - - - - - - Item 9 Items of Concern to Members of the City Council 9:35 a.m. Councilor Smith invited everyone to the annual MLK Scholarship and Prayer Breakfast, Saturday, January 18, 2020, at the MPEC at 8:30 a.m. The serving line opens at 7:30 and tickets are available at the MLK Center. He reminded everyone that this is a census year and our Census Complete Count Committee kickoff will be at 12:00 in front of Memorial Auditorium. The motto this year is Everyone Counts in Wichita Falls. There are various ways you can complete your civic duty and respond to the census survey. Federal and State funds are based on census numbers so it is important to st have an accurate count for the benefit of our citizens. April 1 is Census Day, and there are various ways you can get involved. Councilor Chenault said good morning and thanked everyone for attending. Councilor Brewer said good morning and that he is looking at 2020 for vision, and bringing in new business. He appreciates the businesses that are coming in, and is looking forward to a great positive year. Councilor Jackson wished everyone a Happy New Year and stated that he agrees with Councilor Brewer on continuing to help Wichita Falls grow. He would like for everyone to stay positive and work together to make Wichita Falls a great city. Mayor Santellana also invited everyone to the Census kickoff event and stated the importance of obtaining a complete count. Census counts affect Federal and State funding, and everyone does count. He wished everyone a Happy New Year, and stated that he agrees with other councilors that good things are happening and we want to continue to work together. He thanked Chief Prillaman for the controlled burn training that was completed, and invited the community to the MLK Prayer Breakfast. Jessica Williams introduced new employee Jacob Whiteman, Senior Budget Analyst. Mayor Santellana welcomed Mr. Whiteman to Wichita Falls and the City. CITY COUNCIL MINUTES January 7, 2020 Page 5 Councilor Jackson stated that he came into the meeting with a little problem concerning the 4A projects, but after the presentation he has a clearer understanding of the projects, and he hopes that his constituents that wanted him to vote no understand why he voted for these projects since the funds are protected. Mayor Santellana stated that everyone is encouraged to call or reach out to city staff with any questions they have about any agenda items, and further discussed how City funds are protected in incentive offers. Councilor Jackson asked about notifying the public for 4A and 4B meetings. Darron Leiker discussed that agendas are posted 72 hours in advance per state law, and explained . 4A meetings are held on the third Thursday of every month, and as needed for 4B. All meetings are open to the public.
