The meeting was called to order by Chairman Rhone at 2:00 p.m.

111. APPROVAL OF MINUTES
Mr. Sons made a motion to approve the October 10, 2001 minutes of the Planning &
Zoning meeting. Mr. Rowland seconded the motion. The vote was unanimous in favor
of approval.

Ms. Purtle made a motion to approve the Consent Agenda. Ms. Reeves seconded the
motion., The Consent Agenda passed with a unanimous vote in favor.

Analysis:
The property is located on the corner of Pawhuska Drive and Old Seymour Road. T
applicants request approval of duplexes, one on each property. Their plan shows ea
unit will have three bedrooms and two baths. Each dwelling unit is 1,128 square fe
for a total of 2,256 sq. ft. per duplex. I
North of these lots on Pawhuska are homes, many all -brick. Staff strongly recommen,
that the duplexes should also be all -brick to match. The current plans show siding
the front porch area with some brick. The plans do not indicate the exterior side or re
finish-, they should also be all -brick.
Zoning Requirements:
The following items are required for conformance to the Zoning Ordinance regulations.
1 . Each unit must provide two parking spaces per unit. Each driveway must be at
least eighteen feet wide to accommodate two cars parked side by side.
2. Lot 8 has been subdivided into two parts, and must be replatted prior to obtaining
a building permit.
3. The maximum building height is 35 feet.
4. Sidewalk as shown on the site plan shall be required.

Staff recommends approval of this conditional use permit application with the condition
that the duplexes have all -brick exteriors.

Mr. Allen Moore stated this will be a joint venture with Jim Stevens. He noted that the
has been a semi truck/trailer parked on the street since 1979 and he does not thi

Mr. Leroy Moore, 3512 Seymour Road, stated there would be too much tra*'
congestion and duplexes would devalue the existing properties. I
There was discussion regarding the driveways of the duplexes with suggestions made -
to eliminate some of the curbside parking.
Mr. Nelson stated these duplexes should be an improvement to the neighborhood. He
qtated that he would vote in favor. Ms. Reeves stated she consider it ••• •
Mr. Birck asked if the space between driveways would have landscaping. Mr. Moom�

AW"" Mr. Larry Davis, applicant, asked if he could build approximately five feet into the
easement. Chairman Rhone stated that the applicant could not build a permanent
structure on the easement, and a carport is considered permanent. Mr. Stillson stated
that it would take City Council action to be able to encroach on the easement. He
discouraged it because when the property is sold, it could create problems with the sale.
The Commission agreed to vote on the original layout of the carport. The vote was
unanimous in favor of approval.
VI. OTHER BUSINESS
1. City Council Update

b. Rezoning — 506, 508, and 510 Virginia
Mr. Stillson stated that City Council recommended and approved Limited Commerci
for the proposed lot and the lot on the corner that was General Commercial. T
rezoning on Virginia was also approved. I
