Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30
with the following members present.
Stephen L. Santellana - Mayor

Item 6a Ordinance 65-2019

Ordinance repealing Ordinance 33-2017 and canceling a Reinvestment Zone that is
located at 300 Travis.

Surveillance and Prevention Program in the amount of $150,000 received from the
Department of State Health Services and authorizing the City Manager to execute
contract accepting same.

Item 6e Ordinance 69-2019

Ordinance Imposing Voter Approved Venue Tax.
Moved by Councilor Brewer to approve Ordinance 69-2019 providing for the imposition and
levy of an additional hotel occupancy tax equal to two percent (2.00%) for venue projects
approved by the voters in the City of Wichita Falls, Texas, on November 5, 2019, and
consisting of the renovation, maintenance and improvement of the multi-purpose event
center and the performance hall in memorial auditorium; amending the Code of Ordinances
Article III Hotel and Motel Occupancy Tax section 98-92; and containing other provisions
incident and related to the purpose of such ordinance.

purchase 170 Panasonic Toughbooks and 145 Havis docking stations from CDW
Government LLC in the amount of $712,485.80.

Resolution approving the programs and expenditures of the Wichita Falls 4B Sales Tax
Corporation Board of Directors and amending the budget to include funding up to
$8,224.74 to Keith and Ivonne Wineinger, dba The Burn Shop, to renovate the existing
building at 815 Ohio into a manufacturing and retail establishment.

Resolution approving the programs and expenditures of the Wichita Falls 4B Sales Tax
Corporation and amending the budget to include funding up to $456,477 for
preconstruction costs related to the conference center portion of the MPEC conference
center hotel project.
Moved by Councilor Browning to approve Resolution 139-2019.

Item 8 Items of Concern to Members of the City Council

Councilor Smith said everything is great.
Councilor Whiteley thanked the members of the 4B board and acknowledged that their
recommendations are not made lightly. Thank you to Keith and Ivonne from the Burn
Shop for attending.
Councilor Browning wished everyone a Merry Christmas and Happy New Year.
Councilor Chenault said good morning, thanked everyone for attending, and wished
everyone a Merry Christmas and Happy New Year. Councilor Chenault thanked the
Fire Department for hosting the Christmas picnic, and thank you to Sheppard Air Force
Base for their Christmas party. Councilor Chenault made an appeal to the council and
asked that going into 2020 that council members make an effort to attend more events
that they are invited to.

Councilor Brewer wished everyone a Merry Christmas and Happy New Year. He
thanked the Fire Department for inviting him to the picnic and thanked
for cooking. The meal was delicious. Thanks to everyone for being here today.
Councilor Jackson thanked everyone for attending and wished everyone a Merry
Christmas and Happy New Year. He hopes that everyone is blessed in the new year,
and that this is a better year for all.
Mayor Santellana thanked Keith and Ivonne for attending and congratulated them. Their
project aligns with our strategic plan, and we love when people outgrow their space.
Thank you to Jessica Williams, you are doing a fantastic job, and the close out items
are very important. The Hotel project is a significant item and a very significant private
investment in our community. The 4B board works hard on projects and they are
appreciated. We are wrapping up 2019 and are extremely excited about the progress
made and excited about 2020. We are knocking it out of the park and we will continue
to work hard for the citizens of Wichita Falls. Mayor Santellana wished everyone a
Merry Christmas and Happy New Year.

Item 9 Comments from the Public to Members of the City Council Concerning
Items that are not on the City Council Agenda

Elzie McEntire, 3232 Kincall Rd., addressed the council in reference to a development
planned for a tract of land off 287 and Huntington Lane for a Travel Plaza. Mr. McEntire
asked if there were any incentive packages that may be available for this project.
