Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30
with the following members present.
Stephen L. Santellana - Mayor
Jeff Browning - Councilor District 3
DeAndra Chenault - Mayor Pro Tem
Tim Brewer - Councilor District 4
Steve Jackson - Councilor District 5
Michael Smith - Councilor District 1
Bobby Whiteley - Councilor At-Large

Mayor Santellana called the meeting to order at 8:30 a.m.

Mayor Santellana led the Pledge of Allegiance.

Item 3 Proclamation Diabetes Awareness Month, Randall Barker & Wichita
Falls Health Department
8:33 a.m.
Mayor Santellana proclaimed the month of November as Diabetes Awareness Month in
Wichita Falls, and encouraged citizens to take advantage of all resources our Health
District and community volunteers have to offer.

Item 9 Comments from the Public to Members of the City Council Concerning
Items That Are Not on the City Council Agenda.
8:36 a.m.
The Wichita Falls Independent School District (WFISD), Future Farmers of America
(FFA) chapter gave a presentation relating to blue-green algae.
Mayor Santellana thanked the WFISD FFA for their presentation and recognized
Summer English with the Scouts for attending the meeting.

City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.
Moved by Councilor Browning to approve items on the consent agenda.
Motion seconded by Councilor Chenault and carried by the following vote:

Whiteley.

Item 7a Resolution 122-2019

Resolution to accept or reject a sealed bid as presented for one (1) Trustee parcel
located at 710 N. Broadway St. and authorizing execution of the deed to convey title to
Garrett and Devonie Hutchinson
Moved by Councilor Browning to approve Resolution 122-2019.
Motion seconded by Councilor Smith and carried by the following vote:

Item 7b Resolution 123-2019
8:51 a.m.
Resolution approving the programs and expenditures of the Wichita Falls Economic
Development Corporation (WFEDC) and amending the budget to include up to
$2,278,200 for Cleanaire, LLC, dba Pamlico Air, to operate a manufacturing facility in
Wichita Falls.
Moved by Councilor Browning to approve Resolution 123-2019.
Motion seconded by Councilor Jackson.
An overview of the proposal was provided, and questions were answered regarding the
length of time the primary jobs must be maintained, the training provided, and the
savings recognized due to the sale of the building.

Item 7c Resolution 124-2019
9:01 a.m.
Resolution approving the programs and expenditures of the Wichita Falls 4B Sales Tax
Corporation Board of Directors and amending the budget to include funding up to
1000 Indiana into a mixed use retail and restaurant establishment
Moved by Councilor Chenault to approve Resolution 124-2019.
Motion seconded by Councilor Smith.
An overview of the proposal was provided and it was clarified that the money from 4B
can only be spent on the fire suppression system, and will not be paid out until a
certificate of occupancy is obtained. There was brief discussion about the proposed use
of the building, and renovations which will include a restaurant and event space on the
second floor.
Syd Litteken, 1804 Club View, representing Downtown Development, thanked the
Council for their support of the Wichita Falls Economic Development Corporations
recommendations. Mr. Litteken discussed the importance of incentives for new
business as well as existing businesses moving downtown, and expressed his
excitement for the revitalization happening downtown. Mr. Litteken clarified that the
event space will be for smaller groups, the restaurant will include a full service kitchen
and a full service salad bar, and there will be an open outside deck area.

Resolution authorizing the City Manager to execute the Convention Center and Hotel
Moved by Councilor Brewer to approve Resolution 125-2019.
Motion seconded by Councilor Browning.

convention center in order for the city to be competitive when bidding events, the
timeline of the project, and the economic impact this project would have. Multiple
examples were provided of events we have lost due to not having a full service
hotel/convention center.

11:11 a.m.
Blake Jurecek, Assistant City Manager, discussed the five major goals of the strategic
plan which includes building a full service hotel. This resolution is a three way
into
the predevelopment stage, and bring forward the final costs of the project. The 4B
Sales Tax Board has approved this funding.

Item 8 Items of Concern to Members of the City Council

Councilor Jackson thanked the WFISD FFA group for their presentation. Councilor
Councilor Chenault thanked everyone for attending and invited them to the City Lights

Parade to be held on Saturday, November 23 at 7:00 p.m.
Councilor Browning wished everyone a Happy Thanksgiving.
Councilor Whiteley stated that the 4A and 4B members are hitting it out of the park and
he thanked them for their service.
Councilor Smith thanked everyone for attending and stated he appreciates the work of
the city staff on the hotel project. It is one of the best economic development projects to
come along, and he looks forward to the city sharing additional information with citizens.
Happy Thanksgiving to everyone.
Mayor Santellana wished everyone a Happy Thanksgiving. Thank you to
attending today and thank you to city staff for quick responses. Come to the City Lights
Parade this weekend and support downtown.
