Ord 42-2019 2019-2020 Budget Adoption 9/17/2019 Ordinance No. 42-2019 Ordinance adopting the Annual Budget for the fiscal year beginning October 1, 2019 and ending September 30, 2020, and declaring an emergency BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. The budget estimate of the revenues and expenses for conducting the affairs of the City of Wichita Falls for the ensuing year, beginning October 1, 2019 and ending September 30, 2020, as submitted to the City Council by the City Manager, and amended herein as Option 2, increasing re Preliminary Budget by approximately $1,680,000, to a total $194,090,313. To provide cost of living and retirement adjustments as listed: sets a 5% cost of living adjustment for civil service personnel, 2% cost of living adjustment for non civil service personnel, and an increase of all eligible personnel to a 7% retirement plan with the Texas Municipal Retirement System, is hereby adopted and approved as the budget estimate of all revenues, expenses as well as the fixed charges against said City for the fiscal year beginning the 1st day of October, 2019, and ending the 30th day of September, 2020. 2. Appropriations are hereby made for such revenues, expenses, and charges for the fiscal year beginning October 1, 2019 and ending September 30, 2020, and such appropriations are to be set up in accounts as submitted to the City Council. Operational control of the budget shall be exercised at the class total level within each Fund, Department, and Budget Unit. 3. The City Manager is authorized to make transfers between items appropriated to the same office, department, or division, where not in contravention of the Constitution and laws of this State or of the City Charter. 4. The projects, programs and benefits, which are included in this budget and for which appropriations are herein made, are hereby approved. 5. The salaries for the City Council appointed positions will be as follows: City Manager $231,750 and Municipal Court Judge $113,815. These two positions will incur the non civil service cost of living adjustment adopted by the Council. The City Clerk salary will be $74,263. The City Attorney salary will be $182,907. The City Clerk and City Attorney will not receive the cost of living adjustment applied to non civil service employees. The Mayor is hereby authorized to execute an amended employment agreement with the City Manager and City Attorney for the approved salary and existing benefits, with further authorization to provide benefits and transfer benefit amounts between categories in said contracts in a manner negotiated thereby. The aforementioned employees shall further be entitled to such other benefits as provided to the other City employees, as provided in the budget. To the extent governmental immunity may limit judicial enforcement of said agreements, immunity is waived. 6. The immediate need to continue the normal operation of the business of the City creates an emergency, and in order to protect the public health, welfare and to preserve the peace, this ordinance shall take effect immediately, and it is so ordained. th PASSED AND APPROVED this the 17 day of September, 2019. ______________________________ M A Y O R ATTEST: ____________________ City Clerk
