Min 08/06/2019 City of Wichita Falls City Council Meeting Minutes August 6, 2019 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above with the following members present. Stephen L. Santellana - Mayor DeAndra Chenault - Mayor Pro Tem Tim Brewer - Councilors Jeff Browning - Eric West - Bobby Whiteley - Darron Leiker - City Manager Kinley Hegglund - City Attorney Marie Balthrop - City Clerk Absent: Steve Jackson - Councilor District 5 - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a Invocation Reverend Justin Miller, Trinity United Methodist Church, gave the invocation. - - - - - - - - Item 2b Pledge of Allegiance Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3a Employee of the Month Zari Espinal, Police Department 8:32 a.m. Manuel Borrego, Police Chief, recognized Zari Espinal as the Employee of the Month for August 2019. Mayor Santellana congratulated Ms. Espinal and presented her with a plaque, letter of appreciation, restaurant voucher, and check, and thanked her for her service. - - - - - - - - Item 3b Proclamation National Health Center Week, Community Health Care Center 8:37 a.m. Mayor Santellana read a proclamation proclaiming August 4-10, 2019 as National Health Center Week in Wichita Falls, and encouraged all residents to take part in this week by visiting their Community Healthcare Center and to celebrate the important Alan Patterson, CEO, Community Healthcare Center, thanked the Mayor, Council, and City Staff for recognizing and helping them celebrate Community Health Center Week in Wichita Falls, and introduced David Preston, Director of Outreach and Marketing. Mr. Patterson provided national and local statistics, and information about the Community Healthcare Center and how they serve our community. Mr. Patterson also thanked Mickey Uriniak, CDBG/HOME Administrator, for his assistance with CDBG funding. - - - - - - - - Mayor Santellana allowed Michelle Turnbow, First Step, to address the City Council at this time. Ms. Turnbow thanked the Mayor and Council for the assistance with obtaining a generator and thanked Mickey Uriniak, CDBG/HOME Administrator, for his assistance with the CDBG funding. Ms. Turnbow said she is proud to be a part of this community, and that the funding helps make their facility safe and comfortable for their clients. - - - - - - - - Item 4-6 Consent Items 8:48 a.m. City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Item 6 Receive Minutes (a) Downtown Development Steering Committee, January 7, 2019 (b) Wichita Falls-Wichita County Public Health Board, May 10, 2019 (c) Wichita Falls Economic Development Corporation, June 20, 2019 - - - - - - - Item 7a Ordinance 29-2019 8:39 a.m. Ordinance calling a general election to be held on Tuesday, November 5, 2019, for the purpose of electing a Councilor At-Large, Councilor District 1, and Councilor District 2; designating polling locations; establishing dates and times of early voting for such election; establishing a date for a runoff election, if required; and authorizing a contract with Wichita County to furnish election services and equipment. Motion seconded by Councilor Browning and carried with the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, West, and Whiteley Nays: None - - - - - - - Item 7b Ordinance 30-2019 9:08 a.m. Ordinance calling a special election by the qualified voters of the City of Wichita Falls, Texas on November 5, 2019 on the questions of designating the renovation, maintenance and improvement of the Multi-Purpose Event Center and Memorial CITY COUNCIL MINUTES August 6, 2019 Page 3 Auditorium as venue projects, approving an increase in the Hotel Occupancy Tax in the city and designating methods of financing for the venue projects in accordance with Chapter 334, Texas Local Government Code, as amended; and containing other provisions incident and related to the purpose of this Ordinance. Motion seconded by Councilor Browning and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, West, and Whiteley Nays: None - - - - - - - Item 8a Public Hearing and Resolution 72-2019 9:04 a.m. Resolution approving the PY 2019 Action Plan allocating FY 2019 Community Development Block Grant (CDBG) funds in the amount of $1,241,545, FY 2019 HOME Investment Partnership Program (HOME) funds in the amount of $391,886, and to re- allocate FY 2017 CDBG funds in the amount of $100,000; authorizing the City Manager to execute HUD Grant Applications and Agreements to implement the approved Plans, including any and all revisions approved by HUD. CITY COUNCIL MINUTES August 6, 2019 Page 5 Mayor Santellana opened the public hearing at 9:05 a.m. Paul Menzies, Assistant City Manager, discussed the 2019 Plan Year priorities for Community Development Block Grant (CDBG) funds and the HOME Investment Partnership Program (HOME) funds. Mr. Menzies stated that HOME Funds are primarily used for the first time home buyers program, and to support Habitat for Humanity. Mr. Menzies thanked the council and staff involved in making the recommendations for funding, and for proactively keeping the Strategic Plan in mind when making the recommendations. The following agencies have been recommended for CDBG funding: Child Care Inc., Senior Citizen Services of North Texas, Christmas in Action, ARC of Wichita County, Community Healthcare Center, Wichita Falls Area Food Bank, and First Step. Some of the available funding is used to support the City administered emergency repair program for low-income owner-occupied homes, and demolition/code enforcement efforts. There was brief discussion of possible rental registrations, rental home standards, and how these funds can assist residents living in rental homes in the target area. Councilor West asked about the reallocation of 2017 funds. Mr. Menzies stated these are rollover funds that can be used this year. Pam Hughes, Director of Marketing and Development, The Kitchen/Meals on Wheels, addressed the Mayor and City Council and thanked them for their support and assistance with the hungry in our community. Thirty-five percent of the people served live in isolation and sixty-one percent live below the poverty line, and they are thankful for our support. Addison Roberts, Executive Director, ARC of Wichita County, addressed the Mayor and Council in reference to funding for artificial turf for their outdoor area. The turf would allow individuals in wheelchairs access to the outdoor area where they interact with others. Ms. Roberts thanked the Mayor and City Council for their consideration. Ronna Prikett, Fund Development Director, Wichita Falls Area Food Bank, thanked the Council and Staff for their assistance. The Food Bank is requesting funds for parking lot improvements to assist with receiving large trucks. These improvements will make the receiving process more efficient and effective, as well as improve safety. Mayor Santellana closed the public hearing at 9:13 a.m. Moved by Councilor Brewer to approve Resolution 72-2019. Moved by Councilor Chenault to approve Resolution 74-2019. Motion seconded by Councilor Browning and carried by the following vote: Motion carried with the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, West, and Whiteley Nays: None - - - - - - - Item 9 Items of Concern to Members of the City Council 9:34 a.m. Councilor Brewer thanked everyone for all they do for Wichita Falls and encouraged everyone to give him a call if they have any questions or concerns. Councilor Chenault, thanked everyone for attending and asked that everyone continue to pray for El Paso and Dayton Ohio. Councilor Whiteley congratulated Chief Borrego on his employees at dispatch, acknowledged what a tough job dispatch is, and expressed his appreciation for dispatch employees. Mayor Santellana asked about solar panels on the new repair and maintenance building and if there would be a cost savings. John stated that an analysis would have to be completed, but since it is an eligible FTA expense that will be covered one hundred percent he felt it was a great opportunity to test the benefit. Darron Leiker, City Manager, stated that the City has looked into solar panels for other facilities in the past and the cost savings was not there if we had to pay for the total cost of the panels. This is due largely to the very low energy rates that we have negotiated.
