Welcome & Introduction Ms. Lee, the acting TAC chairperson, called the meeting to order at 9:32 a.m. and welcomed everyone in attendance. II. Public Comment on Agenda and Non -Agenda items Ms. Lee asked for any public comments on agenda and non -agenda items. There were no public comments on agenda and non -agenda items. III. Review and Approval of the January 17, 2019 Technical Advisory Committee's (TAC) Meeting Minutes Ms. Lee asked for any comments or corrections to the January 17, 2019 TAC meeting minutes. Receiving none, she asked for a motion to approve the minutes. Mr. Moore made the motion to approve. Mr. Rohmer seconded the motion, which passed unanimously. Review and Comment Regarding the January 30, 2019 Transportation Policy Committee's (TPC's) Meeting Minutes - No Action Required Ms. Lee asked for comments on the January 30, 2019 TPC meeting minutes. Receiving none, the committee moved on to the next agenda item. V. Review and Recommendation to the Policy Board to Approve the 2020-2021 Unified Planning Work Program for Use by WFMPO Staff Ms. Lee directed the committee's attention to the revised 2020-2021 Unified Planning Work Program (UPWP) enclosed in the meeting packet. She summarized the revisions made to the new UPWP starting with Task 4.0 stating WFMPO hired Alliance Transportation Group, Inc., (ATG) to perform the update to the 2020-2045 Metropolitan Transportation Plan (MTP). She stated that the Modeling Division from TxDOT Transportation Planning and Programming in Austin continues to calibrate and validate the MPO's Travel Demand Model (TDM). Alliance Transportation Group will use the TDM to develop new projects for the 2020-2045 Metropolitan Transportation Plan update. Ms. Lee continued on discussing minor updates to the remaining subtasks. Ms. Lee moved on to Task 5.0 stating that TxDOT informed WFMPO and the City of Wichita Falls about a new round of Transportation Alternatives Set -Aside Program funding coming out in 2019. The program provides funding for a variety of alternative transportation projects that improve mobility for non -motorized users. She stated WFMPO, working with the City, TxDOT and the TA Set -Aside Development Committee will submit the final section of the Circle Trail System for funding. This section connects the trail between Larry's Marina on Lake Shore Drive and Barnett Road. The grant application is due October 30, 2019. Ms. Lee discussed the Budget Summary Tables for FY 2020 and 2021 explaining the figures were estimates of forecasted funding levels and expenses. Ms. Lee asked for any comments or questions regarding the 2020-2021 Unified Planning Work Program. Receiving none, she asked for a motion to forward the document to the Policy Board for their review and approval. Mr. Reaves made the motion to forward the document to the Policy Board. Mr. Powell seconded the motion, which passed unanimously. VI. Progress Report and Recap of Work Done on the Consultant Lead 2020-2045 Metropolitan Transportation Plan Update Ms. Lee took a moment to inform the committee of the progress done by Alliance Transportation Group, Inc., for the 2020-2045 Metropolitan Transportation Plan update. She stated the consultants met in March and held stakeholder meetings to gauge the publics opinion on a needs assessment for the community. Ms. Lee stated a public house is scheduled for June, 2019 to provide an opportunity for input on the visioning survey. WFMPO will continue to work with the consultant to complete the update. VII. Other Business: a. Discussion & Overview of Progress on Local Transportation Projects - City and TxDOT staff (Quarterly Review) City,; Mr. Powell reported 100% design completion from FM 890 to Municipal Airport. Maplewood extension from McNiel to Lawrence road is 80% design completion. Hike and Bike trail from Loop 11 to Lucy Park is 100% design completion. Hike and Bike Wichita Falls MPO TAC Meeting April 11, 2019 21 - trail from Barnett Road to Seymour Highway is 100% design completion. Taft Blvd. from Southwest Parkway to Kemp Blvd to widen existing street is 20% design completion. Hike and Bike trail along Lake Wichita is 0% design completion. Under construction projects include 2018 Kemp -Monroe Drainage Project is 50% complete. 2019 Asphalt Street Rehab, various streets, is 0% completion. TxDOT: Mr. Rohmer reported on two IH 44 mill & overlay projects, 71h street to 6th street is complete and US287/SP 325 interchange will start later this summer. FM 369 at McNiel drainage ditch is on schedule. US 287 and US 82 mill & overlay projects are on schedule and will begin this summer. SH 79 at US 281 to FM 369 high friction surface treatment will begin in a few weeks. b. MPO Quarterly Financial Report (1st Quarter FY 2019 - October, November, December) Ms. Lee reported on the 1st quarter expenses for the MPO. She stated that the MPO had spent approximately 12.09% of its total allocation for FY 2019. Ms. Lee asked for any comments or questions on the first quarter financial report. She received none c. Grouped TxDOT CSJ Projects Report Ms. Lee reported on the 1st quarter grouped CSJ projects report. Ms. Lee discussed minor changes to the projects over the quarter. d. Bicycle Friendly Community (BFC) Application Update Mr. Barnett stated WFMPO, along with other city departments, have been working together to complete the application for the Bicycle Friendly Community Bronze Level designation. He stated that WFMPO staff and the Traffic Department continue working on creating maps identifying bicycle lanes and routes across the city.
