RESOLUTION NO. _27-2012_
Resolution Endorsing Formation Of A Policy And Technical
Committee For The Upcoming Joint Land Use Study For
Sheppard Air Force Base, And Appointing A Representative From
The Airport Board of Adjustment.
WHEREAS, the City of Wichita Falls (City) recognizes the continued
operation of Sheppard Air Force Base (SAFB) is important to the regional economy
and supports the development of a Joint Land Use Study (JLUS) with SAFB,
including the United States Air Force auxiliary airfield in Frederick, Oklahoma, to
protect future operational capabilities; and
WHEREAS, the City of Wichita Falls, Texas, recognizes that participation in
and development of a JLUS will benefit the health, safety and general welfare of the
residents of Wichita Falls and surrounding areas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
1. There is hereby created a JLUS Policy Committee and JLUS Technical
Committee.
2. The JLUS Policy Committee shall consist of the following members:
Mayor of the City of Wichita Falls,
Sheppard Military Affairs Committee Chairperson,
SAFB 82dTRW Commander,
SAFB 80FTW Commander,
SAFB 82dTRW Vice Commander (non-voting),
SAFB 80FTW Vice Commander (non-voting),
Mayor of the City of Burkburnett,
Mayor of Cashion,
Councilor of Frederick, Oklahoma (Jim Smith),
Mayor of Iowa Park,
Wichita County Judge.
Wichita County Commissioner, Precinct #2 (non-voting).
3. The JLUS Policy Committee shall also include additional, ex-officio
members based on their position as State and/or federal elected officials, who shall
consist of the following members:

Texas State Senator 30 District,
US Senators for Texas,

US Representative 13 District of Texas,

Oklahoma State Representative, 63 District,
th
Oklahoma State Senator, 26 District,
US Senators for Oklahoma,

US Representative 4 District of Oklahoma.
4. The JLUS Technical Committee shall consist of the following members:
Wichita Falls Assistant City Manager,
Wichita Falls Director of Aviation, Traffic & Transportation,
Wichita Falls Planning Administrator,
Burkburnett City Manager,
Iowa Park City Manager,
Frederick, Oklahoma City Manager,
SAFB 80FTW OSS,
SAFB 82d TRW CES,
Sheppard Military Affairs Committee Executive Director,
NORTEX Regional Planning Commission Executive Director,
Wichita County representative (appointed by County Commissioners
Court),
Airport Board of Adjustment representative,
Area Realtor representative – broker/owner Hirschi Realtors,
Land owner representative - Preston Giles.
5. City of Wichita Falls Airport Board of Adjustment representative to the
