RESOLUTION NO. _22-2012_
Resolution Authorizing Expenditure By The City of Wichita Falls
Police Department From The Seized Funds Account In The Amount
Of $31,976.99 For The Procurement Of Two Items Not Included In The
FY 2011 / 2012 General Fund Budget
WHEREAS, the City of Wichita Falls Police Department is awarded confiscated
funds;
WHEREAS, certain programs and procurements may be funded entirely by the
seized funds account;
WHEREAS, the City of Wichita Falls Police Department has funding available in
the amount of $31,976.99 in the seized funds account; and
WHEREAS, it is the desire of the City Council to authorize this expenditure.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS TEXAS, THAT:
The expenditure of funds in the amount of $31,976.99 is hereby authorized for
expenses necessary for the procurement of necessary items needed for the Police
Expenditures Request.

Expenditures Request
1. 1 ea. – Police Service Dog 10,250.00
With the unexpected death of our K9, we would like to purchase a dual purpose Police
Service Dog. The dual purpose Police Service dog is pre-trained in Narcotics
Detection, Obedience, Building Searches, and Criminal Apprehension. These funds
will purchase the K9, handlers training, site visit, and travel expenses.
2. 1 ea. – Forensic Light Source $ 21,726.99
The Forensic Light Source that we have now is more than 17 years old and has been
discontinued, so we cannot get any replacement parts. The light source locates latent
fingerprints, footprints, bloody fingerprints and blood patterns, fibers, powders, stains,
paint chips, gunshot residues, tattoos, bruises, semen, and also includes a variety of
forensic document applications including obliterations, alterations, and forgeries. Other
noted applications are: location of bone fragments, drugs with cutting agents, lipstick
residue, saliva, fire accelerant, and an unlimited number of possible contaminates such
as greases, industrial chemicals, and plant samples.
