1. Call to Order
Mayor Stephen Santellana called the meeting to order at 3:32 p.m.
2. Approval of Minutes of Meetings of October 1, 2018

Motion made by Mr. Hatcher to approve the minutes of the October 1, 2018 meeting.
Motion seconded by Mrs. Whiteley and carried by the following vote:
Ayes: Santellana, Chenault, Brewer, Hatcher, Magana, Poenitzsch, Ahern, Tate, and
Whiteley

3. Committee Reports
3:36 p.m.
• Streetscapes — Russell Schreiber — Discussed implementing a streetscape
improvement for a section in the Downtown Core are of 8`" Street section between
Ohio and Scott Streets. Also discussed the high priority street within the core area
and advised waiting on update of 4B funds. Mr. Schreiber also discussed the
intersection enhancements already completed; Texas stars, landscaping and the
critical sub -surface infrastructure that is in need of improvements.
• Historic Preservation — No report
• Lifestyles — No report
• Regulatory — Dana Schoening — Discussed Zoning Diagnostic Report
Recommendations one through six, nine and eleven. Discussed the issues of each
recommendation as well as updating with progress made and expected timelines.
Much discussion with board, council and Mr. Schoening about recommendations.
• Marketing —No report
• Finance — No report
4. Public Comments
4:08 p.m.
Delores Culley arrived after the committee reports and wanted to discuss possibly setting
up another Historic District Zone primarily setting the stage for a Main Street District.
Ms. Culley stated the Main Street program would offer free support from architects and
more to help keep downtown moving in the right direction.
