CALL TO ORDER Dr. David Carlston called the meeting to order at 12:00 pm after a quorum of members was attained. II. APPROVAL OF MINUTES AND ABSENCES Dr. David Carlston called for the review and approval of minutes from the March 8. 2019 meeting. Dr. Keith Williamson introduced a motion to approve the minutes as presented and Dr. Julie Gibson seconded the motion. The motion passed unanimously. III. LIVE WELL Keivin Swanson the Community Clinical Health Bridge Program (CCHBP) Coordinator demonstrated the functionality of the LIVEWELLWICHITACOUNTY.COM website. Main categories are displayed with Site categories that extends to Sub -categories for local resources and programs with class information. contacts and if applicable registration. Demonstration on how to navigate through some of the different categories followed. • Main category of Live Well with Site categories of Healthy Eating and Active Living to Sub -categories that offer local cooking classes and workout facilities in close proximity to an entered location. • Transportation and Food Assistance are just a few of the Site categories of the Main category of Basic Needs & Welfare. Not well known is the LogistiCare that provides healthcare transportation to Doctor appointments and Road to Recovery rides to Cancer treatments. Food pantries can be searched in close proximity (walking distance) and youth food assistance. • Main category of Family Corner with Site categories in different age groups from expectant parents to older adults, the latest addition college corner. • Main category layout of Mental Health/Behavioral Health & Substance Use was what the community partners agreed upon as a tool to guide people to what they need. Mental & Behavioral Health, Tobacco Resources and Substance Use Site categories offer different programs suitable to individual needs. Referenced as a source is the Centers for Disease Control and Prevention (CDC). The website according to google analytics shows high utilization, the upcoming events calendar has the most monthly access. Events and activities can be submitted to post but only upon approval of the criteria, local. open to the public, free and promote health. The CCHBP offers Chronic Disease Self -Management Education classes every 2 months, the next class starts May 22. The course is 6 weeks for 2'h hours a week that educates patients and caregivers on how to manage chronic disease and stress. Amy Fagan noted the integration of the website with six different facilities. The Clinics have the link in their electronic health records to use as a referral mechanism when interacting with patients. The Health Board attendees were asked to put the link on their websites or take the magnetic cards to put out as another outreach education to help people find resources. The next phases are Work Site Wellness, Non -Profit and Businesses. Dr. Julie Gibson questioned whether there was anything about pets or would pets apply. Keivin Swanson replied that Animal Services is referenced but a pet category is planned. Expectations are for a re -launch in August at the one-year anniversary being a good time to release the next phases. Lou Kreidler remarked it is such a good resource which evolved from a phone conversation with a physician in search of resources for a patient with health issues. The Health District was unable to help it became a work in progress a grant was acquired to fund the project. Keivin and his coworkers have done a wonderful job in the creation of the website for the community. Dr. Gibson never ceases to be amazed with what the Health District accomplishes for the city. Mark Beauchamp asked for an email with the link to put on the County website. IV. EAT WELL Will Carter the Nutrition/Chronic Disease Lead Program Manager explained Eat Well is a healthy restaurant recognition program in Wichita County to ensure healthy entrees are available, one way to try to create a healthy community. The concept goes back some years under a Transforming Texas grant with a healthy eating initiative. Employees at a meeting in San Antonio saw the city's health initiative program Por Vidal (For Life! in Spanish) liked the concept, got in contact and initiated the program in Wichita County for a couple years it was moderately successful. One main problem was Wichita County demographics are completely different than San Antonio and the community did not understand Por Vidal the program was discontinued and Eat Well evolved. Periodically health classes on diabetes and chronic disease are held at the housing authority. As an incentive to participate they offer lunch from an Eat Well restaurant with the only stipulation to select an Eat Well item. EATWELLWICHITACOUNTY.COM website is simple to navigate and mobile friendly as presented. • The HOME page displays participating restaurants that continues with directions to the locations and approved menu items with calorie and nutrition content of each item. A staff luncheon is held once a month at different Eat Well restaurants to help promote the program. • PROGRAM INFORMATION gives the vision, summary of how the program works, points of consideration, recipe analysis process, nutrition criteria, free membership and free advertising. The Registered Dietitian offers a free service to review the restaurants selected recipes nutrition content, if needed tweaks are made to meet the programs criteria of minimal sodium, sugar, saturated fats and no hydrogenated oils, trans fats, fried foods to be an Eat Well item. Dietitians use the Dietary Guidelines for Americans (DGA) 2015-2020 guidelines for the healthy menu criteria. The DGA guidelines change every 5 years, the last major change was the addition of sugar on all food labels previous was carbohydrates and dietary fiber. • DIETITIANS CORNER features Polly Tonemah the WIC Dietitian that works on the recipe analysis and provides a recipe every 1-2 weeks that was made or developed in the kitchen. • COMMUNITY INVOLVEMENT offers anyone interested in helping out with the program even if just to promote on a website. • PARTNERS is fairly new, to acknowledge agencies in the community that help promote the program in different ways. Fitness centers display the program posters, inform clients about the program and 0 understand the connection between physical activity being physically healthy with good nutrition. • TAKE OUR SURVEY is on every page to hear from the public, do they recognize the logo know what it means and do they like the items. • At the bottom of the home page FOR BUSINESSES advances to; 1) Sign Up Your Restaurant, 2) Recipe Questionnaire. 3) Restaurant Recruitment Packet. The recipe questionnaire expedites the process for approval with basic information about the recipe such as the amounts of each of the ingredients used. Jenny Bongot the Outreach Specialist along with the Dietitian go to an interested restaurant to speak with the manager and supply a recruitment (launch kit) packet that explains the program. To maintain the integrity of the program a Memorandum of Understanding is included to sign if agreed to not alter the dietitian's healthier ingredients. Roughly once every six months a follow-up with the restaurant is made to see if they still want to participate and doing what was agreed. V. MEASLES UPDATE Kristina Haudenschild the Resource Nurse commenced that measles is one of the most contagious infectious diseases with a 90% attack rate for susceptible contacts. The virus can live up to 2 hours in air space. the incubation period is about 10-21 days with rash onset around 15 days and contagious 4 days before and after onset of the rash. In the year 2000 measles was considered eliminated but slowly with choosing not to vaccinate and more travel it has come back up. In year 2014 the highest number was 667 cases but as May 3, 2019 already reached 763 cases within 24 states it is definitely on the rise probably to get even higher. Several places with actual outbreaks are New York, Michigan, California, Georgia and Maryland. Texas had 15 confirmed cases for a case to be considered confirmed the patient has to have an acute febrile rash illness and lab report confirmation. In a suspected case those with clinical symptoms should be isolated for 4 days to get testing done. All suspected or confirmed cases need to be known to the Health District to help follow through. A highly suspicious case is someone clinically compatible, under or unvaccinated with exposure history or history of travel, the contact investigation should start to locate the contacts and their vaccination status. The clinically compatible have the symptoms, but also history of 2 doses of MMR titers show immunity, preference is to wait for the lab results before anything happens. Post -exposure for non -vaccinated people in close contact with measles is recommended one dose MMR vaccine within 72 hours of exposure. In the severely immune -compromised an Immunoglobulin (IG) can be done as post -exposure. The vaccine recommendation for most are as a child the first dose is between 12-15 months of age and second dose from 4-6 years old. People born in 1957 or older may need one more vaccine due to the possibility of never had the vaccine the recommendation of one dose is 93% effective and two doses 97% effective. Adults vaccinated between 1963 and 1968 may have received the killed measles virus it is recommended to be re -vaccinated. Lou Kreidler said Wichita County had a couple of suspects but no cases, many are travel related and the small communities with low vaccination rates. Measles is highly contagious those that have had the measles have a lifetime immunity. VI. NEXT MEETING DATE Friday July 12, 2019 was noted as the next meeting date. VII.
