1. Call to Order

Mayor Stephen Santellana called the meeting to order at 3:32 p.m.
2. Approval of Minutes of Meetings of August 6, 2018
3:30 p.m.
Motion made by Mr. Hatcher to approve the minutes of the August 6, 2018 meeting.
Motion seconded by Mrs. Whiteley and carried by the following vote:

3. Committee Reports
3:33 p.m.
• Streetscapes
Committee continues to meet bi-weekly, no report.
• Historic Preservation
Delores Culley discussed that they are still trying to get set up with the Historical
Commission to come and meet with building owners and those interested in the
history of downtown, and to discuss tax credits. Discussed the Wine and History
Walk held downtown over the weekend and shared a letter from someone that
attended. The event was a success with approximately 350 people participating.
• Lifestyles —Cody Magana had nothing new to report.
• Regulatory — Dana Schoening — Discussed meeting with Freese and Nichols held
September 17, 2018.
• Marketing — No report
• Finance — Dana Schoening, Director of Community Development, discussed PID
development for the downtown area.
4. Discuss with possible action sunset of Steering Committee and/or Subcommittees

Dana Schoening, Director of Community Development, discussed Resolution 45-2017
that established the Downtown Development Steering Committee for a period of eighteen
months, and whether there is a need for the committee and sub -committees to continue.
Staff has been working on moving forward with recommendations from the committee.
Dusty Potter made the recommendation to sunset the Marketing Sub -committee. Cody
Magana stated he feels that Streetscapes and Finance are the only sub -committees that
have work to continue going forward. There was discussion about having the Steering
Committee meet quarterly going forward for the next 12 months.
Scott Poenitzsch discussed how to keep momentum and oversight going forward if the
sub -committees are ended. Consensus was to sunset all sub -committees and have the
steering committee meet quarterly basis over the next year — Phase II -- Implementation
and updates from staff.

5. Public Comments
3:52 p.m.
Rick Graham, 3400 Onaway Trail, owns several properties downtown. Discussed notice
of broken sidewalk, and discussed the city ordinance that he finds difficult. Mr. Graham
discussed lawsuit against the City of El Paso from citizen that fell on sidewalk, the City
was denied immunity. He discussed that a sidewalk is an extension of a public street as
defined in the lawsuit. Mayor Santellana discussed that this would be a council issue for
future discussion. Mr. Graham has previously met with Jim Dockery and K.inley
Hegglund. Mayor Santellana invited Mr. Graham to speak during public comments at the
City Council Meeting October 2, 2018

Dave Clark resigned from his position due to health issues.
