CALL To ORDER
The meeting was called to order by Chairperson, Mr. Rodney Martin, at 2:00 p.m.
Chairperson Martin proceeded to make the following comments:
a. This meeting is being televised rive on Channel 1300. It will be replayed at
2:00 p.m. daily including Saturday and Sunday until the next live meeting is aired which
will be the second Wednesday of net month at 2:00 p.m.
b. Motions made by the Commission members include all staff
recommendations and developmental requirements listed in the staff report. Any
deviations will be discussed on a case -by -case basis and voted on accordingly.
c. Applicants and citizens who wish to address the Commission or answer
questions from the Commission members are asked to please speak into the
microphone at the podium. This meeting is being taped and there is no microphone to
record statements made from the audience.
d. Please silence all cell phones during the meeting. If it is necessary for you to
have a cell phone conversation during the meeting, please use the hallway outside this
room.
11. ROLL CALL
Commission Chairman Rodney Martin roll called commission and staff members.
III. PUBLIC COMMENTS
There were no comments from the public.
IV. APPROVAL of MINUTES
Ms. Lynda Cannedy made a motion to adopt the July 11, 2018 minutes. Mr. Jack
Browne seconded the motion. The motion was passed unanimously.
V. CONSENT AGENDA
There were no items on the consent agenda to be placed on the regular agenda. Mr.
Medellin state

V1. REGULAR AGENDA
I. Case C 1 -2 — 2013 Berkeley Drive: Request uest for a conditional use at 201
Berkeley Drive to allover a 15 ft. 3 in. reduction in the interior aide setback
and a 17 ft. reduction in the rear setback for an accessory structure in a
Single Family 1 Residential(SF-1) zoning district.
Applicant; Tracey Denson
Ms. Lynda Cannedy made a motion to approve. Mr. Jack Browne seconded.
Mr. Fabian Medellin presented the case. The property is located in central Wichita
Falls, south of Dell and Harrison. The property owner, Tracey Denson i proposing to
construct a detached � � p

ordinance states a structure with height over 1 ' would require a 23' setback matching
the overall height of the structure.

Appendix B — Zoning ordinance
Section 6500, Accessory use Regulations the Local Government Code
requires:
Side interior/ rear setback:
ft. minimum, except when the wall height exceeds 8 ft. or the total height
exceeds 15 ft., the setback shall be equal to the total height.
The Code does give poorer to the Commission to reduce setbacks if certain
conditions are met.
section 6516. Accessory Building setback:
Where there is proposed an accessory building that is of the sane or similar
style, uses materials that resembles and has the same detailing as the primary
structure, the Commission may alloy an exception to setback requirements
under Appendix B under terms of section 7200 herein.
Mr. Medellin stated after review of the site plans, staff believed the proposed accessory
building is snatching both in character and material to the primary structure and
recommends approval of the request of reduced setbacks. Noting also the structure is
subject to building inspection permifting and all other applicable zoning requirements.
Chairperson Martin asked the applicant if they would like to speak on make a
presentation. They did not. He then asked if there was anyone from the audience that
wanted to speak. No one from the public wished to speak. Mr. Martin made comment
that majority of accessory structures in that area are only 1 ft. from the property line.
The case was closed for public discussion and opened for discussion by the
Commission. There were no comments. Chairperson Martin called for a vote on the
motion. The motion passed unanimously.
2. case c 1 -2 — 198 Cartwright Road
Request for a conditional use at 198 Cartwright Road to alloys a
manufactured home as in -fill development in a single -Family I Residential
SF-1 zoning district.
Applicant: Jose & Iereida Gonzalez
Ms. Lynda Cannedy made a motion to approve. Mr. Jack Browne seconded.
Mr. Fabian Medellin presented the case. Planning received an application from
property owner, I ereida Gonzalez to replace her current manufactured home with a
new manufactured home. The property was located of 198 Cartwright Road on the
north side of town, south of Reilly load and east of Wellington Lame; an area annexed
in 1999.
Mr. & Mrs. Gonzalez were requesting to replace the home and place a new
manufactured hone in the sane location on the property. The proposed placement
would give the setbacks of 67 ft. from the north side of the property line, gg ft. from the
front and 14 ft. from the south side of the property line. The property is located in a
Single Family -1 SF-1 residential district with residential uses or residential vacant lots
adjacent to it.
Mr. Medellin advised staff notified 10 properties with one response received, it being in
favor of the proposal. Mr. Medellin stated he observed within the Zoo ft. response area
properties had manufactured houses. Just outside the Zoo ft. buffer area there where
an additional 4 properties with manufactured houses.
This project is subject to Section 5615 of the Supplemental Use Regulations
(Manufactured housing as in -fill development); specifically the manufactured home will
require the following:
a Permanently attached or affixed to a permanent foundation system;
b Unit will have a covered entry dormer on any entry visible from the public right
of way;
c Distance between the finished grade and the bottom of the exterior walls shall
not exceed 30 inches;
d Foundation fascia/ skirting shall form a complete brick or stone enclosure;
e Driveway and other ground elements shall be consistent with the adjacent
housing units in construction and materials. Construction of the driveway
approaches and other construction in the right-of-way shall be in accordance
with the latest revision of the city standard specifications in effect at the date of
issuance of the permit, which are on file in the office of the Department of
Public Works.
f Square footage contained in the housing is comparable to those of existing
housing units in the immediate residential neighborhood or subdivision.
g Unit shall not be less than 22 ft. wide.
h Driveway, sidewalks, and other such site elements shall conform to adjacent
housing units similar or approximate location and construction materials.
i Facing of the unit shall be in the relationship to a public, or private street where
allowed, and shall be located where the apparent entrance or front of the home
faces or parallels the street frontage, except where the lot size exceeds one
acre, is setback a minimum of 100 ft. or is in the same facing as adjacent or
neighboring structures, except as provided herein or as approved by the
Commission.
j Unit shall conform to the minimum front, side, and rear yard setbacks, and
height of the district where permitted or as required by the Commission.
Mr. Medellin stated the proposal meets all of the pre -installation requirements and that
staff recommended approval of the conditional use request for the placement of the
manufactured home at 198 CartwrightRoad with further site plan reviews by planning
and building inspection at time of permitting.
Chairperson Martin asked the applicant if they would like to speak or make a
presentation. They did not. He then asked if there was anyone from the audience that
wanted to speak. No public comments. The case was closed for public discussion and
opened for discussion by the Commission. There were no additional comments. Mr.
Martin commented that this would be an improvement. He called for a vote on the
motion. The motion passes unanimously.
II. OTHER BUSINESS
1, city Council Updates
Mr. Dana Schoening gave an update on the TemporaryStorage Ordinance. On July
1, 018 City Council considered and approved this ordinance which goes into effect

September 1, 201 : Mr. S hoening thanked the Commission for all their input and time
that was given to this ordinance.
