I. CALL TO ORDER
Dr. Julie Gibson called the meeting to order at 12-00 pm after a quorum of members was attained.
11. NEW MEMBER INDUCTION
Induction of Tonya Egloff, D.D.S. to the County appointed Dentist position was commenced by
Janice Flores. Notary Public.
Ill. APPROVAL OF MINUTES AND ABSENCES
Dr. Julie Gibson called for the approval of minutes from the January 11, 2019 meeting. Dr, Keith
Williamson asked for an amendment to the minutes in the last sentence "Keith Williamson introduced
a motion to support the ordinance or any substantial changes"' to read "bar any substantial changes
Dr. Julie Gibson called for the approval of minutes as amended. Robin Moreno introduced a motion
to approve the minutes as amended and Dr. Keith Williamson seconded the motion. The motion
passed unanimously.
IV. ELECTION OF OFFICERS
Dr. Keith Williamson introduced a motion for Dr. David Carlston to continue as Chair and Robin
Moreno seconded the motion. The motion passed unanimously.
Robin Moreno introduced a motion for Dr. Julie Gibson to continue as Vice -Chair and Dr. David
Carlston seconded the motion. The motion passed unanimously.
Lauren Jansen introduced a motion for Robin Moreno to continue as Secretary and Dr. David
Carlston seconded the motion. The motion passed unanimously.
V. HEALTHY COOKING DISCUSSION AND DEMONSTRATION
March is National Nutrition month to encourage healthy eating. Will Carter the Nutrition Chronic
Disease Program Manager and Polly Tonemah the Public Health Registered Nutritionist teach the
importance of variety in the diet and cooking with healthier options.
Funds for the kitchen renovation started in 2016 with the grand opening on December 4, 2017. The
City Wellness committee sponsored the first cooking class a couple of weeks later with about 6
classes to date.
Polly Tonemah devotes time between the Women. Infants and Children (WIC) and Community
Diabetes Education (CDEP) programs, The WIC cooking classes are scheduled once a month with
every third month for Spanish speaking participants the last year had about 100-200 family
participation. The cooking class uses the Wl C program food to dem o nstrate different creative healthy
ways to prepare the food, another focus is to work with the children. The junior chefs enjoy the fun
prep of healthy food on the kid sized tables in their own aprons to take home and like the food. About
once a month a group of the Community Diabetes Education participants are taught different ways
to eat healthier with less carbohydrates such as spaghetti squash, vegetable smoothies, different
interesting items the participants had never tasted and enjoyed.
Will Carter expressed the Food Bank Cooking Matters 6-week program is one of the best with
everything from A to Z, on how to shop on a budget. how to cook and prepare healthy meals. A
budget is provided to the participants for the supermarket and the food is brought back to prepare
for everyone to enjoy. Last year the Food Bank had 2 classes in the kitchen with 1 class to date the
plans are to do even more this year.
Texas Parks and Wildlife wanted to do a segment to teach people fishing in the Texas lakes and
ponds on how to prepare their catch. The end of last year one of the segments was held in the
kitchen and the Food Bank Dietician provided healthy sides to prepare with the meal. More of the
segments are planned for this year.
Polly Tonemah was enthusiastic about the beginning of a good partnership with the WFISD food
service program Chartwell. The program will participate in the annual WFWCPHD Health Fair on
March 30th with use of WIC foods, yogurt and fruits for junior chef classes.
At the Housing Authority Will Carter often demonstrates how to prepare healthier food even ramen.
Partnerships with these groups introduces the potential to partner with others in the near future.
Will Carter guides Polly Tonemah through the preparation of an easy, fun, different but essential
Philippine hot summer ice dessert called Halo -Halo. The dessert derived frcm a Japanese dessert
comprised of crushed ice, sweet beans, and evaporated milk as the bases. Ice was brought to the
Philippines for an American origin. Traditional ingredients in addition to the bases are jack fruit,
mango, coconut gel a thicker consistency extremely sweet and Ube ice cream made from purple
sweet potatoes that evolves into an awesome combination of flavors and textures. The ingredients
can be done in any order Halo -Halo actually means mix -mix so the last step is to mix it all together.
Ingredients used today in the following order; red beans, chickpeas, coconut sport string (coconut
meat strips in a gei) a sweet component, strawberries diced small, strawberry jello as, an alternative
to cut down the sugar, crushed ice enough to mix everything, 1-2 tablespoons of 2% evaporated
milk, mango ice cream, then mixed together. Any dried bean can be used if canned rinse thoroughly
the tradition is sweetened beans but the goal is healthier. Canned fruit can be used but fresh have
more nutrients, more fiber, much healthier. The dessert has only 160 calories and high in protein
with 4.5 grams.

At the beginning of the meeting Dr. Tonya Eg loff, Dr. Keith Williamson and Eric West volunteered for
an undisclosed purpose. The purpose was revealed after the dessert presentation the volunteers
would compete in preparation of the dessert with a stipulation to use at least seven of the eight items.
Each volunteer was judged by the attendees on presentation from 1 to 5 as 5 being awesome with
Polly Tonemah to tally the results. Dr. Tonya Egloff with 38 points was the winner and awarded a
shaker tumbler. In second was Eric West that received bonus points for hand washing with 35-25
points and Dr. Keith Williams followed with 34.75 points.
Will Carter and Polly Tonemah endeavor to make dishes healthier with reductions of the fat, sugar,
sodium and use of the natural flavors of the foods. Another healthier option would be in the amount
served smaller portions.
Lou Kreidler said the Diabetes Education program receive referrals from United Regional and
Physicians to participate in their classes. The program received some feedback from a United
Regional nurse that works with diabetic patients not doing well on case management. The nurse
referred a patient that after attending the classes saw how to eat healthier on a limited budget. The
patient was eating differently, healthier, blood sugars went down was doing much better. The
patient's outcomes are going to be better because the classes showed a way to make healthier
choices within a food budget.
For years the participants had only been lectured about healthier options, but the beauty of the
kitchen is a place for demonstration. fun interaction and to taste test. The challenge for Will and Polly
come when recipes are brought in full of fat and sugar, they find ways to make it healthier, taste good
and keep a healthier family recipe. Accolades go out to Will and Polly whom are great teachers that
work really hard to create fun interactive classes the participants never just sit and listen.
The recipe, tips for healthy cooking modifications and the Academy of Nutrition and Dietetics
information was available to take.
