Resolution of the City of Wichita Falls to establish and appoint
members to a 2020 Census Wichita Falls Complete Count Committee
(WFCCC) to plan and conduct local educational initiatives, publicity
and promotional activities to increase community awareness and
participation in the upcoming 2020 U.S. Census
WHEREAS, the United States of America has performed a nationwide census
every ten years since 1790; the U.S. Census Bureau is required to conduct a count of the
population, with the next decennial census occurring spring 2020; and,
WHEREAS, the Census count requires extensive work, the U.S. Census Bureau
requires partners at state and local levels to insure a complete and accurate count which
is essential for the allocation of representation to serve in the U.S. House of
Representatives, the Texas Legislature, and within the City of Wichita Falls voting
districts; and,
WHEREAS, the more informed that residents become about the 2020 Census
operations, the better their understanding of the census process, thus increasing their
willingness to participate in the 2020 Census; and,
WHEREAS, the 2020 Census Wichita Falls Complete Count Committee will bring
together a cross-section of community members who will utilize their local knowledge and
expertise to reach out to all persons of our community while working with the U.S. Census
Bureau and the State of Texas to strive for an accurate count; and,
WHEREAS, the City Council wishes to establish a Complete Count Committee
charged with the responsibility of ensuring that all city residents participate in the 2020
Census.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
There is established an ad hoc committee known as the 2020 Census Wichita Falls

Complete Count Committee to advise and assist the City of Wichita
Falls in obtaining the most accurate and complete population count for the Census
2020.
The Council will appoint a Chair of the Committee and its members.

The Committee shall consist of at least 35 members representing a broad cross

section of Wichita Falls population. It is particularly important that the Committee
have strong representation from civic associations, community-based
organizations, various educational institutions, the military installation, the
business community and organizations that serve the population that is most likely
to be undercounted.
4. The function of the Committee shall be as follows:
a) Discuss and formulate strategies and techniques, in concert with City staff
and Census Bureau officials, to enhance and increase the response rate.
b) Establish a list of groups that will be targeted for priority attention in an effort
to encourage their members to be counted in the 2020 Census; and,
c) Develop an educational awareness program that utilizes public service
announcements (paper, radio, television and social media) along with
promotional materials for distribution to encourage participation in the 2020
Census by the general public, and by the target groups in particular; and,
d) Prepare recommendations to staff about expenditures of funds to accomplish
items a), b) and c) above in an amount not to exceed the estimated budget.
5. The Committee is empowered to adopt rules regarding procedure and other
matters so long as the same are not inconsistent with the City Charter, Codes and
Policies including, but not limited to, the establishment of subcommittees through
which it may carry on its functions and purposes.
6. The Committee shall prepare a brief report upon completion of its activities and
submit the report to City Council.
7. The Committee shall sunset upon completion of its activities by the end of June
2020. For cause stated in writing, the Mayor may remove a member of the
WFCCC.
