Welcome & Introduction Mayor Santellana, the TPC chairperson, called the meeting to order at 8:32 a.m. and welcomed everyone in attendance. 11. Public Comment on Agenda and Non -Agenda Items Mayor Santellana asked for any public comments on agenda and non -agenda items. There were no public comments. III. Review and Approval of the October 24, 2018 Technical Advisory Committee's (TAC) Meeting Minutes Mayor Santellana asked for any comments or corrections to the October 24, 2018 TPC meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr. Wilde made the motion to approve. Mr. Schreiber seconded the motion, which passed unanimously. Wichita Falls MPO TPC Meeting January 30, 2019 P ! 1 IV, Review and Comment Regarding the Technical Advisory Committee's January 17, 2019 Meeting Minutes - No Action Required Mayor Santellana asked for any comments or questions regarding the January 17, 2019 Technical Advisory Committee meeting minutes. None were received. The committee moved on to the next agenda item. V. Review and Approve Resolution #1-2019: Support for TxDOT's 2019 HSIP/Safety Performance Measures with Targets (PM1 Targets) Mayor Santellana directed the committee's attention to page 15 of the meeting packet. Mr. Barnett stated WFMPOs Resolution #1-2019 is for continued support for the performance measures and targets set in Resolution #1-2018 that was adopted by the Policy Board in January 2018. Mr. Barnett stated this resolution sets the Safety Performance (PM1) targets for 2019. Mayor Santellana asked for any comments or questions regarding the resolution. Receiving none, he asked for a motion to approve the resolution. Mr. Wilde made the motion to approve. Mr. Schreiber seconded the motion, which passed unanimously. VI. Review and Approve Resolution #2-2019: Support for TxDOT's 2018-2022 Infrastructure Condition Performance Measures with Targets (PM2 Targets) Mayor Santellana directed the committee's attention to page 18 of the meeting packet. Mr. Barnett stated WFMPO Resolution #2-2019 adopts TxDOT's performance measures and targets for Infrastructure Condition (PM2) from 2018 through 2022. Mr. Barnett stated PM2, Infrastructure Condition, sets measures and targets for Interstate, Non - Interstate, and National Highway System (NHS) bridge pavements. He stated this measure rates pavements on good and poor condition. Mayor Santellana asked for any comments or questions regarding the resolution. Receiving none, he asked for a motion to approve the resolution. Mr. Schreiber made the motion to approve. Mr. Wilde seconded the motion, which passed unanimously. VII. Review and Approve Resolution #3-2019: Support for TxDOT's 2018-2022 System Performance/Freight Performance Measures with Targets (PM3 Targets) Mayor Santellana directed the committee's attention to page 21 of the meeting packet. Mr. Barnett stated WFMPO Resolution #3-2019 adopts TxDOT's performance measures and targets for System Performance/Freight (PM3) from 2018 through 2022. Mr. Barnett stated PM3, System Performance/Freight, sets measures and targets for Person -Miles Travelled on Reliable Interstate & Non -interstate facilities, and on the Truck Travel Time Reliability (TTTR) Index. Mayor Santellana asked for any comments or questions regarding the resolution. Receiving none, he asked for a motion to approve the resolution. Mr. Wilde made the motion to approve. Mr. Schreiber seconded the motion, which passed unanimously. VIII. Review and Approve Resolution #4-2019: Support for the Wichita Falls Transit System's Transit Asset Management Plan 2019 TAM/SGR Performance Measures with Targets (TAMP) Mayor Santellana directed the committee's attention to page 24 of the meeting packet. Mr. Barnett stated WFMPO Resolution #4-2019 continues support for the performance measures and targets set in Resolution #2-2018 that was adopted by the Policy Board in January 2018. Mr. Barnett stated this resolution sets the 2019 performance measures and Wichita Falls MP4 TPC Meeting January 30, 2019 Pa - r 12 targets for the Transit Asset Management/State of Good Repair plan for the Wichita Falls Transit System (WFTS). He stated WFTS made no changes from the previous year, 2018, in their Transit Asset Management Plan for 2019. Mayor Santellana asked for any comments or questions regarding the resolution. Receiving none, he asked for a motion to approve the resolution. Mr. Wilde made the motion to approve. Mr. Schreiber seconded the motion, which passed unanimously. IX. Other Business: a. Discussion & Overview of Progress on Local Transportation Projects - City and TxDOT staff (Quarterly Review) fjW Mr. Schreiber reported 100% design completion from FM 890 to Municipal Airport. Maplewood extension from McNiel to Lawrence road is 80% design completion. 2019 Asphalt Street Rehab, various streets, is 80% design completion. Hike and Bike trail from Loop 11 to Lucy Park is 100% design completion. Hike and Bike trail from Barnett Road to Seymour Highway is 100% design completion. Taft Blvd. from Southwest Parkway to Kemp Blvd to widen existing street is 20% design completion. Under construction projects include Hike and Bike trail from Wichita Bluff to Loop 11, 99% complete; and 2018 Kemp -Monroe Drainage Project is 21% complete. :[xpQT: Mr. Rohmer reported on the hike & bike trail from Wichita Bluff Park to Loop 11 is 100% design completion. FM 369 ditch enclosure construction has begun.1H 44 Mill & Overlay cable barrier will resume weather permitting.1H 44 from 7th street to 6th street will begin in a few weeks. b. MPO Quarterly Financial Report (4th Quarter FY 2018 - July, August, September) Mr. Barnett reported on the 4th quarter financial report for the MPO. He commented that the MPO had spent approximately 74.74% of its FY 2018 budget. Mayor Santellana asked for any comments or questions on the fourth quarter financial report. He received none. c. Grouped TxDOT CSJ Projects Report Mr. Barnett reported there was one new TxDOT Grouped CSJ projects added to the list between August 1 and September 30. This quarter included all projects from August and September. d. 2020-2048 MTP Update Consultant Selection -Alliance Transportation Group Mr. Barnett stated WFMPO selected Alliance Transportation Group to conduct our 2020-2045 MTP update and directed the committee's attention to page 31 of the meeting packet, which included the executive summary, budget, kick-off meeting, the time line, and the scope of work provided by ATG. e.
