November 13, 2018

Penny Miller called the meeting to order. Members, staff and guests introduced
themselves. She welcomed Eve Montgomery to the committee. Steven Young has also
been appointed.
It. Approval of Minutes
It was moved and seconded that the meeting minutes of the June and August meetings
be approved. Motion passed.
111. Status of Projects
Davis Powell reported that Kimley-Hom is ready to proceed, but the rain has delayed
their start. He is trying to schedule a kick-off meeting with them on November 28 or 29
to review the work that needs to be done and the timelines. He suggested a couple of
members of the committee may want to attend. Some members expressed an interest.
Davis Powell will contact them when the meeting date and time are finalized.
Texas Parks and Wildlife Department has asked for our pre -agreement costs to show
we are moving forward with the Boat Ramp project. Davis Powell will provide
information on expenditures for the 404 permit and the agreement with Kimley-Horn.
We will not be asking for reimbursement for expenditures so far until we have
construction funds.

Tom Dockery stated he wasn't sure about the status of matching funds for the grant.
Tom Lang said we need final dollar figures from Kimley-Horn on cost estimates. Davis
Powell stated the construction costs estimates will be included in the 30% and 60%
proposal. We should have those in approximately two months.
Tom Lang reported that the fish cleaning station came in under the budgeted amount.
We originally estimated the cleaning station would cost $20,000, with and additional
$6,000 for installation. However, the fish cleaning station came in at around $18,000.
Since the installation costs are a little higher than anticipated, we will still be able to
complete this portion of the project within our budget estimates. The project may be
finished by the end of November. Tom Lang said out final report to Arconic is due the
end of November. The fish station costs are part of the match for the boat ramp project
grant.
IV. Discussion of Fundralsing
Brick sales are slow, Kimberly Florsheim has indicated an interest in working on this
portion of the fundraising effort.
V. Other Discussion
Becky Trammel thanked the committee for their contribution to getting the historical
marker for Lake Wichita. Tom Lang expressed appreciation to Terry Points for getting
the marker installed. Becky Trammel read the inscription on the marker. Now that
wintery weather has arrived the committee felt a formal dedication of the marker should
probably best be held not earlier than the end of February. Ms. Trammel said the
Historical Commission will send out a media release for the dedication but felt it would
be a good idea for the committee to do one as well.
Tom Lang reported he had met with Hoegger Communication to put together a plan for
recruiting subcommittee members.
Tom Lang stated that Alex Nelson, the MSU intern who has been working with the
committee, will be making a presentation of her GIS analysis of the Lake Wichita
watershed this Thursday if any committee members would like to attend. He will try to
get specific information on the time and location.
VI. Discussion of Committee Matters
Penny Miller stated that another member needs to step forward as either Chair or
Secretary. She also stated that there is still one vacancy on the committee the Council
needs to fill.
Tom Dockery stated a new Council member will be appointed to the committee now
that elections are over.
Penny Miller asked committee members to identify the subcommittees they wish to be
a part of. Members who have made a selection include:

Those members who have not yet made an election are asked to do so by the next
meeting.
