1. Welcome & introduction
Mayor Santellana, the TPC chairperson, called the meeting to order at 8:31 a.m. and
welcomed everyone in attendance.
11. Public Comment on Agenda and Non -Agenda Items
Mayor Santellana asked for any public comments on agenda and non -agenda items. Mr.
J.W. Harris expressed how important the Sth and 7th street projects are to the east side
community. He commented that either one of the projects would help alleviate a safety
concern for citizens trying to cross the railroad tracks on the east side of Wichita Falls.
Mr. Harris asked the Policy Board to consider moving up one, or both, of the projects into
the High Priority range. Mr. David Barbosa informed the committee that WeCAN will hold
public meetings soon to discover which project the majority of people will support. Mr.

Barnett commented that WFMPO staff stands ready to assist the public meetings in
whatever capacity needed.
111. Review and Approve the Transportation Policy Committee's July 25,2018 Meeting
Minutes
Mayor Santellana asked for any comments or corrections to the July 25, 2018 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Judge
Gossom made the motion to approve. Mr. Wilde seconded the motion, which passed
unanimously.
IV. Review and Comment Regarding the Technical Advisory Committee's October 12,
2018 Meeting Minutes - No Action Required
Mayor Santellana asked for any comments or questions regarding the October 12, 2018
Technical Advisory Committee meeting minutes, None were received. The committee
moved on to the next agenda item.
V. Review and Approve Amendment to the FY 2019 UPWP Budget with FY 2019 State
Planning and Research (SPR) Funds for Use in Completing the 2020-2045
Metropolitan Transportation Plan Update
Mayor Santellana directed the committee's attention to page 17 of the meeting packet
Mr. Barnett stated the amendment to the FY 2019 Unified Planning Work Program will
add $58,679 of SPR funds to Task 5 - Special Projects. Mr. Barnett stated WFMPO will use
these funds to facilitate hiring a qualified consultant to produce the 2020-2045
Metropolitan Transportation Plan update.
Mayor Santellana asked for any comments or questions regarding the FY 2019 UPWP
Budget amendment. Receiving none, he asked for a motion to approve the amendments.
Judge Gossom made the motion to approve. Mr. Wilde seconded the motion, which passed
unanimously.
VI. Review and Approve the 2018-2024 WFMPO and State Planning Agreement
Mayor Santellana directed the committee's attention to page 26 of the meeting packet.
Mr. Barnett presented the board with a copy of the six -year Planning Agreement between
the WFMPO and the State of Texas. Mr. Barnett stated this planning agreement serves as
the contract between WFMPO and the State of Texas whereby WFMPO will cooperate
with the Texas Department of Transportation to develop transportation plans and
programs for the Wichita Falls Urbanized Area. He stated this agreement outlines the
requirements and responsibilities of the parties for federal reimbursement using
Consolidated Planning Grant funds and other federal transportation funds that may be
used for planning.
Mayor Santellana asked for any questions regarding the 2018-2024 WFMPO and State
Planning Agreement. Receiving none, he asked for a motion of approval. Mr. Wilde made
the motion to approve the revisions. Mr. Desai seconded the motion, which passed
unanimously.
VII. Review and Approve for Use by WFMPO Staff the 2018-2019 Annual Prioritized
Project List
Mayor Santellana directed the committee's attention to the 2018-2019 Prioritized Project
List insert. Mr. Barnett stated the list is the result of the TAC committee's hard work and

dedication to produce a viable and useful list of high priority projects for the Policy Board
to refer to as federal and state funds become available for letting and construction of
projects on the list. Mr. Barnett stated the TAC board members met on October 4, 2018 in
a workshop to vet all new projects on the proposed list. He informed the Policy Board that
WFMPO staff had applied all of the TAC committee's recommended changes to the list and
the final draft was ready for approval.
Mayor Santellana asked for any questions or comments regarding the Prioritized Project
List. Receiving none, Mayor Santellana asked for a motion to approve the WFMPO
Prioritized Project List. Mr. Desai made the motion to approve. Judge Gossorn seconded
the motion, which passed unanimously.
VIII. Review and Approve the 2019-2022 TIP Amendments to Section VI: Federally
Funded Transit Projects: Section 5307 Operating Grant and Section 5339 Capital
Improvement Grant
Mayor Santellana directed the committee's attention to page 45 of the meeting packet.
Mr. Barnett informed the committee of two amendments to Section VI - Federally Funded
Transit Projects. The first amendment programs actual FTA Section 5307 dollar amounts
into the Wichita Falls Transit System's CWFTS) FY 2019 capital, preventive maintenance
operating, and planning Budget. Mr. Barnett stated WFTS received notification of these
allocations in August when the Federal Register came out. The second amendment adds
new FTA Section 5339 Capital Improvement Program dollars to the TIP for the future
construction of the WFTS Transit Administration and Maintenance Facility on Old
Windthorst Road just north of the Laves' Travel Center.
Mayor Santellana asked for any questions or comments regarding the amendments.
Receiving none, he asked for a motion to approve the TIP Amendments. Mr. Desai made
the motion to approve. judge Gossom seconded the motion, which passed unanimously.
IX. Other Business:
A. Discussion & Overview of Progress on Local Transportation Projects - City and
TxDOT staff (Quarterly Review)
MOT: Mr. Rohmer reported the two TAP projects: hike & bike trail from Wichita
Bluff Park to Loop 11 and Midwestern Parkway to Southwest Parkway sidewalk
construction. U.S. 287 at Rifle Range Rd. structure is complete. IH 44 Mill & Overlay
cable barrier will resume weather permitting. McNiel drainage ditch enclosure will
resume spring 2019.
QW. Mr. Powell reported 50% design completion on Armstrong Drive from FM 890
to Municipal Airport. Maplewood extension from McNiel to Lawrence road is 60%
design completion. Hike and Bike trail from Loop 11 to Lucy Park is 100% design
completion. Hike and Bike trail from Barnett Road to Seymour Highway is 90% design
completion. Under construction projects include Hike and Bike trail from Wichita
Bluff to Loop 11, 80% complete; 2018 Asphalt Street Rehab is 80% complete, and
2018 Kemp -Monroe Drainage Project is 5% complete.
B. MPO Quarterly Financial Report (3rd Quarter FY 2018 - April, May, June)
Mr. Barnett reported on the 3rd quarter financial report for the MPO. He commented
that the MPO had spent approximately 58-85% of its FY 2018 budget. Mr. Barnett

asked for any comments or questions on the third quarter financial report. He
received none.
C. Grouped TxDOT CS1 Projects Report
Ms. Lee reported there were 12 new TxDOT Grouped CSJ projects added to the list
between April 1 and June 30. This quarter included all projects from April and June.
