I. Call to Order, and Introductions
Chairperson Christy Graham welcomed and called the meeting to order at 12.07 p.m.
II. Review & Approval of Minutes from October 30, 2018
Chairperson Graham called for review and approval of the October 30, 2018 Landmark
Commission meeting minutes. Mr. Rodney Martin made a motion to approve minutes,
Ms. Michele Derr seconded the motion. Minutes were unanimously approved.
III. Action Item — Discussion Item Regarding — 1512 Tilden — West Floral Heights
Historic District
• Fire Damage
Chairperson Graham introduced the discussion item. Ms. Gagne started the discussion
and stated staff anticipated a design review application in the future due to the damage
caused by fire. The commission was given inventory photos from 2013 showing awnings
on the home which have since been removed. Commissioners also observed a photo
and article from the Times Record News from November 51h 2018 showing visible fire
damage to the outside of the home. Ms. Gagne stated the extent of damage to the
interior of the home is still unknown at this time. Commissioners stated the entire back
of the home is gone with only three walls left standing with large hole in the roof.
Commissioners also stated the home does not look repairable. Discussion amongst
commissioners about cause of fire. A commissioner stated he saw pictures of the inside
of the home and it was in very bad condition. Discussion ensued about what steps
would need to happen with Landmarks/staff/owners to demolish and rebuild if deemed a
total loss. One commissioner asked about the injured fire fighter with nothing known
about his welfare. Staff commented they would contact the fire department for any
updates related to the case.

IV. Action Item — 2019 Landmark Commission Meeting Schedule
Ms. Gagne stated this was something staff put together annually for the coming year with
the month of July always left open unless there was a case that needed to be heard.
Also, there is no meeting scheduled for the month of December due to the fourth
Tuesday usually falling on the week of Christmas. Ms. Gagne stated that the meeting for
the month of January was moved out a week due to scheduling conflict. Ms. Gagne will
not be in the office to put together the landmark agenda/books during the Texas
Historical Commission's annual workshop/training January 16tn-18tn Also, the meeting
for the month of October was shifted due to the state planning conference. Ms. Gagne
advised this schedule would be online for reference/public access.
Ms. Michele Derr made the motion to approve the 2019 Landmarks Meeting Schedule
which Mr. Rodney Martin seconded. Motion passed unanimously.

• Annual Turkey Trot event/fundraiser on Thanksgiving Day was well

Morningside District:

• ONCOR coming to agreement about where to place electrical pole to allow
the Lowder's to repair their home after fire damage (Pembroke).
• Concern over design review by the City in a National Register designated
district seems to have quieted down.
b) Design Review Updates— 1100 Travis
• Hodges -Hardy -Chambers House
Ms. Christy Graham stated she was concerned about the exterior of the home and happy to
see it on the updates. Ms. Gagne stated there was an update From Alex Toprac, our
Regional Architecture Reviewer with Texas Historical Commission (THC) in Austin for
Landmark Commission 3 November 27, 2018
Recorded Texas Historic Landmarks (RTHL) and any other items that require architectural
review. The owners of the home want to convert it back to residential use however the
building inspections division had some concerns since it was classified as commercial use
since the Hardy's sold the home in the early 1980's. The home was built for Judge Hodges
in 1892/1895 and there was concern about the new owners changing the exterior. There is
a large lot behind -the home that goes back to the alley where unsavory things take place.
Therefore, the owners are requesting to fence the backyard which is the former parking lot
used when the property was a commercial business (Graphics II). The Texas Historical
Commission has no issue with a privacy fence in the rear yard because it will stop at the
back line of the house and not around the home. Also, the owners are wanting to add
gutters to the porch which the Texas Historical Commission will require review as any
proposed gutters or downspouts must be assessed for design and how it will impact the
look of the home. The owners would also like to change out the face of the sign in front of
the home to 1100 Travis with the name of the home. A contract has already been signed
with a painting crew to start the scraping of the exterior paint as part of a
repair/maintenance project. Paint, other than on masonry, is not reviewed by the
Comrnission when a maintenance project.

Staff and Commission members thanked out -going member Mr. Jackie Lebow for his years
of service on the Commission and his continued interest in historic preservation.
