Min 11/20/2018 City of Wichita Falls City Council Meeting Minutes November 20, 2018 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial with the following members present. Stephen L. Santellana - Mayor Jeff Browning - Councilors DeAndra Chenault - Mitesh Desai - Eric West - Bobby Whiteley - Darron Leiker - City Manager Kinley Hegglund - City Attorney Marie Balthrop - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a Invocation Jordan Wright, Pastor, Heritage Assembly of God, gave the invocation. - - - - - - - - Item 2b Pledge of Allegiance Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3 Ordinance 56-2018 8:33 a.m. Ordinance canvassing the returns of the 2018 General Election held on November 6, 2018 Moved by Councilor West to approve Ordinance 56-2018. Motion seconded by Councilor Desai and carried by the following vote: Ayes: Mayor Santellana, Councilors Browning, Chenault, Desai, West, and Whiteley Nays: None - - - - - - - - Item 4 Administration of Oath to Newly Elected Council Members 8:34 a.m. Marie Balthrop, City Clerk, administered the Oath of Office to newly elected council members Mayor Stephen Santellana, Councilor District 3 Jeff Browning, Councilor District 4 Tim Brewer, and Councilor District 5 Steve Jackson. - - - - - - - - Item 5 Recess 8:35 a.m. Mayor Santellana recessed the meeting for a short reception to welcome incoming council members and to thank outgoing council members. Newly elected council members were seated after the recess. - - - - - - - - Item 6 Consent Items 9:09 a.m. City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Browning that the consent items be approved. Motion seconded by Councilor Browning and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, West and Whiteley Nays: None - - - - - - - Item 8b Resolution 122-2018 9:14 a.m. City Council Minutes November 20, 2018 Page 3 Resolution nominating Vitro Flat Glass LLC to the Office of the Governor, Economic Development and Tourism through the Economic Development Bank for designation as a Single Enterprise Project (Project) under the Texas Enterprise Zone Program under the Texas Enterprise Zone Act, Chapter 2303, Texas Government Code (Act) Moved by Councilor Chenault to approve Resolution 122-2018. Motion seconded by Councilor Browning. Councilor Chenault asked if Vitro would be hiring local residents. Robert Baxter, Production Manager, Vitro Flat Glass, LLC, stated that they have currently hired about thirty-two employees from the local area and will hire up to fifty-five or sixty people by the end of 2019. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, West and Whiteley Nays: None - - - - - - - Item 8c Resolution 123-2018 9:18 a.m. Resolution allowing two (2) trustee properties, 1406 Mitchell St. and 904 Stratford Ave., to be sold for less than the total amount of the judgment against said properties as authorized by Section 34.05(i) of the Texas Tax Code Moved by Councilor Chenault to approve Resolution 123-2018. Motion seconded by Councilor Browning and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, West and Whiteley Nays: None - - - - - - - Item 8d Resolution 124-2018 9:22 a.m. City Council Minutes November 20, 2018 Page 4 Resolution authorizing the City Manager to make application to the Office of the Governor, Criminal Justice Division, FY 2019 NCS-X Implementation Assistance Program, Grant Number 3712501, in the amount up to $325,000.00 Moved by Councilor Chenault to approve Resolution 124-2018. Motion seconded by Councilor Browning. Chief Borrego discussed that an authorization to apply for this grant was approved July 3, 2018, but since then the funding agency has changed from the Texas Department of Transportation to the Office of the Governor, Criminal Justice Division, which requires additional council approval. Motion carried with the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, West and Whiteley Nays: None - - - - - - - Item 8e Resolution 125-2018 9:24 a.m. Resolution authorizing the purchase of a Faro 3D Laser Scanning System through the GSA Purchasing Program, from Faro Technologies, Inc., in the amount of $72,942.70 Moved by Councilor Chenault to approve Resolution 125-2018. Motion seconded by Councilor Browning and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, West and Whiteley Nays: None - - - - - - - Item 8f Resolution 126-2018 9:27 a.m. City Council Minutes November 20, 2018 Page 5 traffic signalization system to include emergency vehicle preemption communication from Paradigm Traffic Systems, Inc. in the amount of $125,400 Moved by Councilor Chenault to approve Resolution 126-2018. Motion seconded by Councilor West and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, West and Whiteley Nays: None - - - - - - - Item 9a Staff Reports 9:33 a.m. Kent Lemasters, President, Amusement Aquatic Management Group, Inc., and Steve Vaughn, Park Manager, addressed the City Council in reference to the Castaway Cove 2018 Season Report. Mr. Lemasters stated that park revenues exceeded expenses this year and far exceeded the forecasted revenue. Attendance and revenues increased due to several reasons; season pass payment program, reduced weekday pricing, increase of $1.00 on weekend pricing, new marketing events, increase in group sales, and warmer/dryer weather. A new bus pickup program was implemented at Sheppard Air Force Base, and we hope to add another bus next season. We executed several successful promotional events including Park After Dark, News Channel 6 Day at the Park, Special Needs Days, and Radio Listener Appreciation Days. Castaway Cove received awards from the World Waterpark Association Wave Review for Best TV Commercial and Best Billboard this year. We are continuing with cabana upgrades and looking at ways to address the hot pavement and bee issues. We have increased customer service training, and are working on additional park upgrades including needed repairs and upgrades to flowerbeds and landscaping and are starting to plan for new attraction to the park. Jim Dockery, Deputy City Manager, noted that all profits made by the park are kept in the water park fund to help fund new attractions and improvements. Mr. Lemasters and Mr. Vaughn thanked the city council and staff for their support. Councilor West congratulated Castaway Cove on a successful year and discussed the importance of quality family activities in Wichita Falls. - - - - - - - Item 9b Items of Concern to Members of the City Council 9:55 a.m. Members of the City Council presented the following matters: City Council Minutes November 20, 2018 Page 6 Councilor West Would like to commend and thank our Wichita Falls Fire Department for sending firefighters to California to assist with wild fires in that area. With everything we hear about divisiveness in our country it is nice to see in times of trouble that Texas and Wichita Falls can step up and help fellow Americans. I am proud of you and the community is proud of you. Councilor Whiteley Thank you to Mitesh Desai for his service on the council and for his friendship. Mitesh was an asset and we are proud of his service. Thank you to the Police Department Association for stepping up and feeding seventy families this Thanksgiving, and to the Firefighters for Operation Santa Claus which is underway now. The dance to support Operation Santa Claus is Saturday night, $100 per ticket with a prime rib dinner and chances to win door prizes. Kuddos to the Police Department and Fire Department. Councilor Browning Would like to wish everyone a safe and Happy Thanksgiving. Councilor Chenault Good morning and thank you for coming out to the City Council Parade, and to Chief Borrego for participating with me in the City Lights Parade. Would like to say Happy Thanksgiving to everyone. Councilor Brewer Thank you to everyone that voted in the election and I look forward to working with and meeting everyone. Thank you for the opportunity to serve Wichita Falls. Councilor Jackson Thank you for everyone that voted and wish everyone a happy thanksgiving and safe travels. I have passion for my hometown and have lived here my whole life and I just want to make it a safer place for our kids and grandkids. Mayor Welcome to the new council members.
