Resolution approving the programs and expenditures of the Wichita
Falls 4B Sales Tax Corporation Board of Directors and amending the
budget to include funding up to $25,000 to Bill Anderson, for historical
preservation and infrastructure improvements at 600 Sixth Street
authorizing unit will approve all programs and expenditures of a corporation and annually
WHEREAS, on November 26, 2018, the Wichita Falls 4B Sales Tax Corporation
(4BSTC) approved the project listed below and as stated in its agenda.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:

following programs and expenditures, in a total amount not to exceed as

2. The current fiscal year budget of the 4B Sales Tax Corporation is amended to
provide for the aforementioned expenditures and changes thereto.

Request for Development Assistance from 4B Board to assist with the Adaptive Reuse and

Bill Anderson, 6 th Street Winery would like to request economic development assistance for the 4B
sales Tax Board for Development a Texas Winery and Tasting Business, as a Significant Destination

promoting Heritage and Wine Tourism Retail/ Retail Mixed- Use, as ğƓ ƉĻǤ ĻƓƷƩǤ on 6 street at the
entrance to Depot Square Historic District, located 3 walking blocks form MPEC and the proposed
Hotel Convention Center and a catalyst for the Transportation District.
The owner proposes assistance in the form of an agreement as public private partnership and requests
a 5 year forgivable loan at no interest for construction costs associated with bringing Utilities to the
Building, Concrete alley repairs in Easement area, Asbestos Abatement, installation of a Infrastructure -
Utilities, Historic Awning, Design/MEP Engineering (req. by Building Inspection), as the Renovation/
Preservation and Renovation of this multi-tenant building is working with compliances under the 2015
Building Code. Contract would require completion of project, Certificate of Occupancy and Open for
business before any payment requested. Owner will also agree to a clawback provision, IF for any
reason, the project does not move forward.
Anthony Inman Construction Company, as General Contractor, has provided the cost estimates
(included in the package) in the requested amount of $254,175. The total Project cost is $314,175 which
includes FF&E , inventory and consulting fess The 4B Application request is for 11% of project cost or
$33,000 as per application.

According to the National Association of American Wineries the over 4,000
acres of wine country in Texas are responsible for more than 104,000 jobs with
$716 million dollars in the state

Vineyards can be found in almost every region of the state.
Texas has approximately 4,400 acres of producing vineyards. The U.S. Department of
Treasury, through the Alcohol and Tobacco Tax and Trade Bureau, officially designates
American Viticulture (grape growing) Areas, or AVAs. Texas has eight AVAs, although
many vineyards exist outside the specified AVA areas.

Economic Impact -Texas Wine and Grapes 2007 $1.35 Billion.
In all, the wine and grape industry generates about 11,000 jobs in Texas, provides a
$400 million wage rate and a total production of about 1.5 million cases of
wine. The industry is growing. In addition, wine-related tourism produced an
estimated $437.8 million in revenue to the state from an estimated 1.5 million tourists.
Yet another benefit is an estimated local and state tax collected each year,
amounting to nearly $92 million at last count.
Taken together, population growth and generational change require that we

Ogee Preservation (Austin) has approved the
exterior door and opening changes, The owner has received Design Review Approval
in two separate meeting with Landmark Commission. As part of NR and THC
recommendation Mr. Anderson would be further delayed with Tax
Credit applications estimated at 6 months, For this reason he chooses Not to make
financial applications creating a financial gap in his project costs.

The investment by 4B Tax Board would return Multiple Benefits to the City of Wichita Falls:
1.)Sales Tax Increments projected on $500,000 in annual sales from Wine Products at a
destination location with special occasion/meeting fine dining attracting Convention/Heritage
Tourism to Depot Square Historic District. Historic Preservation would provide Sales tax
revenues from Tourists.
2.)Real and personal property tax increases would benefit TIF #4 and city tax revenues.
3.)Impact: 6 new employees. Historic Renovation: 20 jobs.
4.)Heritage Tourism Impact : Direct Spending $6,591 (10.5 % of 500MM persons spent on Texas
Travel. Food Beverage per day trip average is $49.31.
5.)Provides a Wine Tasting experience near the Downtown Entertainment District for the new
Convention Hotel, Backdoor Theater, Wichita Area and WFSO.

6.) Street Winery and Hook & Ladder. Joining the
Red River Valley Tour with Wichita Valley Winery and from St. Jo Blue Ostrich, Arche, Brushy
Creek and Horseshoe Bend Winery underlines the true definition of economic development.

7.)The 6 Street Winery and development of the Jones Building will only compliment the growth
for the Depot Square District. And Wine Tourism.
Existing conditions at the Jones Building Require assistance for the Economic Gap of $120,00 of
Infrastructure/ renovations cost.
