Min 11/06/2018 City of Wichita Falls City Council Meeting Minutes November 6, 2018 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial with the following members present. Stephen L. Santellana - Mayor Jesse Brown - Councilors Jeff Browning - DeAndra Chenault - Mitesh Desai - Eric West - Bobby Whiteley - Darron Leiker - City Manager Kinley Hegglund - City Attorney Marie Balthrop - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a & 2b Invocation and Pledge of Allegiance Reverend David Sapata, Disabled American Veterans Texas Chapter 41, gave the invocation and led the Pledge of Allegiance. - - - - - - - - Item 3a Presentation Employee of the Month Ryan Chavis, Community Development/Code Enforcement 8:32 a.m. Dana Schoening, Director of Community Development, recognized Ryan Chavis as the Employee of the Month for November 2018. Mayor Santellana congratulated Mr. Chavis and presented him with a plaque, letter of appreciation, restaurant voucher, Wichita Falls Force hockey tickets and check, and thanked him for his service. - - - - - - - - th Item 3b Proclamation 10 s Ark Outreach/New Birth Baptist Church 8:35 a.m. th Mayor Santellana read a Proclamation for the 10 Outreach/New Birth Baptist Church and proclaimed November 16, 2018 as Annual and New Birth Baptist Church for their continuous efforts to reach out to those in need and to those who may need spiritual guidance. - - - - - - - - Item 3c Proclamation Diabetes Awareness Month 8:38 a.m. Mayor Santellana read a Proclamation for Diabetes Awareness Month and proclaimed November as American Diabetes Month and November 14, 2018 as World Diabetes Day in Wichita Falls, and called upon the residents of our community to take action through education, raising awareness of the impact of the disease, and learning how to self-manage your diagnosis. - - - - - - - - Item 3d Proclamation Nurse Practitioner Week 8:42 a.m. Mayor Santellana read a Proclamation for Nurse Practitioner Week and proclaimed November 11-17, 2018 as Nurse Practitioner Week in Wichita Falls, and gave special recognition to the countless contributions Nurse Practitioners have made and will continue to make to the health and well-being of citizens in Wichita Falls. - - - - - - - - Item 3e Presentation Downtown Wichita Falls Development, Jana Schmader 8:45 a.m. Jana Schmader, Director Downtown Wichita Falls Development, addressed the council and presented a progress snapshot to give an update on projects taking place downtown. These projects include sculptural bike racks, benches, and crosswalk art. There are numerous downtown events that have a total economic impact of $3,060,00, City Council Minutes November 6, 2018 Page 2 and fifteen storefront businesses have opened or expanded, and four are under construction. - - - - - - - - Item 4-6 Consent Items 8:49 a.m. City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Browning that the consent items be approved. Motion seconded by Councilor Desai and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Browning, Chenault, Desai, West and Whiteley Nays: None Item 4 Approval of minutes of the October 16, 2018 Regular Meeting of the Mayor and City Council. Item 5a Resolution 117-2018 Resolution authorizing the purchase of front end loader through the BuyBoard Purchasing Cooperative from Yellowhouse Machinery Co. in the amount of $228,930 Item 5b Resolution 118-2018 Resolution authorizing the City Manager to award the Purchase of an ICS-6000 Ion Chromatograph to ThermoFisher Scientific, in the amount of $117,281.27 Item 6 Receive Minutes (a) MPO Technical Advisory Committee, July 12, 2018 (b) MPO Transportation Policy Committee, July 25, 2018 (c) Park Board, September 27, 2018 (d) Library Advisory Board, October 16, 2018 - - - - - - - Item 7a Ordinance 54-2018 8:51 a.m. City Council Minutes November 6, 2018 Page 3 Ordinance accepting funds in the amount of $28,000.00 received from the FY 2018 Homeland Security Grant Program. (HSGP) and authorizing the City Manager, or his designee, to execute contracts and other documents related thereto Moved by Councilor Desai to approve Ordinance 54-2018. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Browning, Chenault, Desai, West, and Whiteley Councilor Brown stepped out of the meeting before the vote. Nays: None - - - - - - - Item 7b Ordinance 55-2018 8:52 a.m. Ordinance appropriating $43,514.96 to the Special Revenue Fund from the Office of the Governor, Homeland Security Grants Division, 2018 State Homeland Security Program (SHSP) for Law Enforcement Terrorism Prevention Activities (LETPA), Grant Number 3549901 and authorizing the City Manager to accept said funds. Moved by Councilor Desai to approve Ordinance 55-2018. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Browning, Chenault, Desai, West, and Whiteley Nays: None - - - - - - - Item 8a Resolution 119-2018 8:53 a.m. Resolution appointing Ms. Tammy Martinez to the Nortex Housing Finance Corporation Board of Directors Moved by Councilor Desai to approve Resolution 119-2018. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Browning, Chenault, Desai, West and Whiteley City Council Minutes November 6, 2018 Page 4 Nays: None - - - - - - - Item 8b Resolution 120-2018 8:54 a.m. (Councilor Brown returned to the meeting) Resolution authorizing the City Manager to award the upgrade variable frequency drives and refurbish power cells at Lake Arrowhead to Siemens Industry Inc. in the amount of $567,630.00 Moved by Councilor Brown to approve Resolution 120-2018. Motion seconded by Councilor Desai and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Browning, Chenault, Desai, West and Whiteley Nays: None - - - - - - - Item 9 Items of Concern to Members of the City Council 9:02 a.m. Members of the City Council presented the following matters: Councilor Desai Go vote and congrats to Huskies playoff time. Councilor Chenault Good morning and thanks for coming out. Thanked Chief Borrego for attending the Healing Hearts Banquet that focused on domestic violence. Invited everyone to Overcoming Word November 8, 2018 at 7:00 p.m. to hear a free concert by Bishop Marvin Winans. Please go vote and go Coyotes. Councilor Whiteley Congratulations to Jesse for a successful term on city council, has been a good friend and you will be missed. Congratulations to Fire Department and Police Department for a successful Guns and Hoses event last weekend where they raised over $18,000 for charitable causes. Shout out to Arconic for contributing back to the community. Recognized employee of the month Mr. Chavis, and stated that our employees of the month are over achievers and he is always impressed by the work our city employees do. Councilor West Very impressed with Councilor Brown and his willingness to speak out during meetings, his well thought out comments on controversial issues and the budget and feels he has done a fantastic job representing his District and the City. You have been a good friend and colleague and will be missed, wish you the best. City Council Minutes November 6, 2018 Page 5 Mayor Santellana Recognized Councilor Jesse Brown, the youngest council member in history who joined the council at the age of twenty-two. Impressive does not do Jesse justice Councilor Brown impressed everyone from the very first meeting and is one of the smartest individuals I have met, and one of the most passionate. Councilor Brown has been a great friend and mentor and will be greatly missed. Thank you for your service and friendship. At age twenty-three Councilor Brown was named Mayor Pro Tem and has done an outstanding job. Mayor Santellana presented Councilor Brown with a plaque and thanked him again for his service and friendship. Councilor Brown Thank you to friends and family for support, to MSU for my education and providing me an avenue to serve on the council when I was employed there, to staff and fellow councilors for working with me and believing in me. Thank you to Darron Leiker and Kinley Hegglund for being great resources. I am proud of what we have accomplished over the last two years, proud of the strategic plan, and action items achieved, and more importantly proud of the energy and excitement brought back to the city, and the transparency of the city through social media and email. Thank you once again to everyone that has helped and supported me these past two years. I will still be in Texas, but will be in El Paso to support my wife while she attends medical school, but do plan to return to North Texas eventually. - - - - - - - Item 10 Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 9:06 p.m. Glenn Brookshire, 4310 Weeks Park Lane, addressed the council in reference to a storm water system in his front yard that has become an issue. The City has had a right-of-way since 1982 and has quit maintaining the system in his front yard. It covers 4000 square feet of his yard and is no longer operable and in disrepair. Mr. Brookshire discussed that the pumps are inoperable, the pump house is falling apart, there is stagnant water and tall weeds, and is an eyesore to the community. Mr. Brookshire stated that the past three years, he has had tax valuation increases of $25,000 with this problem in his front yard which he feels is unfair to have that kind of tax increase with this issue in his front yard. Asked that the council address the problem.
