Ordinance No. 56-2018
Ordinance canvassing the returns of the General Municipal Election
held in the City of Wichita Falls, Texas on November 6, 2018
WHEREAS, the City Council of the City of Wichita Falls has heretofore called for
a General Election to be held in said City on November 6, 2018, to elect
a Mayor, Councilor District 3, Councilor District 4, and Councilor District 5; and,
WHEREAS, election officers who held the election have duly made the returns of
the results thereof, and said returns have been duly delivered to the Canvassing
Authority; and,
WHEREAS, it is hereby officially found and determined that the meeting at which
this ordinance was passed was open to the public, and public notice of the time, place
and purpose of this meeting was given, all as required by the Texas Government Code;
and
WHEREAS, after canvassing the official returns of the election, it was found to
be duly and legally held in all respects, and that 25,310 voters voted in the election, and
that votes were cast as follows:
MAYOR:
Lowry W. Crane received 5,903 votes
Stephen L. Santellana received 14,521 votes
COUNCILOR DISTRICT 3:
Jeff Browning (Unopposed) received 3,864 votes
COUNCILOR DISTRICT 4:
Tim Brewer received 3,072 votes
Nicholas Schreiber received 2,265 votes
COUNCILOR DISTRICT 5:
Chris Reitsma received 539 votes
Mitesh Desai received 457 votes
Steve Jackson received 963 votes
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
The election was in all respects legally held in accordance with the laws of the
State of Texas and the Charter and the Ordinances of the City of Wichita Falls.
The results for Councilor District 5 did not result in a candidate receiving a
majority of votes. In this event, City Charter section 21 requires a run-off election
between the two candidates receiving the highest number of votes be held in
compliance with State law. These two candidates are Chris Reitsma and Steve
Jackson. Texas Election Code section 145.092 allows a runoff candidate to withdraw
from a runoff election. Section 145.095 states that when a runoff candidate withdraws,
the remaining candidate is considered to be elected and a runoff election is not to be
held. Chris Reitsma has properly tendered his written notice of withdraw from the
Councilor District 5 runoff election.
The City Council officially finds, determines and declares the results of the
election to be that:
Stephen Santellana was duly and legally elected Mayor;
Jeff Browning was duly and legally elected Councilor District 3;
Tim Brewer was duly and legally elected Councilor District 4; and
Steve Jackson was duly and legally elected Councilor District 5.
