The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial
with the following members present.

Item 3 Presentation Proclamation, Roby Christie Day, Museum of North Texas
History
8:32 a.m.
Mayor Santellana read a proclamation honoring Roby Christie and proclaiming October
16, 2018 as Roby Christie Day in Wichita Falls, and thanked him for his efforts and
dedication to the city and the Museum of North Texas History and deemed Mr. Roby
Christie as a true Legend of North Texas.

Ordinance accepting $32,176.00 of grant funds pursuant to the 2018 Edward Byrne
Memorial Justice Assistance Grant (JAG) Program (Local Solicitation Award #2018-DJ-
BX-0871), appropriating said funds to the Special Revenue Fund, and authorizing the City
Manager to execute all documents necessary to accept and share said funds
Moved by Councilor Chenault to approve Ordinance 53-2018.

Resolution to extend Downtown Development Steering Committee responsibilities for
additional 12-month period ending October 1, 2019

Resolution authorizing the City Manager to execute contracts with several community
service organizations and organizations that promote the convention and tourism industry
Moved by Councilor Desai to approve Resolution 115-2018.

Councilor Chenault Good morning and thank you to everyone for attending and for the

2 grade class for coming out this morning.
Councilor Whiteley Thank you to the second grade class for attending and wanted to
commend staff for their quick response to flooding issues with the heavy rains.
Councilor West Congratulations to Roby Christie for his special day and thank you for
all of your years of community service. Mr. Christie will also be honored tonight by the
Museum of North Texas History.
Mayor Santellana Congratulations to Roby Christie and for his recognition tonight by
the Museum of North Texas History. Mr. Christie is very humble and we appreciate all
of his years of service to Wichita Falls.

Item 10 Appointments to the Lake Wichita Revitalization Committee
9:15 a.m.
Moved by Councilor West to appoint Eve Montgomery for Place 6 on the Lake Wichita
Revitalization Committee for a term ending 11/30/2019.
Motion seconded by Councilor Chenault and carried by the following vote:

Moved by Councilor Desai to appoint Steven Young for Place 7 on the Lake Wichita
Revitalization Committee for a term ending 11/30/2019.

Stephanie Bekendam, 2026 Elmwood, addressed the council to discuss a national
security breach case she was involved in and the need for a civil defense fund.

Item 12 Executive Session
9:09 a.m.
City Council adjourned to Executive Session at 9:09 a.m. in accordance with Texas
Government Code §551.087, to discuss or deliberate the offer of a financial or other
incentive, including modification to an existing agreement, for a business prospect that
the City Council seeks to have, locate, stay, or expand in or near the territory of the City
of Wichita Falls and with which the City and/or economic development corporations
created by the City are conducting economic development negotiations. City Council
reconvened at 10:10 a.m.
Mayor Santellana announced that no votes or polls were taken.
