Item 1
The City Council of the City of Wichita Falls, Texas met in regular session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m.,
with the following members present.
Glenn Barham - Mayor

Mayor Barham called the meeting to order.
Item 2a
Josh Longoria, Assistant Pastor of Wichita Falls Baptist Church, gave the invocation.
Item 2b
Mayor Barham led in the Pledge of Allegiance.
Item 3a
Mayor recognized Mr. Walton Hanks, Utility System Worker III, Public Works
Water Distribution, as Employee of the Month for February 2012. Mayor presented Mr.
Hanks with a plaque, a letter of appreciation, restaurant tickets, and a check.
Item 4
Linda Tingle, 1412 N. 10th Street, asked that the Animal Ordinance be amended
to allow pets to be tattooed. She also requested that Council discontinue the use of
alley dumpsters.
Councilor Smith mentioned that the Animal Shelter on Hatton Road can
microchip animals to identify them. Mayor informed Mrs. Tingle that the current Animal
Ordinance provides veterinarians to tattoo animals.
Item 5
Minutes of the January 17, 2012 Regular Council meeting were approved as
distributed.

Falls-Wichita County Health District Pursuant To Said Grant

The Amount Of $116,150.00 And For Class S Ready Mix Concrete To OK
Concrete In The Amount Of$186,125.00
Moved by Councilor Hatcher that Resolution No. 08-2012 be passed.

Texas Government Code Section 551.071, Section 551.072, and Section 551.074.
City Council reconvened at 11:11 a.m.
Mayor announced that no polls or votes were taken during Executive Session.

RESOLUTION NO. 09-2012
Resolution Appointing One Member To Serve On The Wichita Appraisal District
Board Of Directors
Moved by Councilor Ward that Resolution No. 09-2012 be passed with the insertion of
David Ramsey in the blank as the City's representative to the Wichita Appraisal District Board
of Directors with term to expire December 31, 2013.
Motion seconded by Councilor Roberts-Burns and carried by the following vote.

Item 10a
There were no staff reports.
Mayor recognized Mr. Dave Goodrich who has served faithfully for 24 years as the
City's representative to the United Way. Last week United Way recognized Mr. Goodrich as
the Governmental Employee Campaign Coordinator of the Year for the City of Wichita Falls.
Mayor Barham, on behalf of the City, expressed appreciation to Mr. Goodrich for his service
and congratulated him on this honor.
Item 10b
Council members brought up the following matters.
Councilor Roberts-Burns:
a) Thanked everyone involved, especially staff, for a successful Martin Luther King
Prayer Breakfast.
Councilor Ingle:
a) Gave an overview of the report on Economic Impact of Midwestern State
University on the Wichita Falls Area: Academic Year 2010-2011. A copy of this
Report is on file in the Office of the City Clerk.

Councilor Hatcher
a) March 22 is his little sister's birthday and there will be a Mayor's town hall meeting
on that same date at 7:00 p.m. with a location to be determined.
b) He asked the City Clerk to provide candidate filing date information. City Clerk
provided filing dates and current candidate filings.
Councilor Smith:
a) He flew the all jet service from Wichita Falls to Dallas with a 25 minute flight time; it
was a much better ride than what we used to have, and he encouraged that
everyone consider utilizing this service. Parking at Municipal Airport is $3 "forever'
compared to DFW$10/day parking; this is a bargain. Air service here is improving.
Councilor Ward:
a) Informed that she spoke with Mr. Jack Murphy, Parks Director, regarding parks in
District 5; money is allocated in the next 2 years; but discussed putting up some
park benches or picnic tables until we can get the trail going through there. She
encouraged District 5 residents to remain optimistic.
Mayor Barham:
a) Congratulated Mr. Dave Goodrich again; he Is a good example of the quality of
staff that we have throughout the organization, not just Dave but everyone else.
We do appreciate your work.

attorney to the governmental body under the Texas Disciplinary
