Item 1
The City Council of the City of Wichita Falls, Texas met in regular session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m.,
with the following members present.
Glenn Barham - Mayor

Mayor Barham called the meeting to order.
Item 2a
Councilor Annetta Pope, District 2, gave the invocation.
Item 2b
Mayor Barham led in the Pledge of Allegiance.
Item 3a
Mayor proclaimed the month of January 2012 as "International Crime Stoppers
Month". Paul Wenzel, Wichita Falls Crime Stoppers Board President, Officer Joe
Esteves, and Officer Robert Woodruff accepted the proclamation.
Item 3b
Mayor recognized Ms. Yvonne Crawford, Police Records Clerk- Police
Department, as Employee of the Month for January 2012. Mayor presented Ms.
Crawford with a plaque, a letter of appreciation, restaurant tickets, and a check.
Item 4
No one signed up to speak under Public Comments.
Item 5
Minutes of the December 20, 2011 Regular Council meeting were approved as
distributed.

City Manager gave a briefing on the items listed under the Consent Agenda.
Moved by Councilor Ingle that the Consent Agenda be approved.
Motion seconded by Councilor Ward and carried by the following vote.

ORDINANCE NO. 01-2012
Ordinance Authorizing The City Of Wichita Falls To Use The Power Of Eminent
Domain To Acquire Portions Of (Parcel #1) 3712 Call Field Road And (Parcel
#2) 3801 Call Field Road For The Rhea, Call Field And Lawrence Roads
Realignment Project, And Also Authorizing Purchase Of Said Properties.
Moved by Councilor Roberts-Burns that Ordinance No. 01-2012 be passed and
that the City of Wichita Falls authorize the use of the power of eminent domain to
acquire portions of 3712 Call Field and 3801 Call Field for the Rhea, Call Field and
Lawrence Roads Realignment Project, which is a public use.
Motion seconded by Councilor Ward and carried by the following vote.
Ayes: Mayor Barham, Councilors Roberts-Bums, Smith, Pope, Hatcher, Ingle, and Ward

RESOLUTION NO. 01-2012
Resolution Adopting new Design Guidelines for City of Wichita Falls Historic
Landmarks and Historic Districts as the City's Design Review Guidelines for
Historic Preservation
Moved by Councilor Ingle that Resolution No. 01-2012 be passed.
Motion seconded by Councilor Pope and carried by the following vote.
Ayes: Mayor Barham, Councilors Roberts-Bums, Smith, Pope, Hatcher, Ingle, and Ward
Nays: None
Item 8b
RESOLUTION NO. 02-2012
Resolution To Approve Change Order #2 to the Phase II Reconstruction of
Runway 17-35 Project, Which Will Provide For The Installation Of Runway
Edge Lighting And Increase The Amount of the Contract By $34,063
Moved by Councilor Hatcher that Resolution No. 02-2012 be passed.

Item 9b
Council members brought up the following matters.
Councilor Pope:
a) Happy New Year to everyone and hopes all citizens have a prosperous New Year.
Councilor Ward:
a) Happy New Year. We are blessed to have a city like the one we live in.
Councilor Smith:
a) Fireworks display was a great way to celebrate the New Year. Thanked Bob
Sullivan and his staff for putting all this together. There was a big turnout and a great
event.
b) Town hall meeting January 24 at Ben Franklin School; District 1 new area although
there are still redistricting issues state wide that are affecting council lines.
c) Happy New Year.
Councilor Hatcher:
a) Commented about the nice people in his area prior to the redistricting.
b) Condolences to the Tom Foley Family and friends in his passing.
c) Watched the parade where Rider High School performed in England. Good for the
City of Wichita Falls.
d) Cautioned future Landmark members to balance our desire to save every historic
sight, that we be business friendly. Make sure we do not make it difficult for
someone to expand or open a new business. Appreciate all the work that went into
that.
e) Happy New Year.
Councilor Ingle:
a) Fireworks event was impressive.
b) At this time of year potholes will worsen. Make sure the hotline is available for
citizens to call these in.
c) Happy New Year.
Councilor Roberts-Burns:
a) Martin Luther King Prayer Breakfast, January 21, at MPEC. Speaker will be Gen.
John E. Rice.
b) Thanked Bob Sullivan and his staff for a great New Year's Eve; great fireworks
display. Happy New Year.
Mayor Barham:
a) Happy New Year; fireworks were great,

City Council went into Executive Session at 9:16 a.m. in accordance with Texas
Government Code Sections 551.071 and 551-072.
City Council reconvened at 9:47 a.m.
Mayor announced that no polls or votes were taken during Executive Session.

limited to, legal issues related to Refugio Lopez Salas, et al vs. City
of Wichita Falls and legal issues related to City acquisition of parcels
of land on Lawrence Road and Call Field Road).
(b) Executive Session in accordance with Texas Government Code §
551.072, to deliberate the purchase, exchange, lease, or value of real
property interests due to the fact that deliberation in an open
meeting would have a detrimental effect on the position of the City in
negotiations with a third party (including, but not limited to, the
purchase and/or value of parcels of land on Lawrence Road and Call
Field Road).

ordinances, and other actions concerning any word, phrase, or other subject may be voted upon,
regardless of any language of limitation found in this agenda or any document referring to such action.
Any penal ordinance, development regulation or charter provision of the City of Wichita Falls or item
which is funded by the current or next proposed City of Wichita Falls budget, including, without limitation,
any street, water pipe, sewer, drainage structure, department, employee, contract or real property interest
of the City of Wichita Falls, may be discussed and deliberated, and the subject is hereby defined as such
without further notice. Any item on this agenda may be discussed in executive session if authorized by
Texas law regardless of whether any item is listed under"Executive Sessions" of this agenda, regardless
of any past or current practice of the City Council. Executive sessions described generally hereunder
may include consideration of any item otherwise listed on the agenda plus any subject specified in the
executive session notice. Executive sessions described generally hereunder are closed meetings, may
