1. Call to Order, and Introductions
Chairperson Christy Graham welcomed and called the meeting to order at 12:10 p.m. The
Chair asked everyone to introduce themselves. Welcomed guest Lance Cannedy.
11. Review & Approval of Minutes from March 26, 2018 & June 26, 2018
Chairperson Graham called for the review and approval of the March 26, 2018 & June 26,
2018 Landmark Commission meeting minutes. Mr. Rodney Martin made a motion to
approve both sets of minutes; Mr. Andy Lee seconded the motion. Both minutes were
unanimously approved.
Ill. Action Item -Design Review Application — 1403 Hayes —West Floral Heights Historic
District — Demolition Request for Rear, Detached Garage
Chairperson Graham introduced the case. Ms. Gagn6 stated the planning department
received an application from Lance Cannedy, representing Meadow Lake Management
Group, owners of the property to demolish an accessory structure. The property is located
at 1403 Hayes between Ave D and Ave E. The house had a fire 5 years ago (Ms. Gagn6
provided photos) and the application for repair; current situation involves the detached
garage in his application packet. Mr. Cannedy provided photos of structure, but was
advised structure is rapidly getting worse with all structural support being gone. Applicant
tried to get estimate to look at repairing structure but was advised it was not repairable.
Due to health and safety issue the owners are requesting to demolish. Mr. Martin asked

for approximate dimensions. Mr. Cannedy advised it's the size of a single car garage, Mr.
Martin states approximately about 12 ft. X 15 ft. and about 8 ft. tall? Mr. Cannedy stated
yes, those are about the dimensions, Ms. Gagn6 turned the floor over to Mr. Cannedy for
more info. Mr. Cannedy advised there is a tenant living in the property that is very
concerned with safety and the structure failing down. Mr. Cannedy was asked if the main
structure was brick and if was on a concrete slab. He stated yes to both questions. Mr.
Cannedy was advised by Commission members, if/when rebuilding it would need to come
before the board for prior approval. Mr. Martin made comment that there really is no other
option other than to demolish it at this point since structurally it is beyond repair. Ms.
Michelle Derr made motion to allow demolition of rear garage. Mr. Martin seconded.
Motion was unanimously approved. Staff will email applicant and building inspection of
Commissions' decision on the case.

b. Design Review Update — 1606 Tilden:
Staff provided and update on some items with in the District:
• Owner of home at Buchanan/ Tilden No longer selling by owner, has Remax
realtor sign up. Staff contacted realtor to advise of design review in progress
and it would carry over to the new owners to meet conditions of approval.
• 1605 Tilden — Potential Conex box maybe installed. Follow up — Staff called &
emailed owner/ tenant with no response. Will send letter via mail. Temporary
structure max 60 days.

Next meeting is September 25, 2018 at 12:00pm.
Mr. Rodney Martin informed Commissioners he is on the WCHS Board WCHS Capital
Restoration Campaign fundraiser is kicking off and they are accepting donations for the
Kell House Restoration project
