Call to Order Mayor Santellana called the meeting to order at 3:32 p.m. 2. Approval of Minutes of Meetings of January 8, 2018 3:33 pm Motion made by Mr. Hatcher to approve the minutes of the January 8, 2018 meeting. Motion seconded by Ms. Chenault and carried by the following vote: Ayes: Santellana, Chenault, Magana, Hatcher, Poenitzsch, Whiteley, Tate, Potter Nays: none DDSC Minutes of February 5, 2018 2 3.Committee Reports 3:33 PM Streetscapes Scott Poenitzsch review Freese and Nichols illustrations for the core area. He pointed out green streets, bicycle lanes, and traffic flow. He reviewed streetscape recommendations showing pedestrian zones, bike lanes, and parking angles for thththth 7, 8, 9 and 10, Indiana, Ohio, and Scott Streets. He also noted that LaSalle Street is being proposed as a festival alley and will be closed off for events. Mr. Poenitzsch reviewed some recommendations from the traffic department. The recommendations should improve walkability slow down traffic, and give consistency in traffic flow through the area. The recommendations include two- direction traffic flow on all streets, implement all ways stops at each intersection th (except Scott Street), route the city connector bus to stop at Ohio & 8, and implement parking lot signs for city-owned lots. He asked for guidance on the next steps for public information and input. Dana Schoening said Freese & Nichols is working on the final renderings for each street. This must be coordinated as the information is disseminated into the public. Discussion was held about the number of renderings. Jim Dockery said one of the Freese & Nichols tasks will be development of a public improvement district. That will require a marketing and sales effort to the downtown core business owners. Historic Preservation Delores Culley distributed information on the Main Street program. She is meeting with the Main Street organization and the Historic Tax Credit program people to find ways to help the businesses in the core district. She said the Historic Preservation is trying to find the best way to have discussions with the businesses and property owners in the historic district to discuss the benefits and liabilities of expanding the district. Lifestyles Cody Magana said the subcommittee reviewed the progress they have made and looked at the streetscapes renderings. They had a few suggestions but are pleased subcommittee also discussed the need to brand or name the core area. Regulatory DDSC Minutes of February 5, 2018 3 Dana Schoening said the regulatory subcommittee has a draft downtown zoning diagnostic report which Freese & Nichols is reviewing. There is a greater downtown area that has been identified. A proposed overlay district will be part of the recommendation for the downtown area. The committee has looked at land development and building codes and will have recommendations forthcoming. Marketing Dusty Potter said the committee is waiting on the renderings. He said they will unveil an advertising package at the merchants meeting. Finance Dana said the finance committee will meet on February 22. They have identified some funding sources which can help the other committees to implement the recommendations. Jim Dockery added that the city council may call a May bond election which includes a proposition to fund streetscapes work and additional parking improvements and acquisitions. There is also a proposition for funding for parks and a splash pad development. Upcoming Freese & Nichols Meeting on February 22, 2018 4. 4:04 PM Mayor Santellana reviewed the time schedule for the February 22, 2018 meeting with the consultants, Freese and Nichols. 5.Public Comments 4:05 PM There were no comments. 6. Other Business 4:05 PM Mayor Santellana said he spoke with Downtown Wichita Falls. He introduced Jana Schmader and welcomed her. There were no other comments. 7. Executive Session The board went into Executive Session at 4:06 PM in accordance with Texas Government Code §551.071. City Council reconvened at 4:39 PM. Mayor Santellana announced that no polls or votes were taken during Executive Session.
