I. CALL TO ORDER
The meeting was called to order by Chairperson, Mr. Rodney Martin, at 2:00 p.m.
Chairperson Martin proceeded to make the following comments:
a. This meeting is being televised live on Channel 11. It will be replayed at 2:00
p.m. daily including Saturday and Sunday until the next live meeting is aired which will
be the second Wednesday of next month at 2:00 p.m.
b. Motions made by the Commission members include all staff
recommendations and developmental requirements listed in the staff report. Any
deviations will be discussed on a case -by -case basis and voted on accordingly.
c. Applicants and citizens who wish to address the Commission or answer
questions from the Commission members are asked to please speak into the

microphone at the podium. This meeting is being taped and there is no microphone to
record statements made from the audience.
d. Please silence all cell phones during the meeting. If it is necessary for you to
have a cell phone conversation during the meeting, please use the hallway outside this
room.
II. ROLL CALL
Commission Chairman Rodney Martin roll called commission and staff members.
Ill. PUBLIC COMMENTS
There were no comments from the public.
IV. APPROVAL OF MINUTES
Ms. Krystal James made a motion to adopt the June 13, 2018 minutes. Mr. David Cook
seconded the motion. The motion was passed.
V. CONSENT AGENDA
There were no items on the consent agenda to be placed on the regular agenda. Ms.
Karen Gagne stated that Planning did have plats received and processed by the Plats
Committee and staff, however they were minor plats so there were no plats for
consideration. Ms. Krystal James made a motion to approve the consent agenda. Jack
Browne seconded the motion. Motion carried and consent agenda approved.
VI. REGULAR AGENDA
A. Case C 18-22 — 2601 Spur 325: Consider taking action on the
conditional use to allow light manufacturing in a General Commercial
(GC) zoning district.
Applicant: David Kulbeth (Kalco Machine & Manufacturing)
Ms. Krystal James made a motion to approve. Mr. David Cook seconded.
Mr. Fabian Medellin presented the case. The Planning staff received an
application from David Kulbeth, owner and operator of Kalco Machine and
Manufacturing, seeking to acquire 2601 Spur 325, and expand his existing
business, Kalco Machine, on that single lot. The 21 acre lot at 2601 Spur
325 is in the northeastern part of town just after the 1-44ISpur 325 split just
south of Airport Drive. The existing location at 2524 Sheppard Access Road
and the new location share a rear property line. Mr. Medellin stated the
adjacent land uses to the north are vacant commercial lots, to the west is
the highway, to the east are vacant lots, commercial uses of garages, repair
shops, manufacturing, a bar, a limited family development just to the
southeast and then to the south a residential district. Mr. Kulbeth is
proposing to construct a 250' by 125' facility. Mr. Medellin stated that prior to
construction the project would be subject to administrative approvals and
processes, including platting and an engineered storm water analysis.
Staff notified 48 property owners within 200 feet and received 5 responses
three of which were in favor and two were opposed. Mr. Medellin stated

Planning staff with Building Inspections determined the existing operations
met the definition of light manufacturing and thus eligible to apply for a
conditional use for the proposed new location.
Mr. Medellin pointed out the requirement of potentially extending of a water
line depending on the submitted plat. Mr. Medellin also stated the need for
regulatory reviews including site plans to ensure conformance with all
applicable codes, ordinances and site improvements of parking, landscaping,
screening, setbacks and height limitations, building coverage and vehicular
access. Noise pollution was a concern addressed by using a decibel reader
that gave a reading comparable to a vacuum. Mr. Medellin advised of the
requirement of additional setbacks any time there is a nonresidential use
adjacent to a residential use or a single family one or two districts. Mr.
Kulbeth is proposing a setback of 328" which is beyond the minimum
requirement. He also addressed the concern of traffic from 18 wheelers, they
would receive shipments from 18 wheelers approximately 4 to 5 a day during
8am-5pm business hours only.
Mr. Medellin stated, staff recommended the approval of the request to allow
the light manufacturing in the general commercial zoning district with the
following conditions: the property shall have a fence or other screening
installed and maintained to obscure the view of the non-residential use from
the residential use and the owner is to provide examples of that screening in
the site plan review process; the development of the lot shall comply with all
other permitting requirements building, zoning, and all other applicable
ordinances and any site improvements are subject to the site plan review
process.
Mr. Rodney Martin asked if the applicant would like to make a presentation
or speak on this case. David Kulbeth indicated he would. He stated that he
was just in the beginning stages of exploring options and this property was
very convenient to his current location. Mr. Martin closed the case for public
discussion and opened for discussion by the Commission.
Mr. Martin asked Mr. Davis Powell to come forward and asked on Ivy Lane
and Sumner Road, whenever that area was developed, did they had the
intention for those roads to continue on or is it going to do anything with Iowa
Park. Mr. Powell referred to Planning if is on the thoroughfare plan to extend
those out. Mr. Powell stated the current roads are extending just one house
deep and so at that we would not require any of the turnarounds. Mr. Martin
asked about the utility extensions or anything that would be planned by the
City to utilize that area. Mr. Powell stated the borderline would be extended
along Central Freeway Frontage Road coming up from Avalon.
There were also concerns that one of the Ivy and Sumner Streets were
thought to be used as an entrance or an exit. Mr. Medellin stated the initial
proposition would allow for entrances and exits to be along 325 and through
the rear of existing operations at Sheppard Access but not at Ivy and
Sumner.
The motion was taken to a vote and the carried unanimously.

B. Case C 18-23 — 1201 Loop 11: Consider taking action on a conditional
use to allow outdoor storage on a vacant General Commercial (GC)
zoned lot.
Applicant: Alyssa Medellin
Ms. Krystal James made a motion to approve and seconded by Mr. Jack
Browne. Mr. Fabian Medellin presented the case. Alyssa Medellin, is
seeking to use said property as outdoor storage for her transportation
business. The location would allow for the drivers of the tractor trailer trucks
to park their personal vehicles while out delivering a shipment, and allow the
trucks a location to be stored till the next shipment. All the vehicles and
trailers to be parked at the location will be highway ready (current
license/registration). At this time, no buildings are being proposed to be
constructed on the lot.
Mr. Medellin reviewed the purpose and intent of the outdoor storage
regulation which is provided in Appendix A, Chapter 46, Article V.
Mr. Medellin advised of exceptions to outdoor storage, solid screening
requirements under Section 46-223, Item (0, Number (5)
He also pointed out under Appendix B, Section 4200 however would require
that a privacy fence separate the nonresidential use from residential
uses/districts.
Planning staff conferred with Public Works and TxDOT on the project to
determine any foreseeable concerns with the development. Mr. Medellin
stated a requirement of development is to provide an improved surface for
parking of vehicles. Due to the size of the lot, an analysis from a registered
engineer would be required to determine stormwater detention needs. There
are currently not any curb cuts allowing access to the lot. Based on the
owner's submitted plans, she has proposed location of the curb cuts to be
installed along Loop 11 and the access road, TxDOT would need to approve
the location of all ingress/egress points, but the curb cuts would still need to
comply with the city's standards. There would also be the need for site plan
review for the lot to determine if any site improvements would be required.
Staff also considered the conditional use criteria under Sec. 7235(B) —
Review and evaluation criteria.
Staff notified a total of 17 properties. Planning received 2 responses in favor
and 2 opposed. Staff recommends approval of this request to allow outdoor
storage in a General Commercial (GC) zoning district with the following
conditions:
1. The property shall have a fence or other approved screening (6'
minimum) installed and maintained to obscure the view of the
outdoor storage from any residential use or district. Owner to
provide example of fence or screening material.
2. Outdoor storage yards shall be kept and maintained in such a
manner that will not hinder or obstruct firefighting operations.
Access to each area of storage shall be provided by means of
roadways and/or aisles as required by the fire chief.

3. The outdoor storage yard immediately behind and perpendicular to
the gates, to a distance of at least 30', shall be kept clear of all
storage materials.
4. Areas around or under outdoor storage materials or buildings shall
be kept free and clear of accumulations of grass, weeds, brush or
other uncultivated vegetation.
5. Outdoor storage must be on an improved surface, gravel shall be
considered for the outdoor storage yard. Staff will require
improved surfaces of concrete at any TxDOT approved driveway,
aprons, all points of ingress/egress, employee parking and drive
aisle to employee parking.
6. Site improvements are subject to site plan review.
7. Lights provided to illuminate any parking facility or paved area shall
be designed to reflect away from any residential use and/or public
street.,
8. Obtain all necessary permits in accordance with city ordinances
and the adopted building code provision.
Chairperson Martin asked the applicant if they would like to speak or make a
presentation. Ms. Alyssa Medellin indicated that she would. She stated she
wanted to go through the correct process. Mr. Martin asked if anyone else
would like to speak. Ms. Amanda Peysen, 3217 Euel St., stated that the
property abuts her back gate. She stated she has no problem with the
property she just want access in and out of the back gate. Mr. Medellin
stated an access agreement can be entered into between 3217 Marian Lane
to gain access to Marian Lane. The case was closed for public discussion
and opened for discussion by the Commission. There were no comments.
The motion was taken to a vote and carried unanimously
VII. OTHER BUSINESS
1. City Council Updates
Ms. Karen Montgomery -Gagne stated that the City Council will be meeting
Tuesday, July 17, 2018 and discussing the Ordinance amending Chapter 46
of the Code of Ordinance by the addition of Article VIII, Temporary Storage
Units if anyone wanted to attend.
2. Project/Commission Updates
Ms. Gagne indicated no updates at this time.
