Jaimie Lee, Wichita Falls MPO, Transportation Planner II Welcome & Introduction Mr. Barnett, the TAC chairperson, called the meeting to order at 9:31 a.m. and welcomed everyone in attendance. II. Public Comment on Agenda and Non -Agenda Items Mr. Barnett asked for any public comments on agenda and non -agenda items. Receiving none, he moved on to the next agenda item. III. Review and Approval of the January 17, 2018 Technical Advisory Committee's (TAC) Meeting Minutes Mr. Barnett asked for any comments or corrections to the January 17, 2018 TAC meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr. Powell made the motion to approve. Mr. Wilkinson seconded the motion, which passed unanimously. IV. Review and Comment Regarding the January 31, 2018 Transportation Policy Committee's (TPC's) Meeting Minutes - No Action Required Mr. Barnett asked for comments on the January 31, 2018 TPC meeting minutes. Receiving none, the committee moved on to the next agenda item. Wichita Falls MPO TAC Meeting April 12, 2018 11 V. Review and Recommendation to the Policy Board to Approve the 2019-2022 Transportation Improvement Program (TIP) - (See Separate Enclosure) Mr. Barnett directed the committee's attention to the enclosed 2019-2022 Transportation Improvement Program (TIP) draft document. Mr. Barnett stated this TIP replaces the 2017-2020 TIP and includes FAST Act compliance requirements under "Section C - Legal Requirements Affecting the TIP" and under "Section L - Performance Measures." Mr. Barnett reviewed the changes made to the TIP including the illustrative table - "Progress from Previous Years." He stated that the three TASA hike and bike trail projects from the 2017-2020 TIP would carry over from that document into FY 2019 of the new 2019-2022 TIP. Mr. Barnett stated staff updated the project location map to illustrate all three TASA project locations. Other updates included the total programmed funding amounts in Section III of the Federally Funded Mobility (Highway) Projects Financial Summary table, and estimates for Section 5304 and Section 5307 expenditures under Section VI of the Federally Funded Transit Projects. Mr. Barnett stated the MPO Self -Certification for Attainment Areas form at the end of the TIP required an update. The TP&P Division of TxDOT in Austin supplied WFMPO with the new form a couple of days before the TAC meeting. Mr. Barnett informed the committee that he would replace the old MAP-21 Self -Certification form with the new FAST Act Self -Certification form prior to the April 25, 2018 TPC meeting. Mr. Barnett also commented that MPO staff would hold one public hearing outside of TAC and TPC and, after approval by the Policy Board, make the document available for public comment for 30 days. Mr. Barnett asked for any questions or comments regarding the updates to the 2019-2022 Transportation Improvement Program. Receiving none, he asked for a motion to forward the document to the Policy Board for approval. Mr. Allbritton made the motion to approve. Mr. Rohmer seconded the motion, which passed unanimously. VI. Review and Recommendation to the Policy Board to Approve Revisions to the WFMPO Public Participation Plan (FAST Act Compliance Requirement) Mr. Barnett directed the committee's attention to the Public Participation Plan located inside the meeting packet. He stated that in accordance with FAST Act requirements, MPO staff added language from 23 CFR 450.316(a) supporting participation by public transportation agencies, employees, and all interested parties with reasonable opportunities to be involved in the metropolitan transportation planning process. Mr. Barnett stated WFMPO now recognizes the Wichita Falls Transit System a.k.a. "Falls Ride," Sharp Lines (Rolling Plains Management System), Texoma Area Paratransit System (TAPS), and Greyhound Bus Lines as representatives for their respective sectors of operation within the Public Participation Plan. Mr. Barnett asked for any comments regarding the revisions to the Public Participation Plan. Receiving none, he asked for a motion to forward the document to the Policy Board for approval. Mr. Wilkinson made the motion to approve. Mr. Beaver seconded the motion, which passed unanimously. VII. Review and Recommendation to the Policy Board to Approve the Performance Based Planning & Programming Memorandum of Understanding (MOU) Between WFMPO, TxDOT, and WFTS Concerning Public Transportation Operators (FAST Act Compliance Requirement) Wichita Falls MPO TAC Meeting April 12, 2018 2 1 Mr. Barnett directed the committee's attention to page 45 of the meeting packet. He stated that regulations from the FAST Act, under 23 CFR 450.314, require the MPO, the State and the Public Transportation Operator(s) to cooperatively determine their mutual responsibilities in carrying out the metropolitan transportation planning process. These responsibilities shall be clearly identified in written agreements among the MPO, the State, and the Public Transportation Operator(s) serving the Metropolitan Planning Area. Mr. Barnett stated federal regulations require that the MPO, State DOT, and the public transit provider shall jointly agree upon and develop specific written procedures for cooperatively developing and sharing information related to transportation performance data, the selection of performance targets, the reporting of performance targets, the reporting of performance to be used in tracking progress toward attainment of critical outcomes for the region of the MPO, and the collection of data for the State asset management plan for the National Highway System. Mr. Barnett stated TxDOT's Transportation Planning and Programming Division (TP&P) in Austin supplied MPO staff with an approved Memorandum of Understanding (MOU) template. MPO staff used this template to create the WFMPO MOU #01-2018 enclosed within the TAC meeting packet. He stated MPO staff adapted the template to fit WFMPO's needs and that the document will remain fluid and dynamic for the near future as new performance measures become available from TxDOT. Mr. Barnett asked for a motion to forward the document to the Policy Board for approval. Ms. Montgomery -Gagne made the motion to approve. Mr. Wilkinson seconded the motion, which passed unanimously. VIII. Other Business: a. Discussion & Overview of Progress on Local Transportation Projects - City and TxDOT staff (Quarterly Review) City: Mr. Powell reported 100% design specifications completed on the Loop 11 to Lucy Park trail section. The design specifications for the BNSF trail from Barnett Rd. to Seymour Hwy. were at 80% completion. The Kemp -Monroe drainage project, construct drainage system and detention pond, were 100% complete. The hike and bike trail from Wichita Bluff Park to Loop 11 was 31% complete. The Kemp Street pedestrian improvements were 100% complete. The Maplewood Extension Phase III remains under design at 50% complete. TxDOT: Mr. Rohmer reported the Maplewood Bridge Replacement was ahead of schedule. From an oversight position, and in agreement with the City, the trail from Wichita Bluff Park to Loop 11 was 31% complete and the Kemp Street pedestrian improvements were 100% complete. The contractor had bridge beams set on U.S. 287 at Rifle Range Rd. and was currently working on the bridge deck. Work on that project was progressing quickly. Projects letting in FY 2018 include an overlay on the IH44/US287/SP325 Interchange, and the next phase of the drainage ditch enclosure on McNiel. b. MPO Quarterly Financial Report (1st Quarter FY 2017 - October, November, December) Mr. Barnett reported on the 1st quarter financial report for the MPO. He commented that the MPO had spent approximately 18.12% of its FY 2018 budget. Grouped TxDOT CSJ Projects Report Ms. Lee reported there were 14 new TxDOT Grouped CSJ projects added to the list between October 1 and December 31. This quarter included all projects from October, November and December. d. Other Items Mr. Barnett stated that staff would continue to work on the Federal Highway Administration's FAST Act Compliance Checklist for the metropolitan and statewide transportation planning process. The expanded version of the checklist applies to our specific needs for compliance. Staff will continue to work on goals and objectives to fulfill our responsibilities to the FAST Act. IX.
