Min 05/15/2018 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building May 15, 2018 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambe with the following members present. Stephen L. Santellana - Mayor Jesse Brown - Councilors DeAndra Chenault - Mitesh Desai - Brian Hooker - Eric West - Bobby Whiteley - Darron Leiker - City Manager Kinley Hegglund - City Attorney Marie Balthrop - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a Invocation Reverend Ed Downing, Love Sanctuary Church of God in Christ, gave the invocation. - - - - - - - - Item 2b Pledge of Allegiance Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3a Proclamation Healthy Summer Meals for Kids, Wichita Falls Area Food Bank 8:32 a.m. City Council Minutes Page 1 Mayor Santellana read a proclamation for the Healthy Summer Meals for Kids program and proclaimed May 15, 2018 as Healthy Summer Meals for Kids Day in Wichita Falls. Kara Nickens, CEO of the Wichita Falls Area Food Bank, thanked the Mayor for the recognition of how important the Healthy Summer Meals for Kids program is. Ms. Nickens stated that they have served over 20,000 meals from 10 locations to children in the Wichita Falls area. - - - - - - - - Item 3b Recognition - Harold Burris, Outstanding Operator of the Year Award, Water Environment Association of Texas 8:35 a.m. Daniel Nix Mayor Santellana presented Harrold Burris, Resource Recovery Supervisor, the Outstanding Operator of the Year Award from the Water Environment Association of Texas. Mayor Santellana congratulated Mr. Burris on this prestigious award and thanked him for his efforts and service. Harold Burris gave brief comments and thanked the council for the recognition. - - - - - - - - Item 4-5- Consent Items 8:41 a.m. City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Hooker that the consent items be approved. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, Hooker, West, and Whiteley Nays: None Item 4 - Approval of Minutes of the May 1, 2018 Regular Meeting of the Mayor and City Council Item 5 - Receive Minutes Minutes of the following boards and commissions were received: (a) Lake Wichita Revitalization Committee, January 9, 2018 (b) MPO Technical Advisory Committee, January 17, 2018 City Council Minutes Page 2 (c) MPO Transportation Policy Committee, January 31, 2018 (d) Lake Wichita Revitalization Committee, February 13, 2018 (e) Landmark Commission, February 27, 2018 (f) Planning & Zoning Commission, March 14, 2018 (g) Wichita Falls Park Board, March 22, 2018 - - - - - - - Item 6 Ordinances 8:43 a.m. ORDINANCE NO. 23-2018 ORDINANCE BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF BOND ELECTION; AND CONTAINING PROVISIONS NECESSARY AND INCIDENTAL THERETO Motion to take action by Councilor Chenault. Marie Balthrop, City Clerk, presented the final election results as follows: Proposition A Park Improvements For: 4890 Against: 6448 Proposition B Lake Wichita Improvements For: 5000 Against: 6340 Proposition C Street Improvements For: 5862 Against: 5470 Proposition D New Municipal Building For: 2828 Against: 8513 Proposition E MPEC Improvements For: 3651 Against: 7667 City Council Minutes Page 3 Proposition F Memorial Auditorium Improvements For: 4812 Against: 6527 Proposition G Downtown Improvements and Beautification For: 4563 Against: 6769 Moved by Councilor Brown to amend the main motion to include the numbers as stated and to approve the ordinance canvassing the returns of the May 5, 2018 bond election. Motion seconded by Councilor Desai and carried by the following vote: Ayes: Mayor Santellana, Councilors, Brown, Chenault, Desai, Hooker, West, and Whiteley Nays: None - - - - - - Item 7a Resolution #56-2018 8:46 a.m. RESOLUTION #56-2018 for approval of a distribution cost recovery factor pursuant to 16 Tex. Admin. Code § 25.243 to increase distribution rates within the City should reimbursed by the Company; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this resolution to the Company and legal counsel Moved by Councilor Hooker to approve Resolution No. 56-2018. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, Hooker, West, and Whiteley Nays: None - - - - - - City Council Minutes Page 4 Item 7b Resolution #57-2018 8:49 a.m. Resolution #57-2018 Resolution authorizing the City Manager to award bid and contract for the 2018 Water Budget Utility Improvements Project to Bowles Construction Co. in the amount of $1,498,678.00 Moved by Councilor Brown to approve Resolution No. 57-2018. Motion seconded by Councilor West and carried with the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, Hooker, West, and Whiteley Nays: None - - - - - - Item 8 Items of Concern to Members of the City Council 8:50 a.m. Members of the City Council presented the following matters: Councilor Desai thanked everyone that participated in Operation Clean-Up and stated that the Hirschi Huskies had a successful track season. Councilor Chenault thanked everyone for attending the meeting and stated that Wichita Falls ISD and the Housing Authority would be hosting a Youth Job Fair May 17, 2018 at Hirschi High School beginning at 4:20 p.m. for ages 14-15 and at 5:30 p.m. for ages 16- 20. Councilor Whiteley thanked Chief Borrego for the Police Officers Memorial Service, and stated that it was very touching and important. Councilor Whiteley stated that he would like to see more public involvement in ceremonies like this in the future. Councilor Whiteley thanked Harold Burris for his service and stated that it has been very eye opening to see the quality of employees the City of Wichita Falls has in all of the departments. Mayor Santellana congratulated all recent college and high school graduates and gave a special congratulation to Councilor Brown for graduating with a Business Administration. - - - - - - - City Council Minutes Page 5 Item 9 Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 10:19 a.m. There were no public comments. - - - - - - - Items 10a-10b Executive Sessions City Council went into Executive Session at 10:29 a.m. in accordance with Texas Government Codes §551.074, and §551.071. City Council reconvened at 11:19 a.m. Mayor Santellana announced that no votes or polls were taken. (Councilor Hooker left the meeting after the Executive Session) - - - - - - - Item 11 Acceptance of Resignation and Appointment to Wichita Appraisal District Board of Directors 11:20 a.m. Moved by Councilor Desai to accept the resignation of David Ramsey and appoint Jeffery Taylor to the Wichita Appraisal District Board of Directors for a term ending December 31, 2019.
