Resolution Authorizing The Purchase Of An Advanced
Transportation Management System And Signal Controliers From
Paradigm Traffic Systems, Inc., In A Total Amount Of $107,170
WHEREAS, the City's existing traffic control system is 12 years old, has suffered
a series of equipment failures with increased services costs, and is in need of
replacement, and the City has received a proposal for its upgrade from Paradigm
Traffic Systems, Inc., and this proposed purchase provides as follows:
•$44,750 for 25 traffic system controllers to be purchased off the
TxDOT Master Contract
•$49,750 for Centracs Advanced Transportation Management System
Software licenses for 50 intersections
•$12,670 for installation, training and one year of maintenance;
WHEREAS, City Council finds the purchase of this Advanced Transportation
Management System software, maintenance, training, and signal controllers is a
procurement necessary to preserve or protect the public health or safety of the
residents of the City of Wichita Falls, and is therefore exempt from state bidding
requirements pursuant to Tex. Local Gov't Code § 252.022(a)(2);
WHEREAS, the City is purchasing Econolite traffic controllers via TxDOT Blanket
Master Purchasing Order NIGP 550-81-28-2323, in the amount of $1,790 each, for a
total amount of $44,750, and the City Council finds this purchase is in the City's best
interest and is exempt from competitive bidding requirements pursuant to Texas Local
Gov't. Code § 271.082 as a Texas state cooperative purchasing program, as well as
other provisions of Texas law, including, but not limited to, Texas Local Gov't. Code
271.101, et. seq.; and
WHEREAS, the City Council finds that the only software that will function with
the aforementioned controllers is the Centracs Advanced Transportation Management
System software, for which Paradigm Traffic Systems, Inc. is the sole licensed
distributor, and the City Council further finds that this purchase of software, installation,
training, and maintenance is exempt from Texas competitive bidding requirements
pursuant to Tex. Local Gov't Code § 252.022(a)(7) as a procurement of items available
from onty one source.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Council affirms these findings and approves the aforementioned
purchases, and City staff is authorized to execute all documents necessary to purchase
the Traffic Master Control System software, installation, training, maintenance, and
signal controllers from Paradigm Traffic Systems, Inc. in the amount of $107,170.00.
