Res 126-2006 9/19/2006 RESOLUTION NO. - CXQ RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, CONSENTING TO A CHANGE IN THE PROCEDURE FOR APPOINTING MEMBERS OF THE WICHITA APPRAISAL DISTRICT BOARD OF DIRECTORS; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, the Board of Directors of the Wichita Appraisal District are currently appointed by the governing bodies of those governmental units served by the Wichita Appraisal District, as follows: City of Wichita Falls 2 members Wichita Falls Independent School District 2 members City of Wichita Falls and Wichita Falls Independent School District 1 shared member City of lowa Park and lowa Park Consolidated Independent School District 1 shared member City of Burkburnett and Burkburnett Independent School District 1 shared member City of Electra, Electra Independent School District, and Electra Hospital District 1 shared member Wichita County and City View Independent School District 1 shared member WHEREAS, with the passage of H.B. 1 by the Texas Legislature, meeting in special session in 2006, the maximum ad valorem tax rate which can be levied by school districts within the State of Texas has been significantly reduced, resulting in reallocation of the costs of the Wichita Appraisal District among the participating local governments; and, WHEREAS, it is projected that the allocation of those costs to Wichita County will increase by $25,125.66 in 2007 and by an additional $37,921.70 in 2008; and, WHEREAS, the Honorable Woodrow W. "Woody" Gossom, Jr., County Judge of Wichita County, Texas, has requested, because of this reallocation of Appraisal District costs, that Wichita County be allowed to appoint one member of the Wichita Appraisal District Board or Directors, in addition to the one member of the Appraisal District Board which Wichita County currently shares with City View Independent School District; and, , . WHEREAS, the City Council of the City of Wichita Falls finds that said request is fair and reasonable. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The City of Wichita Falls hereby approves and recommends that the appointment of Board Members of the Wichita Appraisal District be allocated among the governmental units participating in the Wichita Appraisal District, as follows: City of Wichita Falls 2 members Wichita Falls Independent School District 2 members Wichita County 1 member City of lowa Park and lowa Park Consolidated Independent School District 1 shared member City of Burkburnett and Burkburnett Independent School District 1 shared member City of Electra, Electra Independent School District, and Electra Hospital District 1 shared member Wichita County and City View Independent School District 1 shared member SECTION 2. The City Clerk is hereby instructed to provide a copy of this resolution to the Wichita Appraisal District. SECTION 3. It is hereby officially found and determined that the meeting at which this resolution was passed was open to the public as required by law. PASSED AND APPROVED this the 19 day of September, 2006.
