Res 161-2006 12/19/2006 RESOLUTION NO. 1 � Q� RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, AUTHORIZING AN EXPENDITURE BY THE WICHITA FALLS POLICE DEPARTMENT FROM THE SEIZED FUNDS ACCOUNT FOR A ONE-TIME EXPENDITURE OF $40,922.92; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, the City of Wichita Falls Police Department is awarded confiscated funds; and, WHEREAS, certain programs and procurements may be funded entirely by the seized funds account; and, WHEREAS, the City of Wichita Falls Police Department has funding available in the seized fund account in excess of $40,922.92; and, WHEREAS, it is the desire of the City Council to authorize this expenditure. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS TEXAS, THAT: SECTION 1. The expenditure of funds in the amount of $40,922.92 is hereby authorized for expenses necessary for the procurement of necessary items needed for Police Department equipment and supplies. SECTION 2. It is hereby officially found and determined that the meeting at which this resolution was passed was open to the public as required by law. PASSED AND APPROVED this the 19 day of December, 2006. �-�--� MAYOR ATTEST: � < � ity Clerk SUGGESTED EXPENDITURES & JUSTIFICATON SEIZED FUNDS ACCOUNT 1. 12 ea. — I�emote Mount kit $ 5,355.00 The size of the radios is a problem in all of our vehicles regardless of make, model and assignment. However, it is especially a problem in the smaller vehicles that are assigned to the Support Services Division. Field Services Division will encounter additional problems in their larger vehicles when the mobile data terminals are installed. Fleet Services Manager, ]eff Badder told us that his technicians are already encountering problems finding room to install the required equipment into the Field Services vehicles. The radio in its present configuration contains the radio and the control head in one piece which must be mounted into the interior of the vehicle in order to use it. A remote mount kit is available to remove the radio from the control head so that the radio can be mounted in the truck or other portion of the vehicle. In this configuration only the control head mounts in the front or cabin of the vehicle. This upgrade would make our working environment a much more comfortable and safer place to work. 2. 1 ea. — Precision Laser Measuring Device $ 5,690.61 This device will measure to scale crash scenes, along with shooting scenes and any other crime scene that needed to be drawn to scale. This equipment could be used by many units within the police department. The device is needed to make precise to scale drawings on traffic crashes and crime scenes. 3. 1 ea. — Photo Lineup Software License $ 5,000.00 Wichita County is changing their system and access to retrieve photo lineups. They will be using a web-based program and live scan photos using Dataworks systems. This will make our current system obsolete and we will need to go to the web base program to enable us to continue to use pictures from the County jails files. In order for us to do the upgrade, we will need to purchase the software license from Dataworks to access the web links and for annual maintenance agreements. 4. 7 ea. — Ballistic Vest Carriers $ 693.00 These new vest carriers display the word POLICE in large, easily identifiable letters on the front and back, which add to ofFicer safety when trying to identify yourself as police. The current vest carriers we have display POLICE in small letters on the front. OCU personnel use these vest carriers during search warrants. 5. 1 ea. — Police Dog $ 3,800.00 This is to replace the police dog that passed away in September. This new police dog has already been trained in narcotic detection. This purchase includes 40 hours of training for the handler, a six-month health warranty and a one-year service contract on the dog, total cost being $5,800.00. The Wichita Falls Police Department Citizens' Academy Alumni Association has donated $2,000.00 to the Department, with the request that it be used towards the purchase of an additional police dog. The funds needed from the seized funds account for the purchase of the dog is $3,800.00. The K9 that this dog is replacing was responsible for over 136 persons arrested on drug related charges. He was also responsible for removing many types of drugs from the streets of Wichita Falls, including 5.39 pounds of inethamphetamine, 17 gallons of liquid methamphetamine, 22 gallons of anhydrous ammonia, 666 pseudoephedrine pills, 10.2 pounds of marijuana and 2.54 pounds of cocaine, with an estimated street value of $396,172.00. 6. 1 ea.-Police Alarm System $ 20,114.31 The Access Control System currently being used is no longer supported by the manufacturer. The current provider has one spare controller left for servicing the system, two controllers have been replaced in the last year. This system is 10 year old technology and the only one left operating that I am aware of. The computer running the system is over 7 years old. The Access Control Software will not work on any operating system other than Windows 95, which is no longer supported by Microsoft. We would need to replace the current computer at a cost of $1,153.31. The current soflware and CPU's would also need to be replaced at a cost of $18,961.00. The total replacement cost of the Alarm System would be $20,114.31.
