Resolution (1) Awarding the Bid For The Purchase Of Two 33,000
GVW Cab & Chassis To Wichita Falls Freightliner In The Amount
Of $192,086.00; (2) Authorizing The Purchase Of Two Ferrara
Custom Fire Pumper Engines Through The H-GAC Purchasing
Cooperative From Hall Buick Pontiac GMC In The Amount Of
$983,820.00; And (3) Authorizing The Purchase Of Three Custom
Fire Apparatus Bodies From Steel Fire Apparatus In The Amount
Of $290,948.00
WHEREAS, the City Council finds that Wichita Falls Freightliner is the lowest
responsible bidder for the purchase of two 33,000 GVW Cab & Chassis;
WHEREAS, the City Council finds that Hall Buick Pontiac GMC is offering a Two
Ferrara Custom Fire Pumper Engines through the H-GAC Cooperative Purchasing
Program;
WHEREAS, Texas Local Government Local Government Code §252.022
exempts items purchased through interlocal cooperative purchasing contracts from the
State’s competitive bidding requirements as follows:
This chapter does not apply to expenditure for. . . (12) personal property
sold:. . under an interlocal contract for cooperative purchasing
administered by a regional planning commission established under
Chapter 391.
WHEREAS, the City Council of the City of Wichita Falls has passed a resolution
approving the participation in such cooperative agreements;
WHEREAS, Steel Fire Apparatus manufactures and customizes fire apparatus
bodies, and after reviewing competing providers of custom fire apparatus bodies, the
City Council finds that Steel Fire Apparatus provides the most advantageous option for
the City’s purchase of three fire apparatus bodies (two mini pumpers and one rapid
response brush truck); and
WHEREAS, the City Council finds that these purchases are exempt from the
state’s competitive bidding requirements pursuant to Texas Local Government Code §
252.022 because it is a procurement necessary to preserve or protect the public health
or safety of the municipalities residents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. The bid for the purchase of two 33,000 GVW Cab & Chassis is awarded to
Wichita Falls Freightliner in the amount of $192,086.00, and the City Manager is
authorized to execute all documents necessary to purchase said item in accordance
with the bid specifications.
2. The City Manager is authorized to execute all documents necessary to
purchase two Ferrara Custom Fire Pumper Engines through the H-GAC Purchasing
Cooperative from Hall Buick Pontiac GMC in the amount of $983,820.00.
3. The City Manager is authorized to execute all documents necessary to
purchase three custom fire apparatus bodies from Steel Fire Apparatus in the amount
of $290,948.00, including two brush truck/mini-pumper bodies in the amount of
$212,518.00 and one small rapid response brush truck body in the amount of
$78,430.00.
