I. CALL TO ORDER
Katrena Hamberger, Chair, called the meeting to order.
II. REVIEW & APPROVAL OF FEBRUARY MINUTES
The minutes from the ASAC Meeting on May 19, 2017 were distributed and reviewed. Mrs. Herzog
made the motion to accept these minutes with a second by Dr. Wade. Motion was carried.
III. OLD BUSINESS
Mrs. Hamberger advised the committee that the adoption wing has been staying busy. She also
informed the committee that the adoption counselor was hired in June and that having just one person
focusing on just adoptions has helped immensely with finding the adoptable animals new homes.
Councillor Smith asked if that was a full-time position. Mrs. Hamberger replied that it was a full time
position. Mrs. Hamberger advised that Mr. Peevey has found a couple of new grants for Animal
Services. Mr. Peevey stated the he found a couple for local foundation that had grants and that he
would be submitting those in the next few days.
IV. NEW BUSINESS
Mr. Peevey informed the committee one of the new grants he was submitting for was for $10,000
dollars and that the money was to help host adoption events. This would be one grant would be for each
quarter and would help cover the cost of half of the adoption fees plus a voucher for the obedience
training club, collars, leashes, litter boxes and money for the promotion of the adoption event.
Councillor Smith asked if the grants would be on a continuing basis. Mr. Peevey replied that one of the
foundations that he is applying for is once a year and the other foundation awards the grant in the fall
and in the spring cycle and you can apply at both cycles. Mr. Peevey asked when the City's fiscal year
was. Mrs. Kreidler replied that it was October 1 to September 30th. Councillor Smith stated it would
be great if you can find a way to show a coalition between the grants and Animal Services. Mrs.
Kreidler stated that she like that Mr. Peevey had included obedience training with the grant and with
the adoptions, she believes that would make a huge difference because that is one of the things that we
have not done and it could be impactful. Mrs. Hamberger stated that Animal Services had a pretty busy
summer. Mrs. Hamberger stated that there were a couple different adoption events. There was the
Clear the Shelter event in August, Dog Days at Cast Away Cove, and an event at All American Car
Wash which was a really hot day. Animal Services also had an adoption event called Fur Flying
adoptions at the airport which showcased us to a unique audience that we are not seeing. Mrs, Herzong
inquired about how the Cast Away Cove event went. Mrs. Hamberger stated there were a couple of
rowdy dogs when the dogs first got there but then settled down. She also said that the dogs were
running and playing and had a grand time and that many of the animals left exhausted. Councillor
Smith inquired about how many dogs that Mrs. Hamberger thought were at the event. She replied that
there were about sixty dogs at that event. She also informed the committee that in order to gain access
to the event, the pets needed to be current on their vaccinations and if they lived inside the city limits,
they would also need to have a city license. Mrs. Hamberger stated that we sold some city licenses to
those who did have them and we had some visitors who brought their dogs to the event from the
surrounding areas. Mrs. Hamberger asked Mrs. Pfeffer if she had any information she wanted to share
from the animal control side. Mrs. Pfeffer replied that animal control has had a dog that was exposed to
a bat which is under isolation and that the same dog had an exposure to a skunk awhile back. Mrs.
Herzog asked Mrs. Pfeffer if an animal is exposed like the one that was mentioned and is not current
how long they need to stay isolated. Mrs. Pfeffer replied that they would have to stay in isolation for 90
days and if they are current, it is a 45 days isolation time. Mrs. Hamberger stated that they also get
boosters within that time but it is a long time to have an animal isolated. Mr. Peevey stated that he has
observed some of the front end staff and others with some of the citizens that come in and he doesn't
know if it is because of their training or their personalities but he is impressed with how professional
and patient the staff are when they are dealing with the more uglier side of citizens when they have to
their drop off their animals or when they have to reclaim their animals. Mrs. Hamberger and Mrs.
Pfeffer both thanked Mr. Peevey for the compliment. Mrs. Hamberger informed the committee that the
owner of animal that threatened to shoot them in the past had another animal here. Councillor Smith
asked if that happens a lot. Mrs. Hamberger stated that it does happen from time to time but the last one
was credible enough that they called Mrs. Kriedler and the police. She informed the committee that a
lot of the times the threats are out of frustration and anger but with this citizen, she believed her. So
after talking with Mrs. Kriedler, they decided to lock the doors and close early that day. Mrs. Herzog
asked that when an animal gets surrendered to Animal Services does that immediately mean the owner
gives up their right. Mrs. Hamberger replied yes, that is the case. She also stated that they would go
through the same criteria as we would with any potential adopter. Mrs. Hamberger also added that we
inform the citizens of the possible outcomes when they sign the owner surrender form.
Councillor Smith stated that he wanted to thank the staff of Animal Services for the jobs they do. He
stated that he believed that the city had made great strides and that building the Animal Service Center
has helped and that most of the citizens in town that he has talked to are proud to have the facility.
Councillor Smith informed the committee that he was going through his notes from the past ten years
and came across a few things that he would like to see in the future. The first was air conditioned bays
for the animals in the trucks. The second note is about building a dog park on the east side of town.
Another note was how Mrs. Kriedler has helped to find funding for Wild Bird Rescue. Councillor
Smith stated that he is grateful for the funding to help Wild Bird Rescue but would like to find just a
little bit more. Councillor Smith asked if animal control had gotten any calls about the selling of
puppies from the flea market due to he has not heard anything about that in a while. Mrs. Pfeffer
replied that we do get calls from time to time and when animal control is fully staffed, they patrol
through the flea markets to keep a presence there. Mrs. Pfeffer also stated that the flea market used to
have a sign posted that you needed a permit to sell animals there but was not sure if the sign was still
there. Mrs. Hamberger stated that most of the calls are for people who are set up across the street from
the flea market and the Wal-Marts trying to sell animals. Mrs. Kriedler and Mrs. Hamberger surprised
Councillor Smith with a cake to thank him for his service for being a member of the City Council as
well as a representative on Animal Shelter Advisory Committee. They also thanked him for being a
supporter of the Health Department and for Animal Services. Mrs. Herzog told Councillor Smith that
she believes that a lot of the animal laws and things that have had a positive effect that he has had a big
effect and then thanked him for his service.
