ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AMENDING THE CODE OF ORDINANCES AT
CHAPTER 2, ADMINISTRATION, ARTICLE III, BOARDS,
COMMITTEES AND COMMISSIONS, BY THE ADDITION OF DIVISION
10, MPEC ADVISORY BOARD; PROVIDING FOR THE CREATION OF
THE BOARD; PROVIDING FOR INCLUSION IN THE CODE; FINDING
AND DETERMINING THAT THE MEETING AT WHICH THIS
ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS
REQUIRED BY LAW.
WHEREAS, the City of Wichita Falls is responsible for the overall operations of
the Multi-Purpose Events Center; and, ,
WHEREAS, the City Council of the City of Wichita Falls deems it to be in the
best interests of the City and its citizens to create a Multi-Purpose Events Center
Advisory Board to provide advice and assistance regarding the management and
operation of the Events Center.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The Wichita Falls Code of Ordinances is hereby amended at
Chapter 2, Administration, Article III, Boards, Committees and Commissions, by the
addition of Division 10, MPEC Advisory Board, which Division shall read as follows:
"DIVISION 10. MPEC ADVISORY BOARD
Sec. 2-380. Creation.
There is hereby created the MPEC Advisory Board.
Sec. 2-381. Representation.
The MPEC Advisory Board shall be composed of seven members, more
particularly identified as follows:
1. City Manager of the City of Wichita Falls
2. Mayor of the City of Wichita Falls
3. Three interested and qualified members appointed by the City Council of
the City of Wichita Falls
4. Two interested and qualified members appointed by the County
Commissioners of Wichita County.

Sec. 2-382. Term of office; meetings.
(a) A chairperson for the commission shall be selected by the appointed
members from among the group. The term of office as chairperson will expire at the
end of the calendar year annually, and the chairperson shall be eligible for reelection.
(b) The board shall meet not less than quarterly, and minutes from each
meeting with observations and recommendations shall be submitted to the City Council
at a regularly scheduled Council meeting.
(c) The members of the board appointed by the City shall be residents of the
City; the members appointed by the County shall be residents of the County. The
appointed members shall serve for terms of two years; however, the initial terms shall
be staggered so that one City appointee and one County appointee shall be initially
appointed for a term ending December 31, 2007, and finro City appointees and one
County appointee shall be initially appointed for terms ending December 31, 2008.
Thereafter, all members' terms shall end on December 31. Each member shall continue
to serve until his successor is appointed. A member may be removed for any reason by
the entity that made the appointment.
Sec.2-383. Duties.
The MPEC Advisory Board shall assist and advise the City of Wichita Falls in the
planning, promotion and development of the Multi-Purpose Events Center and its
efforts to stage large agricultural and industrial exhibits, major sporting events,
conventions and events of similar nature for the enjoyment, education and cultural
benefit of the people of the City of Wichita Falls and the surrounding area. The Board
shall be advisory only and shall not have authority over any personnel, budget, nor shall
it have any policymaking authority."
SECTION 2. It is the intention of the City Council of the City of Wichita Falls,
Texas, that the provisions of this ordinance shall become a part of the Code of
Ordinances of the City of Wichita Falls, Texas, and that sections of this ordinance may
be renumbered or relettered to accomplish such intention.
SECTION 3. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
