Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.
Stephen L. Santellana - Mayor
Jesse Brown - Councilors
DeAndra Chenault -
Mitesh Desai -
Brian Hooker -
Bobby Whiteley -
Eric West - Absent
Darron Leiker - City Manager
Kinley Hegglund - City Attorney
Tracy Norr - City Clerk

Mayor Santellana called the meeting to order at 8:30 a.m.

Item 2 – Invocation and Pledge of Allegiance
The invocation was offered by Pastor Isaac Butterworth, First Presbyterian Church.
Mayor Santellana then led the Pledge of Allegiance.
Item 3 – Ordinance #07-2018

Ordinance No. 07-2018
Ordinance of the City Council of the City of Wichita Falls, Texas, Calling a Bond
Election to Be Held Within Said City; Making Provision for the Conduct of the
Election; and Containing Other Provisions Incident and Related to the Purpose of
This Ordinance
Moved by Councilor Chenault that Ordinance No. 07-2018 be passed.
Motion seconded by Councilor Desai.

The seven propositions were listed. City Manager Darron Leiker explained the reasons
why the bond items are needed.
Mayor Santellana said although a bond election is not popular, the improvements are the
right thing to do. He noted the quality of life issues are necessary for bring ing in industry as well
as keep people from leaving the city.
Motion carried by the following vote:
Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, Hooker, and Whiteley
Nays: None

Councilor Chenault thanked those who attended the meeting.

Item 6 – Executive Session
City Council went into Executive Session at 8:48 AM in accordance with Texas Government
Codes §551.071.
City Council reconvened at 9:45 AM.
Mayor Santellana announced that no polls or votes were taken during Executive
Session.

City Council adjourned at 9:45 AM.
