=ening dictrirt. Mrs. Gagne stated that in November of 2017 the City of Wichita Falls
Building Inspectio®c Department cited the applinaot, Ms. Mernedes Ascapo, for
constructing the 19 ft. 3 in x 20 ft. 3 in.-mrpnrt without ^_btaioiog n building permit. The
narport was built in both the front and interior tide c®th®rk,_ end C^_nditinnal UCe
approval was not attained. __ After being cited, the applicant filed a Co^diti^_®-mI Uc®
applirati®o - with the Plaociog and Zoning Department. During site visits it was
datarmi®ed that the e-ictiog carport was 4 ft. 6 in. from the front property line, 1 ft. 6 in
from the interior side pr^_p®rty line, and the posts were 9 ft. 3 in. high. There were 4
properties within 200 ft. that had a carport withi® the required fr^_ot Cetback area; Staff
notified 20 parcels; _ 3 responded in favor, 0 in L%pp„Oiti==and 0 %a,ith an
opioioolundecided. _ There were no responses received from outside the notifi'"®ti®®
area.
Mrs. G2g=a stated that because the posts for the carport were 9 ft. 3 in. in height, the
carport exceeded t"e maximum ®eight ^_f 8 ft. -rd w^_l lid need to be lowered in order to
meet the carQort requirements of t"_e 7n_ning nrdioa^_c®. She ctated that the r'arp^_rt had
also been constructed too close to the interior side property line and w®- lid need t^_ be
relocated In order to satisfy the requirement that the Dosts be no closer than 3 ft., and
the owarhang by ion rloser than 2 ft. to the shared property line. She stated that a
building permit +Mould also- need to be attaioed for the carport.
Mrs. Gagne stated staff recom-ended ®pprcval ^f the rmrport at 4343 McNial Aveoup
with the conditions as outlined in the staff report.
Chairperson Martio asked if the npplinaant was in attendance and wished to sneak. Ms.

VII. OTHER BUSINESS
1. Sabdivisiun/Platting Ordinance Revisiions Mrs. Gagne supplied the Commission
with redline ver>ians of the Subdivision and Development Regulations ror
information purposes ana aovised tRat the revisions would be coming befog #hum
for a vote in February.
2. TvmpVrary StVrgu Unit Ordinance - Mr. Dana Schuening EAplained that there is
currently no pruvisiun in place for the use of temporary bto ge;units. He explained
that thele was an issue with these units thdL were meant to be temporary becoming
more permanent, and 5tatee 13oin Suileing Inspections and Code Enforcement
received multiple calls regarding the issue. He supplied the Cummiasium wvith a draft
copy uf the pmpuaud urdinancu and pruvidud an uvenrievv of huvv the ordinav ece was
ii -i tended to addre5b the reoccurring issues.
Mr. Jack Browne stated that a lot of Vasinesses asea tnese storage units during
Christmas to store products on layaway. He stated that the 90 day limit might be

this issue Would be sumething that could be considered during the revision process.

3. Overview of Up`uming Ordinance Amendments - Mr. Schoening staiad they would
be bringing the upcoming amaennements to file Subdivision and Development
Regulations before the Commission in February for their cunaidcratiun ' end
recommendation, prior to pmsunting thu changes to City Cuancil i,- March.
Mrs. Gagne gave an overview of the changes that were being made to the plats
review process. She stated that these changes were Qeing adopted in order to
Vetter streamiine the development process and to resolve any putcntial issues ,Vith
life, health, and safety. She stated that uvur 3 years the Planning Department had
vvurkad .with multiple ;nternal City departments, as well as several External
stakeholders (North Teas Homebailder's Association, etc.) in order to address all
aspects of development in Wichita Falls.
Mr. Dana Schoening thanked Mrs. Gagne fur the uvcrvie., and stated that staff had
{ put a lut of time and uffurt into preparing the mviwon5 being presented. He stated it
vvaa impurtant that the Commission have an opportunity to review these changes, as
they wuald affect the plats review prouass and the state of the plats once they reach
the Commission for approval.

Mrs. Gagne informed the CommiCeion that there were 4 other ordinance
amendments that would be going before City Council during 2098. She stated staff
had been rn_Ilaborating —it"_ multiple internal divisions, and researching methods of
addr-aCiog tiny homes with the outlook of putting together a draft ardinapce to beet
address the issue. She stated staff was also looking into ways of rla=i®g up the
Zoning Ordinance -in regard to housing definitinue Mrs. G -g^2 stated that staff
would also be looking toward m®king co®e ^®®d®+'Iterations to the existing zoning
map, and updating the Mastar Th®r^_ughfare Plan. Lastiv, she stated there would be
eff2rba marl® to ouerhaul the sign ordinance in order to ensure that the sign
ordinance was content neutral in keeping with recant SUpreMa Court rulings
regarding signs:
4. City Council Updates MrQ. Gagne gave a brief overview of the 5 development
projectG seeking a Cupport r_cr_lutin_n from City Council as cart of their application for
the Low lnro—e Wausimg Tax Credit fLIHTCI.
