I. Welcome & Introduction
Mayor Santellana, the TPC chairperson, called the meeting to order at 8:33 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non -Agenda Items
Mayor Santellana asked for any public comments on agenda and non -agenda items. None
was received.
III. Review and Approve the Transportation Policy Committee's July 26, 2017 Meeting
Minutes
Mayor Santellana asked for any comments or corrections to the July 26, 2017 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Judge
Gossom made the motion to approve. Mr. Schreiber seconded the motion, which passed
unanimously.
IV. Review and Comment Regarding the Technical Advisory Committee's October 12,
2017 Meeting Minutes - No Action Required
Mayor Santellana asked for any comments or questions regarding the October 12, 2017
Technical Advisory Committee meeting minutes. None were received. The committee
moved on to the next agenda item.

V. Review and Adopt the 2018 WFMPO Prioritized Project List
Mayor Santellana directed the committee's attention to the enclosed handout for the
2018 Prioritized Project List. Mr. Barnett discussed how TAC board members met on
October 5, 2017 in a workshop to vet all of the projects on the proposed list. He informed
the Policy Board that WFMPO staff had applied all of the TAC committee's recommended
changes to the list and the final draft was ready for approval. Mr. Watts made a comment
that project MO-02PV was a safety concern due to the culverts causing a viewing
obstruction, which can create a lot of accidents in the area. WFMPO staff made the
recommendation to change the MPO ID to a Safety project to address the safety concerns
surrounding the project. Mayor Santellana asked for any further questions or comments
regarding the Prioritized Project List. Receiving none, Mayor Santellana asked for a
motion to approve the WFMPO Prioritized Project List, with revisions. Mr. Brown made
the motion to approve. Mr. Watts seconded the motion, which passed unanimously.
VI. Review and Approve the Section VI Federally Funded Transit Project TIP
Amendment: FY 2018 Transit Project List - Section 5307 - Wichita Falls Transit
System
Mayor Santellana directed the Policy Boards attention to the Transit Project TIP
Amendment. Mr. Barnett informed the Policy Board of the updated costs for the FY 2018
transit grant. He stated the amendment programs actual federal, state and local funds for
capital, preventive maintenance, operations and transit planning expenses for the
Wichita Falls Transit System. Mr. Barnett asked for any comments or questions regarding
the amendment to FY 2018 of the Transportation Improvement Program. Receiving none,
Mayor Santellana asked for a motion to approve the amendment. Mr. Tegtmeyer made
the motion to approve. Mr. Brown seconded the motion, which passed unanimously.
VII. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects - City and
TxDOT staff (Quarterly Review)
TxDOT: Mr. Rohmer reported that FM 369 intersection improvements were 90%
complete. US 287 at Wellington Lane Bridge is 95% complete. Loop 11 at Wichita
River bridge rail replacement is 90% complete. Maplewood Ave SB/NB at McGrath
Creek bridge replacement has not started.
Ci Mr. Schreiber reported the Wichita Bluff Hike & Bike Trail Phase 1 was 100%
complete. Falls Bridge & Trail Improvements was 75% complete. 2016 Drainage
Project was 95% complete. 2016 Kemp - Monroe Drainage Project was 65%
complete. Wichita Bluff Hike and Bike Trail Phase 2 was 5% complete. Kemp Street
Pedestrian Improvements was 30% complete. Projects under design awaiting future
funding include Hike and Bike Trail from Loop 11 to Lucy Park, Hike and Bike trail
from BNSF Railroad to Seymour Highway, and Maplewood Extension from Lawrence
Road to McNiel.
b. MPO Quarterly Financial Report (3rd Quarter FY 2017 - April, May, June)
Mr. Barnett reported on the 3rd quarter expenses for the MPO. He stated that the MPO
had spent approximately 64.38°/% of its total allocation for FY 2017. Mr. Barnett
commented that the total programmed amount did not include the $40,000 of State
Planning and Research (SPR) funds. WFMPO applied for these additional funds to aid
in the hiring of a qualified consultant (Walter P. Moore, Inc.) to perform the
Socioeconomic and Demographic Data Forecast Update for use in the development of

the 2015 - 2045 Travel Demand Model. Mr. Barnett asked for any comments or
questions on the third quarter financial report. He received none.
c. Grouped TxDOT CSJ Projects Report
Ms. Lee reported there were several new grouped TxDOT CSJ projects added to the
lists. This quarter included all projects from April, May, and June.
d. Other Items
There were no other items to report.
