Min 01/02/2018 CITY COUNCIL MINUTES January 2, 2018 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building January 2, 2018 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Stephen L. Santellana - Mayor Jesse Brown - Councilors DeAndra Chenault - Mitesh Desai - Brian Hooker - Eric West - Bobby Whiteley - Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2 – Invocation and Pledge of Allegiance Mayor Santellana gave the invocation then led the Pledge of Allegiance. - - - - - - - - Item 3 –Employee of the Month – Jeff Li, Police Department 8:33 AM Chief Borrego introduced Jeff Li as the Employee of the Month. Mayor Santellana presented a plaque, a letter of appreciation, restaurant voucher , and a check to Mr. Li and thanked him f or his service. - - - - - - - Item 4-5e- Consent Items 8:38 AM City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Motion seconded by Councilor West and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, Hooker, West, and Whiteley Nays: None - - - - - - Item 7b – Resolution #02-2018 9:08 AM Resolution #02-2018 Resolution of Support for a Proposed Affordable Housing Tax Credit Project, Kemp Flats, at 3110 Central Frwy./I-44 (Approximate Address of 3300 Airport Drive), Wichita Falls, Texas Moved by Councilor Chenault that Resolution No. 02-2018 be passed. CITY COUNCIL MINUTES January 2, 2018 Page 4 Motion seconded by Councilor West. Jake Mooney, Kemp Housing Partners, LP, said the site is near the Walmart. He reviewed the timeline, giving an estimated completion date of approximately two years. Bret Johnson, Overland Property Group, discussed the scoring process of TDHCA. He said the Maplewood Phase II would most likely not outscore the Kemp Flats project. He said his project does provide opportunities for the TIF as well as the completion of Maplewood. He asked the council not to support both projects this year. Mayor Santellana said he would have a hard time making that decision although completing Maplewood is a high priority for the city. Mr. Johnson replied that he feels they will be able to reach a development agreement for the completion of Maplewood. He said the cost to extend Maplewood is $1.4 million. Jim Dockery said the city historically remains neutral and that there are other projects that may come before the council at the next meeting. Councilor West said he would like to wait to review all the projects before making a decision. Darron Leiker noted these projects are both affordable housing projects and would benefit the city. He recommended tabling this item. Councilor Mitesh asked about the cost of the Kemp Flats development and was told it was about $8 million. Mr. Mooney said this is a valuable resour ce and it would be a benefit to spread it around town. A new development in the north section of town would encourage other development in that area. He said there are arguments in favor of both projects. Both developers Moved by Councilor West to tab le this item until January 16, 2018. Motion seconded by Councilor Desai. Councilor Chenault said the area by the base needs to grow. Councilor Desai said he feels that the Maplewood extension would eventually happen on its own without the tax credit . Mr. Mooney said his company finds developments based on the score that they would get. He said Wichita County has a disaster rating in the scoring this year which may not be in place next year. Mayor Santellana said the preceding resolution (Resolution 01-2018) will be put on the next agenda to consider rescinding it. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Chenault, Desai, Hooker, West, and Whiteley Nays: Brown - - - - - - Item 7c – Resolution #03-2018 9:39 AM Resolution #03-2018 CITY COUNCIL MINUTES January 2, 2018 Page 5 Resolution Approving the Programs and Expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and Amending the Budget to Include Funding Up to $122,805 to ARP Brown Building, LLC for a Renovation Project at 901 Ninth Street. Moved by Councilor Chenault that Resolution No. 03-2018 be passed. Motion seconded by Councilor Whiteley. Anthony Patterson said he got the cost estimates for the fire sprinklers and they are about $122,000. He said he would like to see these upscale apartments in the downtown area. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Chenault, Desai, Hooker, West, and Whiteley (Councilor Brown had left the room). Nays: None - - - - - - Item 8– Items of Concern to Members of the City Council 9:47 AM Members of the City Council presented the following matters: Councilors wished a happy new year to everyone. Councilor Chenault invited attendance at the upcoming Kemp Community Center open house.
