Motion seconded by Councilor West.
Jake Mooney, Kemp Housing Partners, LP, said the site is near the Walmart. He
reviewed the timeline, giving an estimated completion date of approximately two years.
Bret Johnson, Overland Property Group, discussed the scoring process of TDHCA. He
said the Maplewood Phase II would most likely not outscore the Kemp Flats project. He said his

asked the council not to support both projects this year.
Mayor Santellana said he would have a hard time making that decision although
completing Maplewood is a high priority for the city. Mr. Johnson replied that he feels they will
be able to reach a development agreement for the completion of Maplewood. He said the cost
to extend Maplewood is $1.4 million.
Jim Dockery said the city historically remains neutral and that there are other projects

said Wichita County has a disaster rating in the scoring this year which may not be in place next
year.
