Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 1 – Call to Order
Mayor Santellana called the meeting to order at 8:30 a.m.

Item 2 – Invocation and Pledge of Allegiance
Reverend John McLarty, First United Methodist Church, gave the invocation. Mayor
Santellana led the Pledge of Allegiance.

Item 3 – Ordinance # 53-2017

Ordinance Canvassing the Returns of the Municipal Election Held in the Cit y of Wichita
Falls, Texas on December 9, 2017
Moved by Councilor Chenault to approve Ordinance No. 53-2017.
Motion seconded by Councilor Smith.

City Clerk Tracy Norr reviewed the precinct reports. She stated 2,343 people voted in
the runoff election. Bobby Whiteley received 1,594 votes, which was 68.38 percent of the votes
cast. Penny Miller received 737 votes, which was 31.62 percent.

Item 4 – Administration of Official Oath to Newly Elected Councilor at Large
The Oath of Office was administered to Councilor Bobby Whiteley.
Councilor Whiteley thanked those who have supported him during the campaign.
Mayor Santellana said Councilor at Large Michael Smith has served with his whole heart
and it has been a pleasure working with him.

A recess was taken for a short reception honoring the 10 years 7 months of service given by
Councilor Michael Smith and welcoming Councilor Whiteley.

City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.
Mo ved by Councilor Chenault that the consent items be approved.

Item 10 – Items of Concern to Members of the City Council

Members of the City Council presented the following matters:
Councilor West welcomed Councilor Whiteley. He thanked the staff for the work that is
ongoing.
Councilor Whiteley said he is looking forward to getting to work. He thanked Michael Smith
for his work on the council.
Councilor Brown said the city has done a lot during the past 13 months. He thanked staff for
their support and work. He wished Merry Christmas and said the next year will be big.

Councilor Chenault extended holiday greetings and thanked those in attendance. She asked
about bids for the wrecker service and ambulance services. Mr. Leiker told her that contracts are
ending and it is time to seek new bids for both. Ambulance bids will be opened in January and
reviewed by the Emergency Management Board. The wrecker service bid will be opened after 45
days and a recommendation will be made to the city council.
Councilor Desai congratulated the Hirschi Huskies for an outstanding football season. He
said his orientation was very thorough. He also noted the Convention and Visitors Bureau had a nice
grand opening.
Mayor Santellana expressed thanks to Councilor Smith. He reviewed some of the projects
that have been accomplished during the past year. He said he foresees positive things in 2018. He
wished a Merry Christmas to everyone.

Item 12 – Executive Session
City Council went into Executive Session at 10:32 AM in accordance with Texas
Government Code §551.074 and §551.087.
City Council reconvened at 11:45 AM
Mayor Santellana announced that no polls or votes were taken during Executive
Session.

Item 13 – Appointment to the following Boards and Commissions

Motion by Councilor Brown to appoint the following to terms on the Construction Board of
Appeals:
Place 1 Rodney Martin term to expire December 31, 2020
Place 2 Gerald Matthews term to expire December 31, 2020
Place 5 Pete Johnson term to expire December 31, 2020
Place 6 Leo Lane term to expire December 31, 2020 (waiver of term limits)
Place 8 Michael Grassi term to expire December 31, 2020
Place 10 Johnny Ozee term to expire December 31, 2020
Place 11 Luke Oechsner term to expire December 31, 2020

Downtown Development Steering Committee
Motion by Councilor Whiteley to appoint Christy Whiteley to the Downtown Development
Steering Committee.
Motion seconded by Councilor Brown and carried by the following vote:

Nays: None
Wichita County – City of Wichita Falls Health District Board
Motion by Councilor Brown to appoint Kathleen Williamson to the WC CWF Health District
Board.
Motion seconded by Councilor Desai and carried by the following vote:
Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, West, and Whiteley
Nays: None
Zoning Board of Adjustments
Motion by Councilor Desai to appoint Tyson Traw as Chair of the Zoning Board of
Adjustment.
