Min 11/30/2006 _ 883 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building November 30, 2006 Item 1 The City Council of the City of Wichita Falls, Texas met in special session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m., with the following members present: Lanham Lyne - Mayor Ray Gonzalez - Mayor Pro Tern Jim Ginnings - Councilors Linda Ammons - Dorothy Roberts-Burns - Rick Hatcher - Charles Elmore - Darron Leiker - City Manager Bill Sullivan - City Attorney Lydia Ozuna - City Clerk Mayor called the meeting to order. Items 2 and 3 As part of the 2006 City of Wichita Falls Strategic Plan, an organizational study of the Wichita Falls. Police Department was conducted. A survey and analysis of selected Texas cities concerning the structural organization and staffing of their police departments was conducted. Police Chief Dennis Bachman presented a summarized report on this study. Texas cities used in this analysis were Abilene, Beaumont, Lubbock, Temple, Tyler, Victoria, and Wichita Falls. The Organizational Structure Study included all the units currently in the WFPD. Copies of Chief Bachman's summary as well as the detailed Study are on file in the City Clerk's Office. Item 4 In compliance with the City of Wichita Falls 2006 Strategic Plan, the Wichita Falls Fire Department conducted a staffing analysis. Fire Chief Earl Foster reported on the results of their staffing analysis. Texas cities used in the comparison where Abilene, Amarillo, Beaumont, Carrollton, Denton, Killeen, Lewisville, Lubbock, McAllen, McKinney, Midland, Odessa, Richardson, San Angelo, Tyler, Waco, and Wichita Falls. Copies of Chief Foster's report as well as the Staffing Analysis are on file in the City Clerk's Office. Item 5 As part of the City of Wichita Falls 2006 Strategic Plan, Community Development prepared a report on Local Government Development Incentives. Community Development Director Dave Clark gave a presentation on the incentives for commercial/retail and for industry that are sometimes offered or utilized around the State. Copies of Mr. Clark's presentation as well as the Local Government Development Incentives Options Report are on file in the City Clerk's Office. 884 City Council adjourned at 10:55 a.m. PASSED AND APPROVED this ��r day of_-� 2006.
