Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 2 – Invocation and Pledge of Allegiance
Reverend Ed Downing, Love Sanctuary Church of God in Christ, gave the invocation.
Ma yor Santellana led the Pledge of Allegiance.

Item 3 –Employee of the Month – Myles Smith, Information Technology

Blake Jurecek introduced Myles Smith as the Employee of the Month. Mayor
Santellana presented a plaque, a letter of appreciation, restaurant voucher, and a check to Mr.
Smith and thanked him for his service.

in Wichita Falls
Moved by Councilor Desai that Resolution No. 163-2017 be passed.
Motion seconded by Councilor Chenault.
Mark Walraven, Eagle Rail Car Services, introduced their local plant manager and
explained components of the project. He said they have created 128 jobs in Wichita Falls and
this will add 32 new jobs.

Item 7c – Resolution #164-2017

Resolution Approving the Programs and Expenditures of the Wichita Falls Economic
Development Corporation (WFEDC) and Amending the Budget to Include up to $33,600
for Sheppard Military Affairs Committee (SMAC) to Retain Professional Services to
Develop a Base Realignment and Closure (BRAC) Strategy
Moved by Councilor West that Resolution No. 164-2017 be passed.
Motion seconded by Councilor Smith.
Glenn Barham said the SMAC Board of Directors directed him to find a firm to direct
affairs of the committee in case of a base realignment and closure. Several firms made
proposals and two bid $56,000. Wichita County and Burkburnett Economic Development
Corporation are participating with the project, and Iowa Park Economic Development has been
contacted about participation. The WFEDC is being asked to fund up to $33,600 , contingent
upon the participation of Iowa Park or Electra Economic Development Corporation, to help with
the BRAC strategies.

Item 8– Items of Concern to Members of the City Council

Members of the City Council presented the following matters:
Councilor Chenault thanked those in attendance.
Councilor Smith said there is now a right -turn lane to north bound Lawrence from Call
Field. He said this should help traffic during the holiday season.
Councilor Brown thanked the staff for the work they are doing. He invited attendance at
a concert this weekend.
Councilor West thanked the staff for all the work they are doing. He included the
Chamber and 4A and 4B boards.

Councilor Desai and Mayor Santellana expressed pride in the Hirschi Huskies who are
involved in playoffs. He also welcome d a new business in the downtown area, Half Pint
Brewery.

Item 9 – Comments from the Public to Members of the City Council Concerning Items
That Are Not on the City Council Agenda.

Sedalia Jones, 611 West Cornelia, Iowa Park, said she would like to see the money for
revitalization of Lake Wichita used to rebuild parts of the east side area. She said she would
like to see the lakes and water system cleaned, but she would prefer to see the clean -up of the
east side area. She said the drinking water is atrocious and the water reuse system is
unhealthy and causes diseases and cancer. Wichita Falls needs clean water. Darron Leiker
responded saying that the city of Wichita Falls water system meets or exceeds all state and
federal drinking water requirements. He said the reuse system also meets or exceeds all
drinking water requirements. Mayor Santellana said the city takes pride in the water system.
The quality of water is good compared to other cities. He said there is a movem ent for
revitalization of the east side.

Item 10 – Executive Session
City Council went into Executive Session at 9:43 AM in accordance with Texas Government
Code §551.071.
City Council reconvened at 10:30 AM.
Mayor Santellana announced that no polls or votes were taken during Executive
Session.
