1. Call to Order

Glenn Barham called the meeting to order at 6:01 p.m.
2. Approval of Minutes (9/22/17)
Dave Clark moved seconded by Michael Mills to approve the minutes The motion
carried, 6-0.
3. Public Hearing on the Board's intention to issue $12,000,000 of 4B Revenue Bonds
Mr. Barham opened the public hearing at 6:04 p.m. on the Board's intention to issue
$12,000,000 of 4B Revenue Bonds to undertake a project to provide for the provision of a loan
by the Corporation to a private developer (the "Developer") to provide for acquiring, installing,
constructing and equipping of a new full service convention center facility for tourist, convention
and exhibition purposes in the City of Wichita Falls and other related improvements that enhance
tourist, convention and exhibition facilities, including specifically the acquisition, construction
and equipment by the Developer of a hotel in the new full service convention center facility,
related parking improvements and other purposes permitted by law.
Mr. Dockery explained this is the second public hearing held on this matter, as
recommended by the City's bond counsel. The first public hearing was held in May, and it was
anticipated at that time that the process would then move very quickly. However, a quick
resolution between the City and the Developer did not materialize. Bond counsel felt it would be
prudent to hold a second public hearing in order to offer the public the opportunity to speak. If
not, then the hearing could be closed and that legal requirement will have been satisfied.

Mr. Barham called for comments from the public. Hearing none, he closed the public
hearing at 6:07 p.m.
