RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH FREESE AND NICHOLS, INC. FOR CONSULTANT
SERVICES TO PREPARE A DOWNTOWN PLAN AND A LOCAL
UPDATE PLAN; FINDING AND DETERMINING THAT THE MEETING AT
WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE
PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City Council is interested in enhancing the economic future of
the downtown area and has made funding available for the development of a Plan
through the Tax Increment Financing #1 program; and
WHEREAS, the City has interest in reviewing several aspects of the community
in general including the Kell, North Kemp, and Wichita River areas along with parks and
recreational development; and
WHEREAS, the City Council wishes to receive assistance in the preparation of a
Downtown Plan and Local Update Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. That the City Manager is hereby authorized to execute an
agreement with the firm of Freese and Nichols, Inc. in an amount not to exceed
$137,778 for the preparation of a Downtown Plan and Local Update Plan. Such
authorization shall be dependent on the development of a satisfactory agreement as
determined by the Mayor, City Manager, and the City Attorney.
SECTION 2. It is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law.
