Stephen L. Santellana - Mayor Michael Smith - Councilors DeAndra Chenault - Jesse Brown - Eric West - Mitesh Desai - Brian Hooker - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Item 1 – Call to Order Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2 – Invocation and Pledge of Allegiance Pastor Christopher Yanker, Trinity Lutheran Church, gave the invocation. Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Oath of Office The Oath of Office was administered to Councilor Eric West. Item 3 – 5b - Consent Items 8:36 AM City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Mo ved by Councilor Brown that the consent items be approved. Scott Survey, Abstract 302, Wichita Falls, Wichita County, Texas; Beginning at the Mississippi and Underwood Street Moved by Councilor Chenault to approve Ordinance No.48 -2017. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, West, and Smith Nays: None - - - - - - Item 6c – Motion to Consider Tabling Action 8:43 AM Motion to Consider Tabling Action on an Ordinance authorizing the issuance of the City’s Combination Tax and Limited Surplus Revenue Certificates of Obligation, Series 2017 Moved by Councilor Brown to table action on an ordinance authorizing the issuance of the City’s Combination Tax and Limited Surplus Revenue Certificates of Obligation, Series 2017 until the January 16, 2018 council meeting. Motion seconded by Councilor Desai. Russell Schreiber reported that two bids were tied, so a coin toss was recommended to determine the bid award. The motion was amended by Councilor Brown to include Champion Infrastructure LLC for the bid award. The amendment was seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, West, and Smith Nays: None The motion as amended carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, West, and Smith Nays: None - - - - - - Item 7e – Resolution #159--2017 9:05 AM Resolution #159--2017 Resolution Authorizing Award of Bid for the Purchase of Eleven (11) 2018 Ford Utility Police Interceptors from the Low Bidder Caldwell Country Ford, LLC, in the Amount of $324,610.00; or to the Local Bidder Wichita Falls Ford-Lincoln, Inc., in the Amount of $330,552.53 Moved by Councilor West that Resolution No. 159-2017 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Desai, West, and Smith Nays: None - - - - - - CITY COUNCIL MINUTES November 21, 2017 Page 7 Item 9a – Staff Reports 9:30 AM Health Department – Amy Fagan – Overview of the Health District’s Strategic Plan and First Annual Report Amy Fagan, Assistant Director of Health, presented an overview of the health district’s strategic plan. She reviewed the mission of the health district and presented the strategic targets. She highlighted the goals and actions taken towards those goals. Item 9b – Items of Concern to Members of the City Council 9:43 AM Members of the City Council presented the following matters: Councilors wished Happy Thanksgiving to everyone. Councilor Chenault said the recent Temptations was awesome. Mayor Santellana said the City Lights parade was incredible. He said it was nice to see the community support. - - - - - - - Item 10 – Comments from the Public to Members of the City Council 9:45 AM There were no comments given. - - - - - - Item 11 – Executive Session City Council went into Executive Session at 9:45 AM in accordance with Texas Government Code §551.074 and §551.087. City Council reconvened at 11:05 AM Mayor Santellana announced that no polls or votes were taken during Executive Session. - - - - - - - Item 12 – Appointment of Mayor Pro Tem 11:05 AM Motion by Councilor West to appoint Jesse Brown as Mayor Pro Tem for one year.
