Res 086-2007 5/15/2007 � � RESOLUTION NO. �1 � �� RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, APPROVING THE 2007 STRATEGIC PLAN; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, The Mayor and City Council met on February 27, 2007 to complete a Strategic Planning Session; and WHEREAS, At the Strategic Planning Session, the Mayor and City Council considered items for inclusion in the 2007 Strategic Plan; and WHEREAS, It is appropriate to ratify the resulting Strategic Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The 2007 Strategic Plan is hereby approved. SECTION 2. It is hereby officially found and determined that the meeting at which this resolution was passed was open to the public as required by law. PASSED AND APPROVED this the day of 15 day of May, 2007. , � MAYOR ATTEST: < it Clerk 2007 Strategic Plan Objectives Public Safety — Provide the optimal level of Police, Fire and Health protection as determined by our citizens. Action Item — Implement a Special Prosecutor for gangs and organized crime. Objective - 1. Include the Special Prosecutor position as a discussion item at the 2007-2008 Pre-Budget Workshop. 2. Based upon input from Council, consider including in the City Manager's 2007-2008 Recommended Budget the Special Prosecutor position, associated clerical support and other budget requirements. Action Item - Increase the size of the sworn Police force. Objective - 1. Include adding additional Police Officer positions as a discussion item at the 2007-2008 Pre-Budget Workshop. 2. Based upon input from Council, consider including in the City Manager's 2007-2008 Recommended Budget additional Police Officer positions. Action Item — Complete the design-build process for the Police Firing Range. Objectives - 1. Complete the conceptual design and associated cost estimates. 2. Execute a contract for the full design and construction process. Action Item — Complete the proposal process for Ambulance services. Objectives - 1. Receive and review proposals. 2. Conduct an interview and reference check process. 3. Negotiate a contract. 4. Provide a recommended contract for City Council consideration. Infrastructure — Ensure the quality of the City's utilities, transportation and structures. Action Item — Plan for the replacement of City Hall and the Police Department. Objectives — 1. Select an architect to conduct a needs assessment for the replacement � of City Hall and the Police Department buildinas. 2. Complete the needs assessment. Action Item — Complete the street and drainage improvements included in the 2006 debt issuance. Objectives - 1. Complete the design of Gregg Road and various traffic flow improvements. 2. Execute engineering services agreements for the design of remaining drainage improvement projects. � 3. Begin construction on phases two and three of the Faith V illage drainage project. 4. Award bid and contract for the various projects. Action Item - Create a first-class Municipal Airport. Objectives - 1. Complete a long-term lease agreement with SAFB. 2. Complete a comprehensive needs assessment to include a terminal building and horizontal/airside infrastructure improvements. 3. Complete an Air Service Demand study. Parks and Recreation — Promote and provide a wide range of leisure, recreational and cultural opportunities. Action Item — Complete the design-build process for the Skate Park. Objectives - 1. Complete the conceptual design and associated cost estimates. 2. Execute a contract for full design and construction services. Action Item - Increase the use of 4B funds for recreational purposes. Objectives - 1. Complete a proposal for enhanced gym space at various elementary schools and additional funding for the softball complex, and seek Council endorsement for these projects. 2. Request the 4B Board's consideration of both projects. Workforce Development — Attract, develop and maintain a diverse and well- trained workforce. Action Item - Continue hiring the most-gualified people we can and budget for training. Objectives - 1. Adhere to the City's policy of selection on the basis of inerit. 2. Continue to budget for training needs. Action Item - Complete the appeals process resulting from the Classification and Compensation study. Objectives - l. Complete review of job descriptions. 2. Complete Classification and Compensation study appeals. I City Appearance — Provide an attractive and clean community. Action Item - Consider the demolition of noteworthy blighted structures. Objectives - 1. Provide a presentation to the City Council on potential structures, methods of demolition and cost estimates. 2. Include demolition of select blighted structures as a discussion item at the 2007-2008 Pre-Budget Workshop. 3. Based upon input from Council, consider including in the City Manager's 2007-2008 Recommended Budget demolition of select blighted structures. Action Item - Commit to underground wiring. Objectives - 1. Research other cities' approaches to development guidelines that require underground wiring in new development. 2. Provide a presentation and request consideration of an Ordinance by the Planning and Zoning Commission. 3. Provide a draft Ordinance for Council review. Technology - Use innovative technology to improve management efficiency, productivity and customer service. Action Item — Implement Mobile Data Terminals. Objectives — 1. Complete review of submitted proposals. 2. Conduct product demonstrations and reference reviews. 3. Negotiate a contract for the implementation of mobile data terminals. 4. Recommend contracts for the installation of mobile data terminals for Council consideration. Action Item — Complete the installation of various E-commerce modules on the Ciry's web site. Objectives - 1. Implement the Civic Plus on-line job application module. 2. Consider using the city's web site to allow for application and payment for recreation programs. 3. Complete installation of the on-line building inspection and code enforcement module. Planning and Development — Encourage and implement planned, quality growth. Action Item — Complete the City's Comprehensive Development Plan. Objectives — 1. Complete the selection process for a consultant. 2. Complete the City's Comprehensive Development Plan Civic Involvement — Involve citizens in city government and maximize volunteer efforts. Action Item — Encourage citizens to participate on Boards and Commissions. Objectives — 1. Use the City's web site to advertise the various Boards and Commissions and use reverse e-mail notifications for vacancies. 2. Recognize Board and Commission members on an annual basis. Customer Service — Provide high-quality, customer-focused city services. Action Item — Continually improve customer service to our citizens. Objectives - 1. Continue the use of Access City Hall to efficiently handle complaints and requests. 2. Continue required training for front-line employees. Economic Development — Promote a strong and diverse economy. Action Item — Develop and market a favorable image for Wichita Falls. Objectives — 1. Continue involvement with the Board of Commerce and Industry regional marketing initiative. 2. On a quarterly basis, provide a report on marketing and economic development activities. Revenue Sources - Match revenue sources with services to ensure sustainability.
