Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m ., with
the following members present.
Stephen Santellana - Mayor
DeAndra Chenault - Councilors
Michael Smith -
Brian Hooker -
Mitesh Desai - Councilor Elect
Eric West - Absent
Darron Leiker - City Manager
Kinley Hegglund - City Attorney
Tracy Norr - City Clerk

Mayor Santellana called the meeting to order at 8:30 a.m.

Item 2 – Invocation and Pledge of Allegiance
Chaplain David Sapata, DAV TX Chapter 41, gave the invocation. Mayor Santellana led
the Pledge of Allegiance.

Item 3 – Ordinance #45-2017

ORDINANCE NO. 45-2017
Ordinance Canvassing the Returns of the Municipal Election Held in the City of Wichita
Falls, Texas, on November 7, 2017
Mayor Santellana read the cumulative totals from the election:
Councilor At Large: Bobby Whiteley Total Votes: 1, 823
Penny Miller 805
Brendan Bell 760

Moved by Councilor Hooker that Ordinance No. 45-2016, showing that no candidate for
Councilor at Large received a majority of votes and a runoff election will be called; that Eric
West was elected as Councilor District 1, that DeAndra M. Chenault was elected as Councilor
District 2, and in the special election to fill the vacancy in Councilor District 5, Mitesh Desai was
elected.
Motion seconded by Councilor Brown and carried by the following vote:
Ayes: Mayor Santellana, Councilors Hooker, Chenault, Brown, and Smith
Nays: None

Item 4– Administration of Official Oath to Newly Elected Council

City Clerk Tracy Norr administered the Oath of Office to Councilor District 2 DeAndra
Chenault and Councilor District 5 Mitesh Desai.
Mayor Santellana expressed appreciation to outgoing Councilor Montez for stepping up and
filling the vacancy. He welcomed Councilor Desai and Councilor Chenault.

Item 5 – Ordinance #46-2017

Ordinance 46-2017
An Ordinance Ordering a Runoff Election for December 9, 2017
Moved by Councilor Chenault that Ordinance No. 46-2017 be approved with Bobby Whitely
and Penny Miller as candidates.
Motion seconded by Councilor Desai and carried by the following vote:
Ayes: Mayor Santellana, Councilors Desai, Hooker, Chenault, Brown, and Smith
Nays: None
